Dear Comrades/Friends,

     Please find enclosed the copy of Letter No. COC/CA/2019/Corr-2 eq53e 28-02-2019 addressed to the Controller General, Ministry of Finance, New Delhi for your information. The copy of COC circular No. COC/CA/2019/Cr 3 dated 14-02-2019 also enclosed for ready reference.

     The copy of hand bill also enclosed for your information and intensive campaign .
    
     It is evident that the authorities are not honoring the decisions arrived at in the various meeting had previously and the main issued of Cadre Review are being dilly dallying . It is to be remembered that due to sustained  organizational struggle the Cadre Review Committee was constituted. The previous cadre review occurred only for ICAS and all Group C & B sections are denied the justified cadre review. In these situation only we decided to strengthen the COC of civil accounts officers and employees associations and achieved in formation of Cadre Review Committee.

     It is very much relevant to defeat the  divisive forces crept in the civil accounts movement and trying to reverse the wider unity of PAOs SrAOs AOs, FOs achieved by historical merging of existing two associations and  formed the All India Associations of PAOs(Civil) and functioning very effectively in a democratic manner  as per the constitution of the  Associations. Our goal of achieving the 100 % membership shall be given more important in these circumstances of divide and rule policy adopted with the blessing of vested interest groups.

     With due consultation with  major branches it is decided to have participation of maximum PAOs SrAOs AOs FOs from all over India in the Two Days Program on 12th and 13th March 2019. The minimum quota allotted are as given below and effort shall be made to participate maximum . The stations/Branches  near to Delhi and  Delhi Branch may  try to participate maximum possible

Subject:- First Cadre Review and other long pending grievances of officers and employees of Civil Accounts organization – request for settlement reg.

Sir,
               We would like to draw your kind attention to our letter No.COC/CAQ/2019/Corr-1 dated 21st January 2019 and state that, while entirety of the members of  our Associations exhibited their resentment  by wearing Black Badges from 22nd January 2019 onwards and our  State Level Co-Ordination Committees had resorted to Day long Dharna on 24th January 2019 throughout the country, the Joint CGA (Gr. B)  had invited  the representatives of the apex level Co-ordination Committee on 24th January 2019 on your behalf and assured the delegation of the Co-ordination Committee  after a brief discussion that the proposal for the first Cadre Review of Group-B &C cadres shall be finalized and forwarded to the Department of Expenditure within the February 2019 after discussing with the  representatives of three Associations i.e. AICAEA, AICAEACAT II and AIAPAO(Civil). She had kindly given a patient hearing to other major grievances of the Co-ordination committee too and assured that, those shall be conveyed to you for your consideration and early settlement through mutual dialogue. The delegation of the Co-ordination Committee therefore, being very thankful to the Joint, CGA (Gr. B),  had assured her that, in appreciation of the positive gesture   shown by the authorities and the assurances given, the constituents of the Co-ordination Committee shall meet and respond positively. As per the assurance, the Co-ordination Committee had instantly suspended its agitational actions.
               When the apex level Co-ordination Committee met at Nagpur on 11th February 2019, it expressed hope that the apex level Civil Accounts authority shall stand by the assurances given to the apex level representatives of the three major employees and officers Associations of the Civil Accounts Organisations.   Further, the Apex level Co-ordination Committee was also informed by the Addl. Private Secretary to the Hon’ble Minister of State for Finance and Shipping, Government of India vide D.O. letter No.2832/Addl. PS to MOS F &S /2019 that  our letter No.COC/CAQ/2019/Corr-1 dated 21st January 2019  has been forwarded to you for your examination.
               But it is more than a month this Co-ordination Committee has not yet received any communication intimating the favorable action taken on any of the demands by your office.
            We therefore, request you to kindly take appropriate action for the settlement of the following demands of the Co-ordination Committee.
1.     IMMEDIATE IMPLEMENTATION OF 1ST CADRE REVIEW OF ALL GROUP B&C EMPLOYEES AND OFFICERS OF CIVIL ACCOUNTS ORGANIZATION.
2.     EXTENSION OF BASIC FUNCTIONING FACILITIES TO ALL RECOGNIZED SERVICE ASSOCIATIONS AS PER G.O.I. AND J.C.M. NORMS - PROVISION OF FURNISHED OFFICIAL ACCOMMODATION - STOPPAGE OF VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS AND  UNINTERRUPTED FOREIGN SERVICE FACILITY - CONTINUATION OF THE SEAT IN (NC) J.C.M.  TO A.I.C.A.E.A. IN PARTICULAR.
3.     GRANT OF RECOGNITION TO AICAEA CAT-II IMMEDIATELY AS IT IS THE SECOND MAJOR ASSOCIATION IN TERMS OF CCS (RSA) RULES 1993.
4.     GRANT OF GROUP A STATUS TO ALL Sr. ACCOUNTS OFFICERS
5.     GRANT OF LEVEL 7 OF THE PAY MATRIX TO SENIOR ACCOUNTANT.
6.     MERGER OF D.E.OS AS SENIOR ACCOUNTANTS.
7.     GRANT OF GP Rs.5400 IN PB. 2 – LEVEL 9 W.E.F.   1-1-2006  TO A.A.O. AS PER 7th CPC RECOMMENDATIONS
8.     GRANT OF PROMOTION TO ALL ELIGIBLE M.T.S. TO L.D.C. AS ONETIME MEASURE AND ENHENCEMENT OF PROMOTION QUOTA TO 33 AND 1/3 %.
9.     IMPLEMENTATION OF TRANSPARENT TRANSFER POLICY IN RESPECT OF GROUP B OFFICERS.
10.                       FILLING UP OF VACANCIES IN ALL CADRES.
11.                       GRANT OF PROMOTION AS A.A.O.TO ALL ELIGIBLE SENIOR ACCOUNTNATS UNDER 10%PROMOTION QUOTA.
12.                        GRANT OF 2ND AND 3RD MACP TO ACCOUNTNAT/SR. ACCOUNTNAT TO THE PRE-REVISED GRADE PAY OF 4800/- AND 5400/- RESPETIVELY AT PAR WITH ZAO, CBDT, MUMBAI.
13.                       TAKING MEASURE TO STOP THE CYBER FRAUDS AND PROTECT THE INNOCENT OFFICERS AND EMPLOYEES FROM BECOMING THE VICTIMS.
            The Co-ordination Committee has decided to meet in Delhi on 12th and 13th March, 2019 and review the overall situation. If it finds no progress on the Charter of Demands, then it shall have no other alternative but to initiate sustained organizational action by resorting to an instant sit-in in front of your office.
            The Co-ordination Committee is however, confident that, the situation would not reach to such a stage in case there is a personal intervention of your kind self.
