Subject: - Official meeting with the National Executives / representatives of All India Civil Accounts Employees Association – request regarding.
Madam,
          I have been directed to refer our letter No:- AICAEA/HQ/A-3/CBEC/2019/459-460 dated 06.08.2019 on the above mentioned subject and state that, it is more than three weeks this Association has submitted the “Agenda Items” requesting you to kindly convene a meeting with the representatives of the Association for settlement of various long pending issues concerning with the employees of different Pay and Accounts Office of CBIC located in different parts of the country.
          It is therefore, once again requested that the meeting may kindly be convened at an early date.
          This Association has received several complaints about non-deduction of membership subscription at the prescribed rate as per the orders of Controller General of Accounts and non-remittance of money to the Bank Account of Association under intimation to Association headquarters and also unilateral discontinuation of the deduction of membership subscription in violation of the CCS (RSA) Rules, 1993 and related orders of Government/CGA by the DDOs. In view of this, the Association proposes to discuss this matter in the proposed meeting and the item may kindly be added as an additional item of agenda for the meeting.
          As the items referred by the Association are also relating to different stations of the country, it will be appreciable if you kindly agree and allow a few representatives of the Association from major stations of the country to attend the meeting.

The issue of absorption of deputationists was discussed by CGA authorities with the AICAEA representatives on 25th July 2019.
 
The contents of the OM dated 14th August 19 issued by  CGA office was discussed in the meeting of COC of Civil Accounts Employees and Officers Associations held on 17th August 19.
 
The meeting has agreed to the contents of the OM dated 14th August 19.
 
The meeting welcomed the persons working on deputation basis and desires to be absorbed.
 

The meeting decided to extend all co- operation to the persons want to be absorbed and expressed hope that they shall also co-operate with the Associations.

Subject:- Request for scrapping the proposal of transfer of posts from ZAO, CBDT, Chennai to ZAO, CBDT, Bangalore.

Sir,
We would like to invite your kind attention to the self-explanatory letter dated 19-08-2019 addressed to your good self by our Branch Co-ordination Committee of Tamilnadu and Puducherry on the above mentioned subject (copy enclosed). The contents of the letter being most justified, logical, scientific and pleads for the interest of the department above the interest of any individual, which is very prominently emerging from the steps taken by the authorities of Principal CCA, CBDT, we fully endorse the contents of the letter.
            In addition to the contents of the letter of the Branch Co-ordination Committee of Tamilnadu and Puducherry, we would also like to state that, since the largest number of offices of Civil Accounts organization after the state of Delhi are located in the state of Tamilnadu and the city of Chennai has always been considered as the gateway for south India, there is no justification that the establishments of Civil Accounts should be minimized or reduced in Chennai.
            We therefore, request you to kindly take the following decisions keeping in view the location and importance of Chennai -
1.     Scrap the proposal/decision to transfer the posts of AO/Sr. AO, AAO and Acctt/ Sr. Accountant from ZAO, CBDT, and Chennai to ZAO, CBDT, Bangalore which is  not only against the interest of the members but totally against the interest of the Civil Accounts Organisation as a whole. 
2.     Transfer the post of Dy. Controller of Accounts from ZAO, CBDT, Bangalore to ZAO, CBDT, Chennai as it would serve the purpose of the requirements of the department to the largest dimension and also shall be very purposeful from the administrative point of view.  
3.     Out of sanctioned strength of 65(Sixty five) posts of different cadres 29(twenty nine) posts being vacant in ZAO, CBDT, Chennai and out of sanctioned strength of 25(twenty five) posts of different cadres in ZAO, CBDT, Bangalore 7(Seven) being vacant, the Pr. CCA, CBDT may kindly be requested to take necessary action to fill-up the vacant posts in both the offices on priority basis.

Subject: - Forwarding of applications of AAOs for deputation post-regarding

Sir,
            I have been directed to refer your office OM No.A-35018/1/2015/MF.CGA Gr.B/Deputation Policy /211 dated 23rd August, 2019 on the above mentioned subject and state that this Association is astonished to find that the policy of restricting AAOs from applying for deputation posts which was imposed from October 2015 has been decided to continue indefinitely without considering the fact of scant career prospects available to the Assistant Accounts officers of Civil Accounts organization.
              The policy of restricting the   opportunity to the Assistant Accounts Officers to apply for deputation posts is discrimination towards the Assistant Accounts Officers and a major impediment for their career prospects.  While in the Civil Accounts organization persons are allowed to come on deputation basis and being absorbed routinely in phases, disallowing a cadre to apply for mere deputation is not at all justified.
              It is therefore requested to reconsider the said policy and give equal opportunity to AAOs working in Civil Accounts Organization to apply for deputation posts.

Dear Comrades,
After the meeting of the Co-ordination Committee of Civil Accounts Employees and Officers Associations held on 17th August 2019 in Delhi, a brief meeting of the available Federal Executive Members was also held.
This meeting endorsed the decisions taken by the Co-ordination Committee of Civil Accounts Employees and Officers Associations. Thereafter, the meeting reviewed the Organizational situation and took the following decisions:-
FELICITATION TO THE M.T.S. QUALIFIED THE DEPARTMENTAL EXAMINATION FOR L.D.C.
It was reported that nearly a hundred MTS have passed the departmental qualifying examination for the post of LDC. The meeting congratulated all the successful candidates. The Branches of All India Civil Accounts Employees Association are to organize felicitation function in their respective stations on 27th August, 2019 where all the candidates passed the examination shall be greeted and offered a citation draft of which shall be provided by the CHQ of AICAEA .
IMPROVEMENTS IN ORGANIZATIONAL ACTIVITIES
Branch Conference and Branch level Women Convention
 In order to strengthen the organization and ensure the promotion of its democratic functions, all Branches of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II which are yet to hold their Branches conferences  and  Branch level Women convention shall complete those before 30th September, 2019.
Formalization of Branch Committee
The Branches should also to formalize their committees by circulating the team of committee members elected to the Controller General of Accounts, concerned CCAs, Head of offices, Central headquarters, unit Secretaries and the elected Office bearers/Committee members etc. Since many Branches are not following this procedure of formalizing the committee elected and it is often creating various problems of different nature, branches of both AICAEA and AICAEA CATII should strictly follow this procedure.
Unit Conference
Before Branch Conferences, the units are to complete their Conferences. In the Unit Committees one third Committee members should be women.
Formalization of Unit Committee
In most of the cases, after holding the conferences, the Units of AICAEA are not formalizing the newly elected committees by sending lists of elected members to Central Headquarters through respective Branches and getting the nomination letters from the Central Headquarters of the Associations as a result of which the administrations are creating unwanted objections in process of functioning of units. Therefore, all reports of Unit Conferences should be forwarded by the Branches to CHQ of All India Civil Accounts Employees Association at the earliest for further necessary action of CHQ. 
Enhancement of membership
 Many employees despite being eager to have the membership of AICAEA and AICAEA CAT II are facing difficulties to contact Unit/ and Branch leadership.  In pursuance of the call of reach to the unreached, all Branches and units are therefore to contact the employees at their respective jurisdictions and enroll the employees as members.
Actions against non-remitting the membership subscriptions by the DDOs
A section of the DDOs are discontinuing deduction and remittance of membership subscription at their whims and fancies or not initiating the deduction of subscription at all despite submission of membership forms by the employees or their Units or Branches duly filled by the employees. In some cases it has been noted that, DDOS are doing so due to lack of knowledge. But in a large number of cases, the DDOs are doing it intentionally and by using their official position perusing the employees, discouraging them, giving false information and even threatening and harassing the employees in different forms so that the membership subscriptions are discontinued by the members.  Moreover, as per the orders of CGA, none of DDOs are indicating the deduction details towards the Association in the LPCs of the members transferred from the payment jurisdiction of the existing DDO to another DDO.
 Above discussed activities on the part of the DDOs being gross violation of CCS, (RSA) Rules and abuse of official position, they are liable to be dealt in terms of CCS (conduct) Rules.  Since the reports of majority of such cases are now available with the Central Headquarters of AICAEA and AICAEACAT- II, the matter was taken up with the office of the Controller General of Accounts which has asked to furnish the list of the DDOs  so that appropriate action could be taken against  the  DDOs concerned .
Branches and units are to ensure that, all DDOs are deducting and remitting the membership subscriptions along with the details of the deductions like, list of members and mode of remittance to Bank Account of the Associations etc. In case any DDO is not complying with the instructions of the Govt. or CGA or refusing to obey the instructions even verbally may inform to Central headquarters of the Association concerned so that those could be taken up with the appropriate authorities and the CGA.
THE DEFENCE EMPLOYEES OF THE COUNTRY HAVE RESORTED TO ONE MONTH LONG STRIKE FROM 20TH OF AUGUST 2019 IN PROTEST AGAINST PRIVATISATION/CORPORATION OF DEFENCE ORGANISATION.
CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES & WORKERS HAVE ALREADY DIRECTED ITS AFFILIATES AND COCs TO STAND BESIDE THE STRUGGLING DEFENCE EMPLOYEES BY ORGANISING VARIOUS SUPPORTIVE ACTIONS
N.F.C.A.A. ENDORSES THE CALL AND URGES UPON EACH AND EVERY CIVIL ACCOUNTS EMPLOYEE TO ENSURE THEIR PARTICIPATION IN ALL SUPPORTIVE PROGRAMMES THAT ARE GOING TO BE ORGANISED BY THE LOCAL CO-ORDINATION COMMITTEES OF C.G. EMPLOYEES & WORKERS.
