Brief Resume Of 14th All India Conference


14th All India Conference of All India Civil Accounts Employees Association was held in COM. S. K. VYAS NAGAR, World University Service Center, No.8, Mayor V. R. Ramanathan Salai, Chennai from 15th to 17th July 2015 along with the 6th All India Conference of the All India Civil Accounts Employees Association Category II and 6th National Convention of the National Women Committee of National Federation of Civil Accounts Associations. It is a unique feature that two major Associations of the Civil Accounts Organization conventionally hold their Conferences on the same dates in a common venue and it indicates that no power on the earth could segregate the unity of Civil Accounts Employees and the National Federation of Civil Accounts Associations so far.  According to the Credential Committee 86(Male 79, female 7) Delegates attended the Conference. But factually more than 125 Delegates from N.E., West Bengal, Andhra Pradesh, Tamilnadu and Pondicherry, Kerala, Mumbai, Nagpur, Karnataka, Delhi, Uttar Pradesh and Gujrat Branches participated in the Conference and not less than 70 Women delegates exclusively from Tamilnadu and Pondicherry Branch, Delhi Branch, Mumbai Branch, West Bengal Branch and Madurai Unit attended the Women Convention and the Conferences.



DELEGATE SESSION


Presidium;- A Presidium comprising Com. K. Venkatasubramanian, President, Com. Shantanu Bhattacharjee, Com. B. Sitaram, Com. Ajay K. Patole, Vice Presidents and Com. (Smt.) Laxmi Swaminathan, Chairperson National Women Committee presided over the Delegate Sessions.
For the smooth conduct of the sessions of the Conference, 2 sub-committees were formed with the approval of the house
Credential Sub-Committee:- Com. Smti. Bornali Dalui, West Bengal Branch, Com. Rupak Kr. Bhattacharjee, North East Branch.
Minutes Sub Committee: - Com. V. P. Radhakirshna, Kerala Branch, Com. Surajit Saha, West Bengal Branch and Com. U. B. Ganguly, Nagpur Branch.
On 15th July 2015, Com. V. Bhattacharjee, Secretary General placed the organizational report since 13th All India Conference before the house for discussion and approval. The Presidium had adjourned the house for the day with the direction that the delegates are to debate on the report on16th July 2015. Accordingly, after the resumption of the house on 16th July 2015, discussion on the organizational report had started.  Delhi, Gujrat, Kerala, Mumbai, Nagpur, Karnataka, Rajasthan, Tamilnadu and Pondicherry and Uttar Pradesh Branches approved the report in total.  North East Branch, West Bengal Branch and Andhra Pradesh and Telegana Branches proposed some amendments in the report. Com. Secretary General replied to suggestions put forward by delegates and clarified the quarries raised by them. Thereafter, the report was approved by the house unanimously.
Com. N.K.Sharma, Finance Secretary presented audited accounts report before the house for adoption. Com. Arijit Lahiri, Auditor read out his Audit certificate and requested the house to record the addition. Clarifications sought on certain technical matters were given by the Finance Secretary and Secretary General. Some of the Branches had expressed difficulty is running the Branch without Branch quota. Secretary General suggested that
Branch Quota and Foreign Service may be discussed in organizational matters. House approved the financial account for 2012-13 and 2013-14 and decided that Foreign Service of Secretary General and other related issues like Branch Quota will be discussed as a separate agenda.



WOMEN’S CONVENTION


The 6th Joint National Women’s’ Convention of AICAEA and AICAEA Cat-II  was held on 16th July 2015  from 2.30 to 4.30 PM under the banner of National Federation of Civil Accounts Associations(NFCAA).
The convention was presided over by a Presidium comprising Com. (Mrs.) Lakshmi Swaminathan, Chair-person, National Women’s Committee, NFCAA and Com. G. K. Nair, President, NFCAA. Women delegates from Kolkata, Delhi, Mumbai, Madurai, Hyderabad and Chennai attended the Convention. Almost totality of the Women employees from Chennai city attended the convention.
Com. V. Bhattacharjee, Secretary General, NFCAA gave a brief introductory speech on the background of formation of the National Women Committee and its present status and functioning. Apart from other things, he informed that, the Women Committee has come to existence in the year 2004 in the first convention held at Nagpur. Chairperson and Convener of the of Women’s Committee are the part of the National Executive Committee of the Association and authorities are also extending all facilities to them as National Executive members which is unique feature and such provision is available only in the Civil Accounts organization among the Central Government Employees organizations. He offered the assurance that the demands raised by the convention shall be the part of the Charter of Demands of the National Federation of Civil Accounts Associations.
Com. (Smt.) U. Vasuki, Vice-President, AIDWA inaugurated the 6th National Women’s’ Convention formally. She explained the problems being faced by the Women employees in work spot, society and family. She explained that the Women Employees shall be able to protect their rights unitedly when they would strengthen their organization and participate in the organizational activities very effectively.
Ms. N. Sumati, Joint Controller General of Accounts
attended the Convention as Chief Guest.  While offering her greetings, she congratulated the leaders and appreciated efforts of the organization in uniting and taking effort of protecting the women’s rights. She assured that full cooperation of the authorities shall always be there in resolving the problems of Women employees, if any.
Com (Smt.) R. Seethalaxmi, National Convener, Women Committee, Confederation of Central Government Employees and Workers addressed the convention as main speaker. She explained the activities of the National Women Committee of Confederation in details. She also appealed upon the employees to participate and make the strike on 2nd September a grand success. It was informed by her that, the Confederation is organizing a Workshop exclusively for women employees on 9th and 10th October 2015 at Hyderabad.  Women Delegates from Civil Accounts employees’ organizations should therefore, participate in the said workshop as per the allotted quota.
On behalf of the National Women Committee of NFCAA, Com. (Smt.) N. Durga, Joint Convener presented the biennial report. Women Delegates from the stations like Kolkata, Chennai and Delhi participated in the discussion. The report was thereafter declared adopted unanimously.
All the Guests and leaders came to the session and addressed the house were accorded warm welcome by the Reception Committee through offering of bouquet by various leaders of the organization.
The 6th National Convention of Women’s of “National Women Committee” of the NFCAA elected a eleven member National Women Committee representing Chennai, Madurai, Mumbai, Kolkata and Delhi.
After the elections of Committee Members, the 6th National Convention was declared over by Com. (Mrs.) L. Swaminathan, Chairperson.

REVIEW OF THE FUNCTIONING OF THE ORGANIZATION


The 14th All India Conference observed that some of the Branches and units are not functioning upto the height of expectations and these have not either conducted the conferences at all or did not adhere the time schedule given by the National executive meeting. Moreover, majority of the Units and Branches have not also submitted the Biennial report and audited accounts report to the higher forums. The Conference also noted that subscriptions are not properly coming from many units and some of the units are yet sending the subscription in old rates. In view of these situations, delegates from the Branches were directed to inform about the Branch and units conferences and women’s committee formations.  Branches were also asked to report about the position of membership and make review the functioning of the headquarters.
Accordingly, it was observed that the branches like Delhi, Gujrat, Kerala, North East, Nagpur, Tamilnadu and Pondicherry, Andhra Pradesh and Telangana, West Bengal, Mumbai held Conferences. Majority of these branches had reported that Unit Conferences and Women Conventions were held before Branch Conferences. These Branches had also reported that they are taking initiative of enrolling new members and pursing the DDOs through Units to deduct and remit the membership subscription and trying to implement the Programmes.  
Delhi Branch had however reported that only some units conducted the conference before Branch Conference. 
While reporting, Kerala Branch stated that Conference was held on 02.07.2015 and women’s committee was also constituted. The Branch conference was inaugurated by District Secretary, confederation, Kerala State.  President, NFCAA and Branch Secretary, AICAEA attended the conferences of all units and all Units remit subscription regularly.
Gujrat Branch had stated that the programmes were done properly by the Branch and subscriptions upto 3/15 have been sent.
Nagpur Branch brought it on record that out of 9 unit’s one unit is defunct and suggested for accepting e-payment system for remittance of subscription.                                                                                            
N.E. Branch placed that, all the unit conferences except 2 units were held. Branch Conference was conducted and subscription is being sent.  The Branch also suggested that subscription may be decided to be sent by e-payment.
Recently renamed Andhra Pradesh and Telangana Branch reported that 11 units are in Telangana state and 2 in Andhra Pradesh. Branch conference was held on 07.07.2015 and reports had been presented.  The ZAO, CBDT Unit which is the largest could be revived during the period under review.  Branch is totally satisfied with the functioning of headquarters. 
Tamilnadu & Pondicherry Branch made added reporting that Branch conference was attended by All India President and Secretary General. Women’s convention was convened. One of the LDCs transferred from one office to another (CPWD) office was not allowed to appear the examination. PAO, Agriculture unit, Chennai is having some problems may be resolved together with Cochin Agriculture Unit.
West Bengal Branch, numerically 2nd biggest Branch,   made added reporting that there are 33 units. Out of these, 32 units are functioning properly. 24 units completed the unit conferences. Branch conference was held on 10th and 11th June 2015. Secretary General attended the Branch Conference.  It was additionally reported by the Mumbai Branch that out of 13 units (?) 2 units have problems. 12 units are subscribing regularly. Branch conference was held. They also reported about the difficulties facing by the employees of Mumbai in connection with CGHS facilities
Representatives of Karnataka, Rajasthan and Uttar Pradesh East Branch had reported that Branch and Unit conferences were not held and remittance of subscription is not regular from all Units. Admitted that Branch and Unit conferences were not held and activities are very low and there is confusion in sending the subscription to the correct addressee proposed for e-payment.
The 14th All India Conference therefore, observed that the situation is not upto the expectations and very urgent steps would be required to improve the situation. Hence following decisions were taken by the 14th Conference:-
1. Branches not held their conference so far should conduct the same before 31st August 2015.
2. Women’s Committee should be constituted in every Branch and National Convener and Chairperson may be invited in the Women Convention.
3. All the Branches should send their biennial report and audited accounts report before 2nd September 2015.
4.  Study camp may be organized for new recruits and it may be hosted by A.P. & Telangana Branch.
5. In the study camp being organized by the Confederation in October, 2015 at Hyderabad, new generation women employees in addition to National Women Committee Members may be sent to this camp.





FOREIGN SERVICE OF SECRETARY GENERAL
AND ENHANCEMENT OF MEMBERSHIP SUBSCRIPTION


Com. S. Roy Choudhury, Joint Secretary General initiated the discussion on this item. He requested the house to consider whether Secretary General is to be continued in Foreign Service and if so subscription is to be enhanced. 
Addl. Secretary General Com. Ajit Huparikar supplemented that for the next one year it would be difficult to pay salary to the Secretary General without enhancing the subscription. If the subscription is not increased in this conference it will not be possible to increase the same for
the next 2 years.
Responding to the discussion, Delegates of different Branches expressed their opinions.  A.P. and Telangana expressed that Secretary General has to be continued in Foreign Service and decision of Federal Council meeting held at Cochin in September 2014 should be carried out. Taking part in the deliberation Mumbai, West Bengal, Tamilnadu & Pondicherry, Kerala North East, Nagpur, Rajasthan, Uttar Pradesh, Delhi, Gujrat and Karnataka Branches endorsed the opinion expressed by the A.P. and Telangana Branch and suggested for enhancement membership subscription ranging between Rs. 60 and Rs. 100. On the basis of these deliberations, it was decided that-
1.        Since constitution amendment can be done only in the All India Conference; it cannot be dependent on the date of submission of 7th CPC for enhancement of subscription.
2.       The proposals may be discussed in the national executive meeting and decision taken thereof may be conveyed to the house.
The National executive which met on 16th July after the Delegate Session offered its recommendations to the 14th All India Conference.  On the basis of the recommendations of the National Executive meeting the 14th All India Conference took following decisions unanimously-
1.       Secretary General will continue in Foreign Service.
2.       Revised rate monthly subscription per member per month shall Rs. 80/- with immediate effect.  The sharing of quota shall be Rs. 50/- for headquarter, Rs. 20/- for Branch and Rs. 10/- for unit.
3.       A decision regarding subscription through e-payment is
to be taken.
4.       The AICAEA Cat-II may be requested to contribute Rs. 10,000/- p.m. towards the salary of Secretary General, as he is the Secretary General of NFCAA also.
Further, on the basis of the suggestion given by A.P. and Telangana Branch and  Kerala Branch following decisions have been taken with regard to e payment:-
1.        Central Headquarters shall write a letter to CGA with the request to
a)       Direct the DDOs to intimate deduction particulars and the details of members to the Nodal authority i.e.   Principal A.O. of the Ministry/Department), All India Headquarters and Branches without fail.
b)       ask the NIC to improve the soft wire of e-payment system
2.       Branches shall request the DDOs both verbally and in writing to send the intimation on deduction particulars and the details of members to the Nodal authority (Principal A.O. of the Ministry/Department), All India Headquarters and Branch headquarters.
3.      Units shall monitor and ensure that the DDO sends the required informations to all concerned.


DEPARTMENTAL DEMANDS AND FURTHER COURSE OF ACTIONS


The agenda item was placed by Com. Ajit Huparikar, Addl. Secretary General. He described the apathetic attitude of the authorities towards our genuine demands and the need of agitational programmes including industrial actions to achieve these demands.  Views expressed by the Branches were as below-
West Bengal: - endorsed charter of demands.
Tamilnadu and Pondicherry: - Senior Accountants should be granted G.P. of 5400/-.
Mumbai:- e-payment should not be objected. MTS who passed 10th standard may be given promotion as one time measure.
Kerala:- need to pressurize CGA to achieve the demands. If they are not conceding agitational programmes   should be launched.
North East:- will support all agitational programmes chalked out by headquarters.
Nagpur:- we have to start the agitational programmes step by step like signature campaign, dharna etc.
Rajasthan;- Shall comply with the decisions of headquarters.
Uttar Pradesh:- shall implement the decisions of headquarters.
Gujrat; - will carry out all the programmes.
A.P. and Telangana: - MTS who passed the typing test
may be promoted as a onetime measure subscription may be remitted through e-payment.
These apart, Com. A. Lahiri of West Bengal Branch supplemented that cadre restructuring is essential before submissions of 7th CPC. Hence we may go far industrial action and educate the members for the same and go for a half day walk out to pressurize the authorities. He also stressed that regular departmental examination should be conducted. Gr. D Employees who passed the typing test before the implementation of new recruitment rules may be given promotion as are time measure.
Com. A. Balasubramaniam of Tamilnadu and Pondicherry Branch suggested that for MTS who have not passed 10th standard something should be done for their promotion. All DEOs should be converted to Accountants. All vacant posts should be filled up.
While summing up, Secretary General suggested that the charter of demand which was prepared during the CWC meeting at Cochin was submitted to the CGA and same was again submitted to the present CGA on 2nd June 2015. So we cannot change the charter of demands every now and then especially when it has been already submitted to CGA demanding dialogue.  Secretary General further stated that, we have to ultimately go for industrial actions and fix a date for the same. All members should be educated about industrial action by August 15, 2015 and they may be made prepared for the same by 15th September 2015.
Thereafter, it was finally decided by the house to refer the
item to the Joint Delegate Session of AICAEA and AICAEACATII for a common decision.


JOINT DELEGATE SESSION
The joint Delegate session of the Delegates of All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category II was held from 10am of 17thJuly 2015. The session was presided over jointly by Com. K.
Venkatasubramanian, President, AICAEA and Com. A. K. Mehta, President AICAEA Category II. The decisions of the independent Delegate sessions of two Associations had been reported by the Addl. Secretary Generals of two Associations. Thereafter the session took following decisions:-
DECISIONS


The Joint Delegate session discussed the following items of common agenda circulated by AICAEA and AICAEA CATII and took decisions on them:-
1.       National Federation of Civil Accounts Associations and building up of united movement of officers and employees of Civil Accounts organization.
Representatives of both AICAEA and AICAEA CAT II reported about the discussions held on agenda item in their respective Delegate sessions. It was observed that the authorities are reluctant to take up the demand of Cadre Review with the government and settle other major demands. On the issue of grant of Recognition to AICAEACAT II and NFCAA, the authorities are not ready to take any positive step. After detailed discussion the joint Delegate Session took following decisions
a)        Resolution demanding immediate settlement of the demand of Cadre Review and nineteen other very important demands handed over to the Controller General of Accounts on 2nd June 2015 in the form of a Memorandum were by a delegation of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II shall be adopted and forwarded to CGA. In addition, there shall be following organizational actions-
i)         18th August 2015: Black badge wearing,
holding unit wise lunch hour meeting/ demonstration and forwarding of Resolution to CGA.
ii)       10th September 2015: Joint Day Long Dharna shall be organized by the Branch level NFCAA in front of the office of Sr. most Officer of the station. All office bearers of the Branches of AICAEA and AICAEA Cat-II shall sit for day long dharna by taking leave.
iii)      14th October 2015: Half day walkout. Totality of the officers and employees shall stage half day walkout. 
b)      Resolution demanding immediate grant of Recognition to the All India Civil Accounts Employees Association Category II and the National Federation of Civil Accounts Associations immediately in terms of the relevant rules of the Government of India or re-categorize the employee’s organizations as was there prior to 2002 and allow the AAO and rest of the category of employees to be the members of same Association has been adopted and forwarded to the CGA.
c)       In order to strengthen the organization, Branch level NFCAA shall be formed on war footings. Joint steps to improve the membership of both Associations shall be taken. All action pro-grammes shall be implemented unitedly by two Associations unitedly under the banner of NFCAA.
d)      Membership subscription of both Associations was decided to enhance as Rs.80/-(Rupees eighty) only per member per month to mitigate the expenditure connected with organizational activities of various tiers and maintenance of Foreign Service of the Secretary General of NFCAA.
2.       “Joint Action Committee of Accounts and Audit Employees and Officers Organizations” – building up of united movement of Accounts and Audit Employees and Officers.
The functioning of Joint Action Committee was reviewed by the Joint Delegate session. It was observed that, though the apex JAC played its role before the 7th CPC but the 7CPC did not give any opportunity to apex JAC for oral deposition in support of the Memorandum it had submitted.  Undoubtedly it is a major setback and its fallout shall be there on the Accounts and Audit Employees. Therefore, immediately after the 7CPC submits its recommendations to the government relevance of the existence of JAC shall be intensely felt by the Accounts and Audit employees and officers of the country.  On this point of view, the joint Delegate session has felt that the functioning of JAC should be revived/ reactivated/ improved at all levels and directed the NFCAA and its Branches to take effective measures to reactivate/ revive the local Joint Action Committees and take initiative to improve the functioning of the local JACs wherever is in existence.
3.       Involvement of Civil Accounts Employees in the Confederation activities and Work-ing Class movements.
So far as the Confederation activities and Working Class movements are concerned, the joint Delegate session expressed its utter satisfaction over the role playing by the NFCAA, its affiliates and their branches and Units in majority of the states and stations. During the period under review, several organizational actions including the call of strike for more than one occasion were given by the Confederation and Central Trade Unions. All those were not only implemented by the largest section of the Civil Accounts Employees but the leadership of NFCAA played pioneering role in making the programmers successful in various parts of the country.  However, some of the stations and Branches are still lagging behind. The Joint Delegate session has directed the leadership of all those states/ stations/Branches/ Units to rise up from the slumber and join the mainstream.
The Joint Delegate session adopted a resolution end-
orsing the call of One day Strike on 2nd September 2015 given by the Central Trade Unions and Independent federations of the Country in support of the 12 point Charter of Demands of working class and duly endorsed by the Confederation of Central Government Employees and Workers’. The resolution also dealt on the call of Indefinite Strike from 23rd November 2015 given by the National Joint Council of Action (NJCA) of Central Government employees and appealed upon the totality of the Civil Accounts Employees to participate and make the strike calls totally successful in the Civil Accounts organization.  The resolution has been forwarded to the Secretary General of the Confederation and endorsed to all branches and Units.

b)VICE-PRESIDENT(S): The Vice Presidents shall assist
the President in discharge of his/her duties and one of the Vice-Presidents chosen by the Executive Committee shall exercise all the powers of the President in his/her absence and if the Vice-Presidents are absent at any meeting of the managing bodies, any member of the respective managing body shall be elected by the managing body concerned to preside over such meeting.

a) WORKING PRESIDENT: The Working President shall assist the President in discharge of his/her duties and in absence of the President; he/she shall exercise all the powers of the President.
b)VICE-PRESIDENT(S): The Vice Presidents shall assist the President/Working President  in discharge of his/her duties and one of the Vice-Presidents chosen by the Executive Committee shall exercise all the powers of the President in his/her absence and if the Vice-Presidents are absent at any meeting of the managing bodies, any member of the respective managing body shall be elected by the managing body concerned to preside over such meeting

POLICY PROGRAMMES AND RESOLUTIONS


Tamilnadu and Pondicherry proposed for adoption of a resolution regarding maintenance of status quo of Audit wings as it is the common problem of Tamilnadu and Pondicherry Branch and Kerala Branch. The Kerala Branch supported the proposal moved by Tamilnadu and Pondicherry Branch. Karnataka Branch pointed out that the shortage of staff continues because the new recruits are leaving the department for better jobs. Mumbai Branch requested the house to pass a resolution against the transfer of 2 MTS from Mumbai to Bhopal and Delhi. As per request of the Secretary General following permanent invitees officered their advice to the Delegates 
 Ex-President Com.  L.K. Salve expressed his views about the Association offered salute to all the dele-gates of the 14th conference. Former President Com. M. S. Bharne narrated the history of our Association. He expressed his displeasure on the attitude of the delegates. He alerted that we are facing serious threat from the ruling class and appealed upon the delegates to actively participate in all agitations and programmes of the Association. Former Vice President Com. M.  Elumalai expressed his thanks to all delegates and especially to Secretary General for the love and affection he had shown to him.
    On behalf of the house Com.  Ajit Huparikar, Addl. Secretary General, offered thanks to veteran leaders for their valuable advises. He summoned up the agenda. He emphasized the need to fight along with the working class for the cause of under privileged people.  He also stated that we should unitedly oppose the Pro-corporate Anti People policies of the Government. Following resolutions were adopted by the 14th All India conference.
1.       Resolution demanding immediate settlement of the demand of Cadre Review and nineteen other very important demands handed over to the Controller General of Accounts on 2nd June 2015 in the form of a Memorandum were by a delegation of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II
2.       Resolution endorsing the call of One day Strike on 2nd September 2015 given by the Central Trade Unions and Independent federations of the Country in support of the 12 point Charter of Demands of working class and duly endorsed by the Confederation of Central Government Employees and Workers’. The resolution also dealt on the call of Indefinite Strike from 23rd November, 2015  given  by  the  NJCA  of      Central
Government employees and appealed upon the totality of the Civil Accounts Employees to participate and make the strike calls totally successful in the Civil Accounts organization.  The resolution has been forwarded to the Secretary General of the Confederation and endorsed to all branches and Units.
 However, these resolutions were finally adopted and forwarded by the Joint Delegate Session of AICAEA and AICAEA CAT II.


ELECTION OF NATIONAL EXECUTIVE COMMITTEE


The house elected Com. A. Azeez of A.P. and Telangana Branch as returning officer and Com. Vinod Sharma of Delhi Branch as Asstt. Returning Officer for conduct of the election of new National Executive Committee.
Com. Venkataswaran of Tamilnadu Pondicherry Branch proposed a panel consisting of seventeen names for their election as the office bearers for next term.  Com. V.P. Radhesharan of Kerala Branch seconded the penal. No other panel or no other names came for the election of office bearers. Hence the returning officers declared that following comrades had been as elected as office bearers for the next term.

ELECTION OF AUDITOR


Com. Arun Bhar of West Bengal Branch proposed the name of Com. P.G. Krisnanmoorthy of Tamilnadu and Pondicherry Branch as Auditor for the next terms and Com. U.B. Ganguli of Nagpur Branch seconded it.  As no other

name came for the post, the house unanimously elected Com. P.G. Krisnanmoorthy of Tamilnadu and Pondicherry
Branch as Auditor.
