Cadre Review of Group B & C Cadres.
Sir,
We have
learnt that, your office is contemplating to constitute an internal committee
for finalizing the proposal for Cadre Review of Group B & C officers and
employees of Civil Accounts Organization.
In this
respect, we would like to draw your kind attention to the D.O. letter No:-
1.11019/16/2016-CRD dated 20th December, 2016 issued by the Director
(CRD), DOPT, New Delhi to all heads of Ministries/Departments (Copy enclosed)
and request you to kindly constitute a Committee represented by both official
side and staff side for the purpose of finalization of a mutually agreed Cadre
Review proposal.
The
Committee Members from staff side may be accommodated only from those
Associations which have raised the demand. We would like to emphasize on this
point on the ground that the Associations which have not raised this issue
before the authorities in the form of their demand so far has no understanding
over the matter and involvement of such Association(s) would cause interruption
and thereby defeat the whole purpose.
We would
like to propose that the Presidents and Secretary Generals of All India Association of Pay and
Accounts Officers (Civil), All India Civil Accounts Employees Association
Category II and All India Civil Accounts Employees Association may kindly be inducted
as the staff side members of the proposed Cadre Review Committee.

Request for a meeting between the
official side of CGA office and representatives of the Co-ordination Committee
(COC) of Civil Accounts Employees & Officers Associations.
Sir,
We are
thankful to you for responding to our letter No:- COC/CA/2016/Corr-18 dated 1st
May, 2017 favorably and convening a courtesy meeting with the representatives
of the All India Civil Accounts Employees Associations on 22nd May,
2017 which is one of the constituents of this Co-ordination Committee.
We
are also thankful to you to learn that, in response to the Memorandum submitted
by the All India Civil Accounts Employees Associations on 22nd May,
2017 to your good self, your office has decided to convene an official meeting
between the official side of the office of the Controller General of Accounts
and the National Executive Members of All India Civil Accounts Employees Associations
on 9th June, 2017.
While
welcoming above decisions of your good self, we would like to state that, though
the All India
Association of Pay and Accounts Officers (Civil) and the All India Civil Accounts
Employees Association Category-II have not been granted formal meeting by you
on the technical ground of being not recognized under CCS (RSA) Rules, 1993,
but these two Associations represent adequate number of the employees and
officers required for their re-recognition and recognition.
Moreover,
majority of the fourteen items submitted by the All India Civil Accounts
Employees Association through its Memorandum dated 22nd May, 2017
embrace the issues concerning with the members of the All India Association of Pay and
Accounts Officers (Civil), All India Civil
Accounts Employees Association Category-II and All India Civil Accounts
Employees Association and a fruitful outcome of the discussion would be there
as and when a decision is taken by the official side after having consolidated
views of all the three Associations.
These
apart, we would also like to submit that, all categories of employees and officers i.e.
right from MTS to Sr. AO are the part and parcel of Civil Accounts Organization
and the Controller General of Accounts is expected to listen and redress the
grievances all sections of the employees and officers.
Therefore,
we request you that, apart from the slated meeting between the official side of
the office of Controller General of Accounts and the National Executive Members
of All India Civil Accounts Employees Associations on 9th June, 2017,
a meeting between the official side of the office of the Controller General of
Accounts and the representatives of this Co-ordination Committee may kindly be
convened at your earliest convenience.
We
are sure, such a meeting, if convened, shall definitely help in development of
a better understanding among the official side and employees and officers
Associations of Civil Accounts organization.
