WOMEN’S WORKSHOP AT HARIDWAR ON 29TH & 30TH OCTOBER 2018
The Confederation has decided to organize an All India Women’s workshop at Haridwar on 29th & 30th October 2018 in which women delegates from various stations and different affiliates of confederation have been directed to take part. The camp will commence on 10 AM on 29th October and conclude at 2 PM on 30th October, 2018. All India Women’s Convention will also be held along with the camp.
For each affiliates and COCs, confederation has allotted quota.  Associations of Civil Accounts have been asked to depute atleast 15(fifteen) Women Delegates. Accordingly, It has been decided that-

1.      All National Women’s Committee members elected in the 7th National Convention of NFCAA held at Cochin on 11th October, 2017 shall be delegates.

2.      Chairperson and Convener of National Women Committee shall be the team leaders. They shall co-ordinate with all delegates and shall be channel for flow of information and communication.
3.      One way journey fare and Delegate fee for the Delegates shall be brone by Central Headquarters of AICAEA and AICAEA CAT II respectively.
4.      Mumbai, West Bengal, Tamilnadu and Pondicherry, Karnataka, Kerala, and Delhi Branches shall ensure that atleast the Chairperson or the Convener of the Branch level Women Committees in addition to the National Women Committee Member(s)  from their Branches  attend  the workshop.
5.      Nagpur, North East, Rajasthan, AP & Telangana, Uttar Pradesh & Uttarakhand, Rajasthan, West Delhi and Pune Branches shall reactivate their Women Committees and depute the Chairperson and the Convener to the workshop as Delegates.

Com: Subhashini Ali, Ex.MP - and fighting leader of the working class will inaugurate the camp. Com: Kirti Singh, Advocate, Supreme Court & Convenor, Legal Cell, AIDWA will take class on “Women’s Social Status and Rights in Indian Society and our Task”.  Com:T.K.Rajalekshmi, Frontline, will take class on “Media and Politics”.  Com. K.K.N.Kutty, President and Com.M.Krishnan, Secretary General and other Chief Executives of Confederation and affiliates will speak on the subject - “SCRAP NPS, RESTORE OPS - Confederation charter of demands and Two days nationwide strike on 8th & 9th January 2019”.  Com. Usha Bonepalli, President, Women’s Committee will preside and Com. R. Seethalakshmi, Convenor, Women’s Committee will address the camp. 

The objective of organizing the Women workshop is to develop strong and militant women wings of Confederation and its affiliates. As such, the Confederation has decided to initiate various steps to educate most advanced and conscious sections among the women Central Government employees about the Trade Union activities and rights of the women employees. One such step is the forthcoming Convention. Therefore, while sponsoring the delegates, all Branches are requested to ensure that the delegates are having the back ground of participation in the organizational activities. Branches should ensure that the delegates sponsored are sufficiently conscious, took part in all organizational programmes like demonstrations, Dharnas / strikes etc. held during the last two years, holds posts in different tiers of Associations and carryout the organizational tasks assigned to them steadily and fearlessly.
Branches are also requested to send the names of the Delegates selected/ elected from their Branches to the NFCAA headquarters and their respective central headquarters within 20th October 2018 so that the list of delegates could be sent to Confederation headquarters and COC, UP State by the headquarters of NFCCA for their necessary action

DEMAND OF CONVERSION OF DEOS AS ACCOUNTANTS:
ALL DEOS ARE TO REPRESENT

Out of about 40 Ministry/Department wise departmentalized Accounting formations, posts dealing with data entry and Computer operations were created in the departmentalized accounts organization of CBEC and Central Pension Accounting Office.
Nearly 75 posts of KPOS (now DEO) were created under the then Chief Controller of Accounts, Central Board of Excise & Customs (now Pr. CCA, CBEC) in the year 1984-85 by down grading equal number posts of Accountants in the Pay Scale of Rs.950-1500 +Rs.20 special pay i.e. in the pay scale of LDC with special pay for doing technical nature. This was done despite vehement objections by the All India Civil Accounts Employees Association but with the passive support of the rival Association of that time created by authorities like present scenario. As there were recruitments to the posts of KPOs, the All India Civil Accounts Employees Association had to soften its opposition and taken care of the interests of the new recruits in the Cadre.
In terms of Ministry of Finance O.M. dated 11-9-89(implementation of Seshagiri Committee Report for EDP cadres of Central Government) the KPOs were re-designated as DEO Grade-A and granted the scale of Rs. 1150-1500 with effect from 11-09-1989 without any special pay. But the Controller General of Accounts dined to extend this benefit to the DEOs of CBEC. The All India Civil Accounts Employees Association was therefore, had to fight a legal battle to make the benefit available for the DEOs of CBEC(CAT, PB, New Delhi judgment dated 07.07.2008) .
In 1990, when the CPAO was created, authorities created another set of KPO/DEO posts in that office.
But the authorities did not formulate any RR for the Cadre of DEO and only after sustained struggle by All India Civil Accounts Employees Association; the authorities prescribed a Recruitment Rules for this new Cadre in 1994.
But the RR being totally with a subjective approach, none of the Employees of the Cadre could get a single promotion in application of the provisions of this RR. Till the time of framing of Recruitment Rules, the DEOs of CBEC had completed more than 8 years of service. The LDCs recruited in the organization along with them had received promotion as Accountant and many of them had become Senior Accountants also. Therefore, the All India Civil Accounts Employees Association kept on demanding conversion of DEOs as Accountants.
In late nineties another attack come on DEOs.  A section of candidates took the shelter of court to stop the DEOs from appearing the JAO (Civil) Examination.   Instantly, the All India Civil Accounts Employees Association had stood in the way of such a destructive approach and removed the attempt of creating the hurdle for the DEOs.
Though authorities did not concede the demand of conversion of DEO as Accountants in spite of sustained persuasion by the Association, but by using back door process one Smti. Rita Nishikant Sindhe, DEO from CPAO was converted as Accountant and transferred her to Nagpur vide CPAO, New Delhi O/o No:- CPAO/Estt/P.F/DEO/92 dated 29.11.2000. She got all benefits as Accountant. However, the All India Civil Accounts Employees Association continued its struggle on the demand of conversion of all other DEOs as Accountants.
In 2014-15 the then Pr. Chief Controller of Accounts, Central Board of Excise & Customs had decided to declare all DEOs as surplus unilaterally  and send them to surplus pool on the ground that there was no work left for DEOs in the Central Board of Excise & Customs setup due to change in the working conditions. But when the All India Civil Accounts Employees Association resorted to agitation, the then Controller General of Accounts intervened and stalled the process of declaring the DEOs of CBEC setup as surplus.
Thereafter, the DEOs of CBEC have been redeployed and entrusted the works of Accountants/Senior Accountants officially which complements the long pending demand of conversion of DEOs as Accountants.
The demand of conversion of DEOs as Accountants was placed before the 5th, 6th and 7th CPCs by the All India Civil Accounts Employees Association. But unfortunately, no pay commission had considered the matter.
The issue is now pending in the departmental Council (JCM), Department of Expenditure, Ministry of Finance. Moreover, in the Cadre Review proposal submitted to Controller General of Accounts in 2018, the demand has been once again reiterated.
Under the above circumstances it has been decided that:
1.     Central headquarters of All India Civil Accounts Employees Association shall issue a fresh letter to the authorities requesting them to settle the demand immediately (being circulated separately).
2.     All DEOs shall represent to the authorities requesting to convert them as Accountant indicating works they have been allocated officially.
3.     Copies of the representations should reach to the Central Headquarters of All India Civil Accounts Employees Association within 26th October, 2018.
4.     If the authorities do not respond we shall have to go for legal action.
The draft of the representation is annexed to this Circular. It should be neatly typed and then submitted to the authorities with proper signature etc. and advance copy should also be sent to CGA.
All Branches and Units are requested to give wide publicity of this Circular among the members and guide them for processing their representations.

I beg to submit humbly that, I was appointed as DEO in the PAO, Central Excise ……………………………………. and joined in the post on ……………………………..

I have completed ……………… years of service now. But I have not been granted a single promotion from the initial date of my appointment while many junior of mine from cadres of DEO, MTS and LDC have been promoted up to the level of AAOs on seniority basis which is extremely disappointing to me.

For the last ……………. years I have been performing the duties of Accountants/Sr. Accountants in terms of the order No…………………………………………………………………………………dated ……………………….

Further, it is to for your kind information that, Smti. Rita Nishikant Sindhe, DEO, CPAO, New Delhi who is junior to was converted as Accountant vide CPAO, New Delhi O/o No:- CPAO/Estt/P.F/DEO/92 dated 29.11.2000 and extended all benefits as Accountant.

Therefore, I request you to be kind enough and take a favorable decision of converting me as Accountant w.r.t. my junior DEO, MTS/LDC as that same has been requesting by the All India Civil Accounts Employees Association also for a long time.
