Dear Comrades,

 

DAY LONG DHARNA RESCHEDULED TO 8TH DECEMBER 2010

 

            At the very outset, we congratulate you all for the preparedness you have shown            to make the Mass Dharna on 24th September 2010 in front of CGA office a grand success. It is very encouraging to observe that all Units and Branches have mobilized the members in large numbers for participation in the programme.

            However, it has been reported through media that the Lucknow Bench of Allahabad High Court shall give its verdict on disputed site of Ayodhya on 24th September 2010. Since this information has generated tension among different communities at various places, it was very seriously placed before the Federation Headquarters by the Branches.

            Further, some of our Branches and Delhi Branch in specific has pointed that the city of Delhi is going to host the Common Wealth Games(CWG) in the first forthright of October 2010. To take part in the games and other connected activities, large number of Players, Guests and Dignitaries from different country shall arrive in Delhi. The Civil Administration of entire country and the city of Delhi in particular shall be extremely beleaguered to ensure the safety and security of all visiting guest in the games and events etc.

            Considering the gravity of above discussed situations and views given by the Branches, available Federal Executive members & office Bearers of Delhi Branch had met on 17th September 2010 and discussed the matter. After detailed discussion, the meeting concluded that, it is the time for NFCAA to act responsibly and take appropriate decision in order to protect the interest of its members on one side and interest of nation on the other side.

Hence, the meeting decided that the programme of Mass Dharna shall be rescheduled to 8th December 2010 instead of 24th September 2010 (already informed through sms). The meeting further decided that all Branches shall prepare themselves accordingly and Federal Executive Members shall visit different stations during the intervening period so that the inert units and Branches get re-activated and participate in the programme of 8th December 2010.

            It is well understood that, doubts shall arise in the minds of many about the implementation of the programme on 8th December 2010. In this respect, we would like to state very clearly that, we have no other alternative but to implement the programme more effectively on 8th December 2010 so that our demands get proper credence. Therefore, the programme shall take place on the rescheduled date with more effectively.

            The Accommodation for stay of out station participants has been booked. It shall be "Chug Dharamsala, Udyan Marg, New Delhi -1". The accommodation shall be available from 7th to 9th December 2010. All other conditions circulated through earlier circulars shall remain same.

            The tour programme that was already circulated shall stand. Regional co-ordinators are requested to finalize the persons and dates for the visits to different stations immediately after the receipt of this circular.

Subject: - Settlement of long pending Demands through mutual dialogue.

 

Sir,

             

              According to the reports emerged through the media, tension has been generated in different communities at various  places of the country centering the announcement of the Hon'ble Allahabad high Court to pronounce its judgment on the disputed site in Ayodhya on 24th of September2010.

              On the other hand, entire north India including Delhi is under the grip of severe flood and the condition might worsen further.

              These apart, the city of Delhi is going to host the Common Wealth Games in the first fortnight of October 2010. The Civil Administration in entire country shall have to be on high alert and Civil Administration of the State of Delhi in particular shall be over occupied in providing the safety and security of the guest who would be coming to the country from different parts of the world.

               The National Federation of Civil Accounts Associations has examined the gravity of the situation and decided that, being a responsible Employees organization; it shall have to act sagaciously in such a crucial situation and should not put additional burden on the Civil Administration.

               We have therefore been directed to refer our letter No.AICAEA/AICAEA CAT II/HQ/A-2/2010/278 dated 9TH September2010 and inform you that the National Federation of Civil Accounts Association has rescheduled the date of its proposed Day long Dharna to 8th December 2010 instead of 24th September2010.

                The National Federation of Civil Accounts Associations have expressed hope that, you would kindly appreciate its gesture and open up dialogue with the representatives of AICAEA and AICAEA CAT II to settle the long pending demands before 8th December 2010.

APPEAL

 

Dear Comrades,

 

            Com. B. Mukharjee, a valiant leader was Associated with the movement of Civil Accounts Employees from the very day of formation of Civil Accounts Employees organization.  He participated in all serious struggles launched by All India Civil Accounts Employees Association. He suffered dismissal from service due to organizational activity. But he never relented or ran out from the organizational activity. The unique feature on the part of Com. Mukharjee was, he did neither occupy any post in the organization nor hankered for the same but he kept on working for the organization. To do organizational activity uninterruptedly, Com. Mukharjee remained unmarried. Nearly eleven years back, he retired as Senior Accountant from PAO, Ptg, New Delhi. The Emblem of All India Civil Accounts Employees Association was concepted and designed by Com. B. Mukharjee.

 

            Recently Com. Mukharjee suffered from serious ailment. He was attacked by pneumonia. He was in ICU and ventilation for more than 15 days. His voice chord has been damaged and he is yet become able to talk properly.

                                                 

            Com. V. Bhattacharjee, Secretary General, Com. S. Bandhyapadhy, Finance Secretary & Com. Mrs. Kalpana Dutta, Convener, National Women Committee had visited Com. Mukharjee on 19th September 2010 in his residence. He has informed them through his expression that he is very sick and due to incurring of huge expenditure for his treatment he needs financial help immediately for his survival.

 

On behalf of all of you, we have assured Com. Mukharjee that, all of us shall stand beside him as one in the distress he has been confronting now.

 

            Dear Comrades, we therefore, appeal upon you to extend your supporting hand and contribute voluntarily for the help of Com. Mukharjee. Please collect and remit the amount at the earliest.

 

            As we have only one Bank Accounts, please draw Cheque/Draft in f/o, AICAEA and send it to Central HQ. However, while forwarding the Cheque/Draft it may be indicated that the amount is meant for the financial help to Com. Mukharjee.

            Reports received at JAC head quarter show that the call for 3-day demonstration and sending of telegram to Speaker Lok Sabha and Chairman Rajya Sabha against the move of govt to move resolution in the Lok Sabha ton reject the award by the Board of Arbitration in CA No 3/2001 is responded well though the country.

 

            The apex JAC had simultaneously written to Shri Prananb Mukharjee, Finance Minister, Shri A. K. Antony, Defense Minister, Shri P. Chidambaram, Home Minister, Ms. Mamta Banerjee, Railway Minister on the issue. , Smt. Sushma Swaraj, Leader of the Opposition, Lok Sabha and other prominent MPs were also appealed to take up the issue on our behalf.

 

COM. BASUDEB ACHARIA INTERVENED

            Com. Basudeb Acharia, M.P. leader of the CPI (M) Group, Loksabha has moved amendments (Copy enclosed) against the resolution moved by the Government in the Parliament for rejection of the award. Consequentially, the Government could not move the Resolution in the just concluded monsoon session of the Parliament. Com. Basudeb Acharia, MP has also forwarded the letter issued by the apex JAC to the Finance Minister with request to implement the award (copy enclosed).

                                                

 

MEETING WITH SMT. SUSHMA SWARAJ

            In response to the request letter of the apex JAC, Smt. Sushma Swaraj, Leader of Opposition, Loksabha had agreed to meet the representatives of Joint Action Committee. Accordingly, a delegation comprising Com.K.K.N.Kutty, Secretary General, Confederation of Central Government Employees and Workers Com. M. S. Raja, Chairman and Secretary General, All India Audit and Accounts Association, Com. V. Bhattacharjee, Convener and Secretary General, National Federation of Civil Accounts Associations, and Com.S.Bandopadhyay, Finance Secretary, National Federation of Civil Accounts Associations met Smt. Sushma Swaraj on 11th September. The Delegation explained to Smt. Swaraj that the Government has arbitrarily moved a resolution for rejection of Arbitration Award on grant of higher pay scale to Accounts and Audit Cadres on par with Central Secretariat cadres on the pretext incurring Rs 1200 crores for the implementation of the award, hiding the fact that the staff side in JCM has already offered to forego the arrears of pay upto 31st Dec 2005. Further, as per JCM norm, the award should have been moved to parliament for rejection within six months from the date of grant of award. Smt Swaraj has responded positively and finally assured the delegation that she would take up the matter and ensure that the award is not moved for rejection in the Parliament. She asked the delegation to approach MPs of different other political parties including Com.Basudeb Acharia so that her move is supported by them

STRIKE HELD ON 7th September, 2010

 

            As per telephonic reports, the strike was cent percent successful in West Bengal, Kerala (states as a whole) and Mumbai. In North East it was cent percent in Guwahati and 70% in Shillong. In almost all units of Shillong (including AICAEA Cat-II), strike was cent percent except a few. Civil Accounts Employees also participated in the rally organized at Shillong. In Pune Strike was 50%. Strike was partial in the Units functioning under the Branches of Andhra Pradesh (Hyderabad), Patna, Lucknow, Tamilnadu and Pondicherry and Nagpur. In Delhi Executive Committee members of the Branch were on strike.  Reports from other smaller stations having units ranging between 1 to 3 are yet to reach.

 

          In Delhi strike took place in some of the offices of RMS-III Union. Executive Committees of Postal III & IV in New Delhi GPO were on strike. 25% Employees participated in the Strike from postal Accounts, Delhi. Executive Committee members of All India Civil Accounts Employees Association, Delhi Branch and Income Tax Employees Associations were on strike. Employees of Printing of and Stationary wore black badge and held hour meeting. Foreign Trade Employees Association Organized demonstration for an hour.

strike on 7-9-2010

JOIN THE STRIKE ON 7TH SEPTEMBER 2010

 

            The National Assembly of Workers held at New Delhi on 15th July 2010 organized jointly by 9 Central Trade Unions including INTUC adopted charter of demands and declared one day strike on 7th September in pursuance of the demands.

            Confederation has endorsed the call and decided to participate in the STRIKE.

            The NFCAA has endorsed the call and served strike notice to CGA jointly by AICAEA and AICAEA Cat II ON 20th AUGUST 2010, which has already been posted in the website and printed in the Accounts Crusader No 8 of August 2010.

                 The NFCAA calls upon every Civil Accounts employee and officer to join one day strike on 7th September 2010 and make it a success

Subject: Request for grant of Honorarium to the staff and officers.

 

Sir,

 

            The Central Board of Excise and Customs and the Commissionerates functioning under it have undergone huge expansion. The quantum of revenue earning by the Central Board of Excise and Customs all together have also increased to a reasonable extent. But to commensurate the increased work burden in Accounting side, Government of India has not expanded the strength of the officers and Employees of Accounting setup of CBEC. Rather this organization is facing acute problem of shrinkage due to retirements, resignation and non-recruitment.

           

            Considering the above conditions and appreciating the services of Employees and Offers, the authorities of Civil Accounts setup of CBEC have been kindly recognizing the sacrifices of the employees and officers by granting a token amount as annual honorarium to them every year.

 

            However, the honorarium for the financial year 2009-10 is yet to be granted to the staff and officers.

 

            Therefore, in continuation of my verbal request to you in this respect on 25th August 2010 at the time of discussing various other staff matters in your chamber, I request you once again to kindly grant honorarium to entirety of the staff and officers of the organization for the financial year 2009-10.

 

            The Association shall be highly thankful to you if you kindly take an early favorable decision in this regard.
