High lights of the discussion held with Addl. CGA on 16/06/2011

Com. V. Bhattacharjee, Secretary General, Com. (Mrs.) Kalpana Dutta, Convener, National Women Committee and Com. S.C. Bamrara, Asstt. Secretary General, (AICAEA) met Addl. CGA on 16.06.2011. Outcome of the informal discussion held with Addl. CGA on different issues is as under:-

1. AAO © Special Exam in July 2011.

Association demanded that, all candidates who have appeared the AAO© examination once atleast should be given chance to appear the special examination. Addl. CGA informed that time being too short, it would not be feasible. However, this proposal would be considered in future.

2. Filling up of all vacant posts.

Process of allocation of 524 candidates sponsored by SSC to different departmental heads is under progress.

3. Formal meeting with Associations on charter of demands.

Staff side may submit the agenda items.

4. End of discrimination in granting MACP to P.S.

Matter is in process.

5. Discrimination in posting of new AAOs.

Staff Side pointed out that the discriminations done in specific cases are needed to be reviewed. Addl. CGA agreed to look in to the matter.

6. Revision of qualification Pay of Accountants.

Status of the issue shall be ascertained and necessary action to revise the rate shall be taken.

7. Honorarium for checking of Pay fixation and revision of Pension Cases after implementation 6CPC recommendations.

Demand shall be reviewed.

CHARTER OF DEMAND ADOPTED IN 12TH ALL INDIA CONFERENCE HELD IN MUMBAI FROM 1ST TO 3RD JUNE 2011

1.      Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off loading of works of Civil Accounts.

2.      Vacation of vindictive actions against employees including association functionaries and officers of the organization and taking appropriate action against officers' responsible for victimization and vindictive action.

3.      Settlement of VI CPC related issues:

Upgradation of LDCs by redesignating them as Accounts Assistants and grant of following pay scales and grade pay to different cadres-

a)                  Accounts Assistant-PB 1 with grade pay of Rs. 2400

b)                 Accountant/DEO – PB 2 with GP of Rs. 4200

c)                  Senior Accountant/Steno Gr. 1 – PB 2 with GP of Rs. 4600

d)                 Senior Accountant with II ACP – PB 2  with GP of Rs. 4800

e)                AAO/PS -PB 2 with GP of Rs. 4800 – 3 with GP of Rs. 5400 on completion of 4 years.

4.      Grant of I & II Financial Upgradation under original ACP Scheme and benefit of III financial Upgradation under new MACP Scheme.

5.      Grant of recognition to AICAEA CAT-II and implementation of check-off system as per Government instructions.

6.      Augmentation of additional staff and creation of justified posts immediately.

7.      Formation of Department of Accounts under CGA.

8.      Conversion of DEO as Accountant.

9.      Grant Pay Scale of Rs. 1350-2200 from 01.01.86 to DEOs as per the Cat Judgment – Pr. Cat, New Delhi.  

10.  Promotion of all left out non-matriculate Group D qualified departmental examination before October/2003 and restoration of 5% promotional quota to the post of LDC.

11.  Increase in promotional quota for Senior Accountant as AAO to 30% of posts of AAO and removal of condition of 53 years of age for promotion.

12.  Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing departmental competitive examination conducted by SSC.

13.  Scrapping of type test for Group-D promoted as LDCs.

14.  Settlement of all compassionate appointment cases.

15.  Central Pay Bill Office (CPBO) opened up at Shillong under MHA should be manned by Civil Accounts Employees.

16.  No interference of Prasar Bharati in the functioning of Civil Accounts Offices, i.e. AIR/DD functioning under CCA, I & B.

17.  Grant immediate promotion to all Group D and LDCs as a onetime measure and no displacement of stations on their promotions.

18.  Grant of 4 increments on passing DCT between the periods 01.01.73 to 31.05.81 and for others, for passing DCT, 3 increments.

19.  Provision of adequate amenities for finalization of Pre-2006 cases, without which, the deadline of 31.12.11 could not be met.

20.  Provision for imparting training to candidates appearing for DCT.

21.  Merger of Divisional Accounting System with Civil Accounts Organization.

22.  Creation of additional posts and strengthening of Internal Audit of Government Departments and Organizations, aided financially, by the Government.

23.  The Promotional orders issued by the CGA should contain all details of the promoted employees to maintain transparency.

24.  In all in the promotional orders, it may be ensured that SC/ST quota is being fulfilled correctly.

25.  The functioning of CPAO should be decentralized and regional centers may be established.

26.  Provision of amenities to the central office of AICAEA.

27.  Separate toilet facilities and rest room facilities for women employees in all offices.

28.  Issuing of Gradation Lists of all cadres immediately.

29.  Supply of Copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/circulars in the website of CGA.

RESOLUTION

Adopted in All India Conference of AICAEA and AICAEA Cat-II
 held in Mumbai from 1st to 3rd June 2011

 

The All India Conference of AICAEA and AICAEA Cat-II being held at Mumbai on 03.06.2011, the concluding day of 3 day conference express its deep anguish  and concern over the brutal and inhuman attack on  Civil Accounts Employees of West Bengal  by a section of workers owing allegiance to a political party on 3rd June 11 at Kolkata. General Secretary of C.G.C.C. West Bengal State to which the West Bengal Branch of AICAEA and AICAEA Cat II are affiliated, himself a Civil Accounts employee is one among the injured. Several other Civil Accounts employees who are working in different PAOs located at Nizam Palace, Kolkata have suffered serious injury. General Secretary, COC and other Civil Accounts employees were attending a lunch recess meeting organized by COC, Kolkota. This conference condemns the brutal attack and urges upon the Central Government to ensure normal Trade Union activities to the Unions and Associations of West Bengal.

RESOLUTION

Adopted in All India Conference of AICAEA
 held in Mumbai from 1st to 3rd June 2011

The 12th All India Conference of the All India Civil Accounts Employees Association held at Mumbai from 01.06.2011 to 03.06.2011 unanimously resolved to resent the decision of the Civil Accounts authorities to conduct the re-examination for those candidates who cleared all but one paper in the AAO (Civil) Examinations held in October 2010. It is resolved to convey the feelings of the Association that restrictive conduct of the examination would deny the opportunity of qualifying the examination to the other candidates who has to clear more than one paper. It is, therefore resolved to demand that the exam be kept open for all those candidates who failed to qualify more than one paper in the 2010 examinations.

            It is further resolved to draw the attention of the Civil Accounts Authorities to the promise made by the CGA in 11th All India Conference at Delhi in 2009 that at least 10% of the posts of AAOs would be filled on the seniority basis. It is the observation that this promise is yet to be fulfilled.

            The Conference, therefore resolves further to fill up the vacancies available under the 10% quota and undo the injustice done to the senior most employees of the Civil Accounts Organization.

            It is further resolved and urge upon the authorities to raise the quota for promotion from 10% to 20% to fill up the large number of anticipated vacancies in the cadre of AAOs so that the morale of the employees is boosted and the functioning of the organization in improved.

DISCIPLINARY PROCEEDINGS

AGAINST SECRETARY GENERAL DROPPED

 

            In pursuance of the ongoing negotiation, the CCA, CBEC had called Secretary General on 24th May 2011 and informed him that, the authorities have decided to withdraw the chargesheet issued to Secretary General for addressing a trade union meeting on 1st February 2011 at the lawn of AGCR Building, New Delhi in connection with the workers March to Parliament on 23rd February 2011. Secretary General had conveyed thanks to CCA for the same. Subsequently, when Secretary General met the Pr. CCA, CBEC on the same day to offer him invitation for attending 12th/4th AICs of AICAEA & AICAEA Cat-II, he had also informed Secretary General that the authorities have decided to drop the disciplinary action against Secretary General.

 

On 7th June 2011, Secretary General was formally informed through an order dated 27th May 2011 that the charge sheet issued to him was quashed and set aside by the authorities.

 

            The National Federation of Civil Accounts Associations therefore, conveys its sincere thanks to the Pr. CCA, and the CCA, CBEC for the positive gesture they have shown towards Employees and their organizations. .

 

The National Federation congratulates the rank and file membership who stood solidly behind the organization and contributed to the fight against vindictive action initiated against the Secretary General.


CREATION OF 32 NEW ZAOS

            The Pr. CCA, CBDT had invited Secretary General 7th June 2011 and informed that 32 New ZAOs have been created in different parts of the country(furnished in Annexure) and 406 new posts have been created for this purpose. Those are –

1.      94 Posts of AOs

2.      98 Posts of AAOs

3.      206 Posts of Acctt/Sr. Accountants

(8 Posts not clear)

Following types of ZAOs shall be there-

1.      Small ZAOs with one AO, two AAOs and 4 Acctt/Sr. Acctt.

2.      Medium ZAOs with 25 plus employees.

3.      E ZAOs with one AO and at least one AAO.

 

Further, vacancies in FPUs  shall be filled up(furnished in Annexure) and at least one AAO and two Accountant /Sr. Accountants shall be posted in each of FPU.

            Pr. CCA, CBDT has proposed that he desires to make all offices functional within 31st October 2011 and the Association may extend its co-operation in wider interest. He requested Secretary General to discuss the Branches and provide two volunteers for the proposed new ZAOs who would be deputed for six month from nearest ZAOs for opening up the new offices. These volunteers would be able to visit their original station of posting twice a month in the form of official visit. Persons retiring within 2 years would not be disturbed. On completion of six month by the first batch second batch shall be sent for another six months and it is expected that, within this time the SSC shall provide sufficient persons against the vacancies and the persons deputed shall be repatriated to their parent office. Pr. CCA has further requested Secretary General to submit the list volunteers within 29th June 2011.

            The outcome of discussion held was reviewed by the available federal executive members on 9th June 2011. It has expressed by the said meeting that, we should respond to the authority positively and all Branches and Units are to send the list of Volunteers within 25th June 2011 of along with their suggestions. Such suggestion(s) would be examined by the leaders available in the Federation Headquarters and the authorities shall be discussed while providing the list of volunteers.

            Branches and units are therefore requested to send required informations to headquarters within the prescribed date.
