Subject:-Memorandum on the recommendations of the 7th CPC in respect of IA&AD and Organized Accounts Departments – Request to grant higher replacement pay level –Regarding.

               I on behalf of this Joint Action Committee of Accounts and Audit Employees & Officers Organizations would like to bring it to your kind information that  the Joint Action Committee  is composed of All India Audit & Accounts Association, All India Civil Accounts Employees Association, All India Postal Accounts Employees Association,  All India Defence Accounts Employees Association, All India Civil Accounts Employees Association CategoryII,  All India Federation of Divisional Accounts Officer and Divisional Accountants Association, All India Audit & Accounts Officers, All India Association of Pay & Accounts Association  officers (Civil). Among these Associations the All India Audit & Accounts Association and the All India Civil Accounts Employees Association are the members of the Staff side, JCM (National Council).

               This Joint Action Committee represents nearly 1.5 lakhs Group B & C officers and employees working in Indian Audit and Accounts Department and organized Accounts like Civil Accounts organization (functioning under Department of Expenditure), Postal Accounts and Defence Accounts. 

        This Joint Action Committee vide its No: JAC/2016/03 dated 16-02-2016 made its submissions to the Empowered Committee for rectification of the injustice done to the Audit and Accounts cadres by the 7th CPC with regard to pay scales etc. at the time of making its recommendations.
      In support of the contents of our memorandum we would like to offer our oral deposition to you in person.
      We therefore, request you to kindly arrange a brief meeting between your kind self and the representatives of the constituents of the Joint Action Committee before you finalize the pay scales for the Group B & C Accounts and Audit Cadres.

            Sl. No. 3 shall attend as office bearer of the Confederation of Central Government Employees and Workers’.

            The camp shall commence at 10 AM on 24th May and continue till 5 PM of 25th May, 2016. All delegates are therefore to reach in the early morning of 24th May and they may book their return journey tickets after 5 PM on 25th May, 2016. The delegate fee shall be Rs: - 600/- (Rupees six hundred) only and it will cover the boarding and loading at Dehradun.

            All delegates are requested to inform about their itinerary to federation headquarters of NFCAA  within 10th May 2016 positively.

MAKE BRANCH WISE CENTRALIZED DHARNA
 ON 6TH MAY A GRAND SUCCESS

            We are sure, you have received the NFCAA circular No:- 3 dated 17.04.2016 and stated mobilizing the members/units to make the Dharna on 6th May 2016 at grand success.

            Branch leadership and Branch Secretary being primarily responsible for the implementation of the programmes, we once again request them to persue and mobilize the units and members as per the guidelines issued in earlier circular.

            Branch Secretaries who have not yet started preparation are requested to jump into action. In the Secretary General has attempted to contact all Branch Secretaries over phone. Some among them have not of course responded to the call so. All Branch Secretaries are therefore, requested to discuss Secretary General immediately after the receipt of this circular. As the members are dependent on Branches in all respects, Branch Secretaries are expected to appreciate their responsibilities and action accordingly.

            The Dharna shall not be transferred into any other programme and it should be observed as per the directive given in the earlier circular.

SUGGESTION FOR IMPROVEMENTS
IN PROMOTION OF MTS

            The Federation headquarters vide Circular No:- 2 dated 11.04.2016 requested all Branches and Units to examine the provisions in the RRs of IA&AD and Civil Accounts in respect of Group-D employees and send their opinion/suggestion about formulating the demand for impotent in promotion prospects of MTS within 25th April, 2016. Since no Branch except Delhi has sent the suggestion so far, all Branches are here by requested to appreciate the condition of MTS in Civil Accounts Organization and send their views within the prescribed time.

            AICAEA, Mumbai Branch has brought it to our notice that the CAG order No:- 708-staff hak 1/254-2014 dated 04.06.2015 states
