Dear Comrades,
133 Gr.C and D posts under CCA, CBDT abolished
Organise massive protest action immediately
The screening committee meeting held under the chairpersonship of the Revenue Secretary on 7th January, 2009, has abolished 133 posts of Civil Accounts setup of CBDT. The Principal CCA, CBDT was a special invitee in the meeting, but he did not make any objection to the move of the department of Revenue. Further, it has been learnt that the authorities of Civil Accounts had pleaded before the screening committee to create some additional posts at Gr.A level against the posts that had been abolished. Though this approach was not conceded by the screening committee, but it has made an enabling provision in the minutes that, a separate proposal may be moved by the Pr. CCA, CBDT for creation of additional posts on work load basis. Taking advantage of this provision, the civil accounts authorities are now moving a fresh proposal for creation of some more Gr.A posts in the organization.
Appreciating the increase in the workload, the screening committee of the same department of Revenue had granted exemption to the Civil Accounts set up of CBEC from the purview of screening committee. The CCA, Finance has also moved the proposal to government to Grant exemption from screening committee.
Due to radical change in tax policy of the Government within last decade, the workload in CBDT setup too has increased manifold and the existing employees working in ZAOs of CBDT are confronted with the problem of severe work pressure. The authorities of Civil Accounts setup of CBDT had been claiming that the progress for creation of new ZAOs till the other day. While observing Civil Accounts Day at Kolkata on 7th April 2008, the present Pr. CCA, CBDT had informed some of our federal executive members that, within two years strength of Civil Accounts organisation shall rise to 15000 employees and officers. But the truth has now emerged.
The above actions of the Civil Accounts authorities are thus not only anti- employee but a total betrayal and cheating to Civil Accounts employees. Being a responsible employee’s organisation we can not remain silent spectator to the situation.
Therefore, all Branches and Units are requested to organise instant and continuous protest demonstration/dharna in front of the ZAO, CBDT Units of their respective Branches immediately after the receipt of this circular.
It has also been learnt that, in a similar move the authorities of Ministry of External Affairs (MEA) have abolished 25 group-C & D post. Therefore, the MEA unit, Delhi shall also organise similar protest programme in front of MEA in addition to the office of Pr.CCA, CBDT.
