Please refer to Circular No. 7 dated 10-05-2017. In this connection, you are requested to treat the crucial dates for completion of Unit Conference as 30th June and Branch Conferences/Branch Level/Women Convention/ Formation of NFCAA Branches as 31st July 2017.
DHARNA IN FRONT OF FINANCE MINISTRIES OFFICE ON 23RD MAY 2017
The Confederation of Central Government Employees & Workers has taken the decision of organizing a Mass Dharna in front of Finance Minister’s office, North Block, New Delhi on 23rd May, 2017 in protest of non-settle-ment of the 21 Point Charter of Demands of Central Government of Employees which include the demands like –
·         Increase Minimum Pay And Fitment Formula.
·         Revise Allowances Including HRA With Effect From 01.01.2016.
·         Grant Option-I Pension Parity Recommended By 7th CPC.
·         Revise Pension And Grant Dearness Relief To Autonomous Body Pensioners
·         Implement Positive Recommendations Of Kamlesh Chandra Committee On Gramin Dak Sevaks. Grant Civil Servant Status.
·         Regularise All Casual, Part-Time, Contingent And Contract Workers And Grant Equal Pay For Equal Work.
·         Remove Stringent Conditions Imposed For Grant Of MACP Etc.
In this connection, the Confederation has appealed upon the Central of Government Employees and Pensioners to participate in thousands in front of North Block, New Delhi on 23rd May, 2017 from 12 P.M. onwards.
We call upon the members of NFCAA particularly from Delhi and around to participate in the Dharna in large
numbers and make the programme a  grand success by playing their due role.
The Co-ordination Committee of Central Government Employees and workers, Delhi State has brought out Posters, Hand Bills etc. as publicity material. Delhi Branches may Co-ordinate with the Co-ordination Committee by collecting the posters and handbills and displaying and distributing them in offices and among the employees.
PARTICIPATE IN THE RE-VERIFICATION OF MEMBERSHIP OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEOGRY - II
In a most unjustified and un-lawful manner, the authorities have issued orders for re-verification of membership of All India Civil Accounts Employees Association Category-II vide an order dated 25th April, 2017. It is not only injustice but an unethical and prejudicial action of the officers of the office of Controller General of Accounts office who had been holding the positions during that period. As per membership verification report of 2015, All India Civil Accounts Employees Association Category-II is having 27% membership and being the 2nd major Association, it is eligible for recognition under CCS (RSA) Rules, 1993. But authorities discarded the said verification report without showing any ground. 
The All India Civil Accounts Employees Association Category-II, vide its letter NO.AICAEACAT II/ CHQ/ 2017/28 dated 11th May, 2017(displayed in Website: nfcaahqnd.blogspot.com) recorded its protest against the action of earlier Controller General of Accounts and sought justice from the present Controller General of Accounts.
The All India Civil Accounts Employees Association Category-II however, has decided to face the re-verification of its membership and appealed upon all AAOs to fill up membership forms of All India Civil Accounts Employees Association Category-II.(In this respect All India Civil Accounts Employees Association Category-II made appeal to all separately).
NFCAA appeals upon the membership of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II to appreciate the need of the day.  The All India Civil Accounts Employees Association Category-II is one of the two arms of National Federation of Civil Accounts Association and it is National Federation of Civil Accounts Association which is fighting for causes of AAOs and other cadres militantly without any compromise. In spite of not having recognition for more than one and a half decade, the All India Civil Accounts Employees Association Category-II is struggling for the causes of the AAOs without any fear. Its affective functioning had many a times compelled the authority to negotiate with it formally and directly. It appeared for oral evidence before 6th and 7th CPC. The All India Civil Accounts Employees Association Category-II is a composition of brave members and leaders which is capable to fight against injustice. There are several examples the leaders of All India Civil Accounts Employees Association Category-II faced vindictive actions like punishments and transfers but they did not succumb to pressure and fought for the causes of the members in distress.
Weakening of All India Civil Accounts Employees Association Category-II is the prime agenda of the authorities and their agents as the weakening this Association shall not only weaken the National Federation Civil Accounts Associations but it would cause serious adverse impact on the united struggle of the Co-ordination Committee of the Civil Accounts Employees and Officers Associations which is striving for achievement of 11 point charter of demands and created a cordiality among the employees and officers of Civil Accounts Organization.
Therefore, all members of National Federation of Civil Accounts Associations need to stand as one to ensure that all AAOs fill up the membership forms of All India Civil Accounts Employees Association Category-II(AICAEA CAT II) and make  it a formidable force of the AAOs in the Civil Accounts Organization.
TRADE UNION CAMP AT TRIVANDRUM
As informed already, two days Trade Union Education Camp was held under the auspices of the Confederation on 6th and 7th May, 2017 at Trivandrum. The Camp was inaugurated by Com. A.K. Padmanavan, Vice President, CITU. Many eminent leaders and members of Parliament took classes in the Camp. Nearly 200 delegates from 21 states attended the Camp.  Secretary General had presided over one of the sessions of the camp. However, participation from NFCAA was not at all satisfactory. Apart from few delegates from Kerala, two delegates from Delhi and two delegates from Chennai had attended the Camp. No other Branches had carried out the decision of Federal Executive meeting in this regard – which is not appreciable at all.
