Dear Comrades/Friends,
In continuation of the reporting made by us in WhatsApp group about the discussion with the authorities on 24th January 19, we are finishing the brief resume of the meeting below. 

At about 1pm on 24th January19, while the programmee of Dharna of COC at all major stations was at its peak, the officers of CGA office invited the representatives of COC of Civil Accounts for discussion. 

After telephonic discussions with AIAPAO and AICAEA Cat II, Com. V. Bhattacharjee, Secretary General, Com. Ravinder Kumar, Working President, NFCAA and Com. Subhash Chandra Bamrara, working President, AICAEA, Delhi Branch attended the discussion held with the official side of CGA office headed by Jt.CGA (Gr.B).

After discussing two major demands of COC, official side has offered following assurances-

1. Processing of the demand of Cadre Review is progressing. But, due to filing of some  RTI applications with some fake address against reservation policies of Government etc., and raising quaries/objections on the issues of  granting Group A status to Sr. AO and  promotion of Sr.Acctt as AAO etc. authorities are facing  constraints as these  matters are creating interruptions in the processing the Cadre Review proposals. Moreover, non-furnishing of information by some of the CCA offices is also one of cause of delay.  However, the Cadre Review proposal shall be finalized within February 2019 for recommending to Government.

2. On the issue of not meeting the Associations by CGA, official side, after listening  the grievances of staff side, informed that, since this meeting with the COC representatives  was arranged at the instance of CGA  himself, he shall be conveyed this grievance of  staff side immediately. 

Apart from the above discussions, the staff side also raised the issues of granting basic functioning facilities to the Associations in terms of the provisions under JCM scheme, settlement of issues connected with recognition to Associations and negotiation facilities with the Associations etc.

After the discussion for about an hour, official side requested staff side to discontinue the ongoing agitation and assured that the demands of the COC in addition to Cadre Review shall be addressed at the earliest. Further, the minutes of the meeting with the AICAEA held on 16th August 2018 which couldn't be issued due to ailment of Addl. CGA and her untimely demise will now be finalized and    shall be issued at the earliest. 

After conclusion of the discussion, three Associations of COC discussed the outcome of the meeting and decided to suspend the agitation for the time being.

Therefore, our objective has been achieved and we are in the correct path. Our unity and struggle would soon lead us to our goal.

WE CONGRATULATE THE MEMBERS WHO WITH THEIR SUPPORT HAS ONCE AGAIN PUSHED THE C.O.C. ONE MORE STEP FORWARD TOWARDS THE HEIGHT OF EXPECTATIONS OF THE OFFICERS AND EMPLOYEES.

NEXT STEP TO BE TAKEN/ LEAP FORWARD
It is very clear from the outcome of the discussion that, interruptions to the processing of Cadre Review of Group B & C cadres are due to a section of the officers who are opposing it on the one pretext or other as the Cadre Review of Group B & C cadres and Group B in particular shall harm their interest.  They are using the Associations which they have created for their own vested interests and utilizing support of the employees who are of weak mental stability to disturb the processing of Cadre Review of Group B & C cadres.

Therefore, we shall have to fight unitedly and continuously till the issues of Cadre Review and other common demands are achieved.  It should be understood very clearly that, no employees or Officers Association of Civil Accounts organization can achieve Cadre Review in isolation. It is the fight of the Co-ordination Committee of Civil Accounts Employees and Officers Associations which is capable to achieve the demand of Cadre review and compel the CGA authorities to resolve our common demands. Those who are not aligning with the movements of Co-ordination Committee, they either do not want cadre review or do not know the meaning of unity and struggle. However, they are insignificant to the united movement of COC.

The COC is observing the developments of the situation very closely and it will decide its next action soon which will include legal course of action also.

Strong support, co-operation and unity of the members of Associations functioning under the Co-ordination Committee of Civil Accounts Employees & Officers Association are the need of the hour and we are confident that it shall be there as always.

6TH CADRE REVIEW PROPOSAL FOR GROUP-A INTITATED AND 1ST CADRE REVIEW OF GROUP B & C STALLED
NO DEMANDS SETTLED AND FACILITIES EXTENDED BY EARLIER C.G.AS STALLED BY PRESENT C.G.A. FOR LAST TWENTY MONTHS

REVIVE ORGANISATIONAL ACTIONS AGAINST TOTAL BETRYAL AND ADAMENT ATTITUDE OF PRESENT C.G.A.

1.       22ND TO 24TH JANURY 2019:        BLACK BADGE WEARING
2.                                                                                                                     24TH JANUARY 2019 :           STATION/STATE/BRANCH WISE DHARNA ON AND MASSIVE   LUNCH HOUR DEMONSTRATION
Office of the CGA vide OM. No.A-11016(1)/Gr. A/ CGA/ Cdr. Rev.VI/2016/4541-45 dated 18.01.2019 has undertaken the processing of 6th Cadre Review of ICAS (Group A). Initiation of process of 6th Cadre Review of Gr.A (ICAS) officers setting aside 1st Cadre Review of Gr. B & C officers is nothing but adamant and anti-employee attitude of present CGA. 
Moreover, despite repeated requests by the Co-ordination Committee and its affiliates, majority of which are recognized Associations, present CGA did not meet any of those Associations formally even for one occasion in last twenty months of his tenure. This is violation of the JCM norm and it has never happened in the forty two years long history of Civil Accounts Organization as no earlier CGAs was so disrespectful towards the Government Rules.
None of the problems concerning with the officers and employees which were arisen during the last twenty months period were settled by this CGA. Instead the facilities that were extended to the Civil Accounts employees and officers and their associations in terms of the Government of India rules by the earlier Controller Generals have also been halted by this present CGA.
DECISIONS
Our demands are – 1st Cadre Review of Gr.B & C should be done immediately as per DOPT norm and all pending demands should be settled through mutual dialogue.
We have decided to protest vigorously & immediately in a befitting manner. 
1.     COC OF CIVIL ACCOUNTS EMPLOYEES AND OFFICERS ASSOCIATIONS SHALL ISSUE A PROTEST LETTER TO CGA WITH COPIES TO GOVT. OF INDIA. 
Copy of the COC letter No.COC/CA/2019/Corr- 1 dated: 21.01.2019 is attached to this Circular.

2.     CONTINUOUS WEARING OF BLACK BADGES FROM 22/01/2019 TO 24/01/2019 CONTAINING  OUR DEMANDS, 
Following Black Badge may be prepared and distributed to all members of Affiliates of Co-ordination Committee. They are to be explained the reason for wearing the Badges.

WE DEMAND

·      IMMEDIATE CADRE REVIEW OF GROUP B&C CADRES.
·      DISCUSSION AND SETTLEMENT OF ALL PENDING DEMANDS BY C.G.A.

3.     BRANCH WISE DAY LONG DHARNA AT CENTRAL AND PROMINENT PLACE ON 24/01/2019
Dharna should be organized in a centralized place at all stations under the banner of “co-ordination Committee of Civil Accounts Employees and Officers Associations” from 10.30 am to 4.pm. The Banner must be displayed at the Dharna spot with the indication of the name of station. All state and National level committee members of Affiliates (including Women’s Committee members in case of AICAEA and AICAEA Cat II) shall sit for Dharna.

4.      LUNCH HOUR DEMONSTRATION OF ALL MEMBERS AT DHARNA SPOT AND ADOPTION OF RESOLUTION
All members are to reach to the Dharna spot by wearing Black Badges on 24th January 19 during lunch hour for demonstration. A Resolution is to be adopted and forwarded to all concerned from the lunch hour meeting. (Draft of the Resolution shall be sent separately)

5.     Even if Authority does not respond positively, then Mass Dharna in front of CGA office and initiation of legal action thereafter.

Subject: - First Cadre Review and other long pending grievances of officers and employees of Civil Accounts organization – request for settlement reg.

Sir,
               It is more than two and a half years, the All India Civil Accounts Employees Association, the All India Civil Accounts Employees Association Category- II and the All India Association of Pay and Accounts Officers (Civil) which are the constituents of this Co-ordination Committee and representing the entirety of the Group- B and C Officers and employees of Civil Accounts organization, have been requesting you to kindly undertake the  1st Cadre Review of the Group B and C cadres as the Cadre review of ICAS cadres  has been done by the Civil Accounts authorities for five time within a spell of 42years of existence of the Civil Accounts organization in spite of the standing instructions of the DOPT to undertake cadre review of Group A cadres  after ensuring that the cadre review of Group B, C and D Cadres are completed.
               However, due to sustained agitations by the Co-ordination Committee including industrial actions during the year 2017, an Internal Cadre Review Committee was appointed by your office on 16th January 2018 directing it to submit its proposals within a period of three months. But this committee miserably failed to maintain the time schedule and has not finalized any proposal so far. Moreover, in spite of the DOPT instructions that while formulating the Cadre Review proposals, all Service Associations should be consulted whether recognized or unrecognized, this committee did not observe this instruction too. Despite these situations, the constituents of this Co-ordination Committee extended their full co-operation to the Internal Cadre Review Committee so that it could finalize the Cadre Review proposals at the earliest. After holding a discussion on 5th November, 2018, the representatives of the All India Civil Accounts Employees Association were offered an assurance that the final proposals for Cadre Review of Group B and C cadres shall be forwarded with the recommendations of the Controller General of Accounts to the Government of India latest by 15th December, 2018 and while doing so the constituents of the Co-ordination Committee shall be taken into confidence.
               But this Co-ordination Committee is astonished find that, even after lapse of two and a half months, the Internal Cadre Review Committee has not finalized the Cadre review proposal of Group B and C cadres as per its commitment  on 5th November 2018 and on the contrary,  your office vide OM. No.A-11016(1)/Gr. A/ CGA/ Cdr. Rev.VI/2016/4541-45 dated 18.01.2019 has initiated the processing of 6th Cadre Review of ICAS (Group A) which is extremely disappointing and against the DOPT norms.
               This Co-ordination Committee also likes to bring it on record that, despite repeated requests by the Co-ordination Committee and its constituents majority of which are recognized Associations, you have not met any of those Associations formally even for one occasion in last twenty months of your tenure.  This is a violation of the JCM norm and it has never happened in the forty two years long history of Civil Accounts Organization. Moreover, none of the problems concerning with the officers and employees which had arisen during the last twenty months and brought to your kind information by the Associations was settled by you and the facilities that were extended to the employees and officers or their Associations in terms of the Government of India rules by the earlier Controller Generals have also been got halted in last twenty months.
               We are therefore, constrained to inform you that, since the totality of our membership have become restive due to the above narrated situations, they shall exhibit  their resentment by wearing black Badges from 22nd January 2019 and all our Branch Co-ordination Committees shall hold  Dharnas at all centers of the country on 24th January 2019 on the demands of immediate Cadre Review of the Group B and C cadres, restoration all facilities that were made available to the officers and employees by the earlier CGAs  in terms of the instructions of  DOPT and Ministry of Finance and settlement of all pending demands through bilateral discussion.
