The Apex JAC met on 19th June 2009 at New Delhi. The constituent organisations that attended the meeting and the names of the representative(s) is as follows.

1.       All India Audit & Accounts Association – M.S. Raja, SG (& Chairman, JAC) & A.S. Rawat, Asstt. S. G

2.       All India Civil Accounts Association – V. Bhattacharjee, SG (& Convener, JAC), M. B. Singh, ASG & Kalpana Dutta, Convener, Women Committee.

3.       All India Postal Accounts Association – P. Rajanayagam, GS, Santhoshkumar, Addl GS & J.Balakrishan.

4.       All India Railway Accounts Staff Association – Com N Sreenivasan, GS & Partha Bhattacharjee.

5.       All India Association of PAOs (Civil) – Samir Banerjee, Addl SG

Detailed discussion over the functioning of JAC, the Charter of Demands and the future course of action revealed the shortcomings and weaknesses in the JAC.

All India Civil Accounts Association presented that their National Executive Committee has proposed for de-layering of Accountants/Auditors cadre with both 20% as well as 80% segments placed in PB2 with Grade Pay 4200. The contention behind this is that this may help in availing better Grade Pays under MACPS.

It was then decided that this issue be discussed and decided by each constituent organisation in their decision making bodies and then only JAC can decide over it. Each Constituent organisation is, therefore, requested to place this for discussion in their respective decision making bodies.

The meeting concluded that the main hurdle in the effective implementation of programmes given by Apex JAC is that there hardly exist any JAC at local level, except few stations. It was, hence, decided that this weakness has to be addressed first.

The meeting of Apex JAC deliberating the issue in detail decided to convene a Joint meeting of the National Executives of all Constituent Organization in the third week of July 2009 in New Delhi to address the issue of proper functioning of local JACs.  The date of the joint meeting will be 21st July

The meeting shall be from 10 am to 5 pm. Venue of the meeting shall be Gandhi Peace Foundation Hall, Deen Dayal Upadhyay Marg(Rouse Avenue), New Delhi.

This Joint meeting of National Executives of all

Constituent Organizations will, apart from discussing the formation and proper functioning of local JAC, will discuss and decide on the charter of demands and future course of action(s).

All the Constituent Organizations are therefore called upon to ensure presence of  their National Executive Committee in the meeting slated to be held at New Delhi on 21st July 2009.

JAO/AAO Merged

JAO/AAO has been re-designated as Asstt. Accounts officer and accorded the status of Group-B Gazetted. Orders issued in this respect are furnished in this issue.

Promotion of Sr. Accountants

6 more Sr. Accountants are going to be promoted as AAO against 10% of the vacancies of AAOs. With this the total tally of promotion will be 34. Authorities have indicated that more promotions would be granted as soon as vacancies shall arise.

Absorption of Deputationists

Absorption of persons on deputation with composite service of 9 years as LDC and UDC shall now be considered for absorption. Persons from autonomous Bodies working on deputation basis shall also be able to seek absorption. Recruitment Rules have been amended and published.

Conversion of D.E.O. As Accountant

Authorities informed recently in an informal discussion that renewed approach for conversion of DEO as Accountant has been takenup. CGA has issued a fresh note to the Ministry of Finance.

MACPS

Orders for implementation of MACPS has issued by CGA. However it has been reported

that different authorities are taking different approach in respect this scheme. The order issued by CGA is furnished in this issue of Accounts Crusader for the understanding of the members. However, problems and confusions, if any, may be referred to Federation HQrs.

Repatriation from SPMCIL

Civil Accounts Employees working in PAOs of Mint and SPP and not opted to be absorbed in the SPMCIL have been repatriated vide Ministry of Finance, Department of Economic Affair, order No.10/1/2009-SPMC dated 29th May 2009.  PAO wise situation is as under-

Subject:- Meeting with the National Executive of All India Civil Accounts Employees Association.

 

Sir,

                        This Association vide its letter No. AICAEA/HQ/A-2/09/1743 dated 29-04-2009 had requested you to kindly convene an introductory meeting with the representatives of the Association so that the Association could submit a Memorandum on the long pending demands for their discussion subsequently in a meeting between the official side and the National Executive Members. But the Association has not received any response of the said letter so far.

 

                        However, as per the decision of the National Executive Meeting of this Association held on 11th and 12th June 2009, I am enclosing herewith the charter of priority demands with the request to you to kindly convene a meeting with the National Executives of the Association for discussion and settlement of the said demands at the earliest.

CHARTER OF DEMANDS

 

1.      Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off-loading of works of Civil Accounts.

2.        Vacation of vindictive actions against employees and officers of the organization and taking appropriate action against officers' responsible for victimization and vindictive action.

3.        Restoration of 594 posts kept in operational abeyance.

4.        Settlement of 6 CPC related issues-

      Upgradation of LDCs by re-designating them as Accounts Assistants and grant of following Pay scales and Grade Pay to different cadres-

a) Accounts Assistant                                       PB-1 with Grade Pay  Rs. 2400/-

b) Accountant/DEO Gr.A/Steno Grade– II     PB-2 with Grade Pay   Rs.  4200/-

c) Sr. Accountant/ Steno Grade- I                    PB-2 with Grade Pay  Rs. 4600/-

7.      Formation of Department of Accounts under Controller General of Accounts.

8.      Conversion of DEO as Accountant.

9.      Promotion of all left out non-matriculate Group-D qualified Departmental examination before 0ctober2003 and restoration of 5% promotional Quota to the post of LDC.

10.  Increase in promotional quota for Senior Accountant as AAO to 20% of posts of AAO and removal of condition of 53 years of age for promotion.

11.  Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing Departmental Competitive Examination conducted by SSC.

12.  Separate toilet facilities and Rest Room facilities for women employees in all offices.

13.  Issuing of Gradation lists of all cadres immediately.

14.  Provision of amenities to the Central Office of the Association.

15.  Supply of copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/ Circulars in the website of CGA.
