Dear Comrades,

 

            You have already been informed that the authorities of Pr. CCA, CBDT has lunched a fresh attack on the employees. Violating the understanding between Association and administration, the office of Pr. CCA, CBDT has issued orders for transfer of the Accountants and Sr. Accountants to Field Pay Units at different stations from the ZAOs.

It was agreed by the authorities of Pr. CCA, CBDT that the vacancies in those Filed Pay Units which are located in the stations where ZAOs are not there shall be filled up either by fresh recruits or volunteers willing to be posted in Field Pay Units.

            But, recently, the office of Pr. CCA, CBDT has issued orders transferring Sr. Accountants from ZAOs of Meerut, Jaipur, Lucknow, Bangalore, Bhubaneswar and Pune to different Field Pay Units. The orders for transfers have been issued without any norm and by pick and choose method on the basis of the recommendations ZAOs which are unethical and anti employee. Most of the persons who are unwilling to move have informed us that, authorities are adamant in their position and representations of the individuals have not been examined and considered favorably. Such an action on the part of the authorities of Pr. CCA, CBDT has placed our members to a great inconvenience in fag end of their service.

            A delegation comprising Com. V.Bhattacharjee, Secretary General, Com. S. Bondhyopadhyay, Finance Secretary and Com. M. B. Singh, Asstt. Secretary General, AICAEA had met Shri P. K. Berwah, CCA, CBDT on 1st March 2010 to discuss the matter. The delegation pleaded that, though the Association is not against posting of persons in the Field Pay Units of CBDT, but it should be done on the basis of a mutually agreed understanding so that employees do not face harassments and on the other side the functing of the organization also run smoothly. The delegation demanded that indiscriminate transfer orders issued without any norm may be scrapped and the vacancies in the Field Pay Units may be filled up either by the new recruits or volunteers. Further, in case there is no volunteer available for a particular station, posting in the Field Pay Units in such stations should be done on the basis of a rotational transfer policy wherein the junior most should be ordered to move for a specified tenure.

            Unfortunately, CCA, CBDT did not agree to the proposals and stated that, query made in this regard by Shri N. N. Meena, Minister of State for Expenditure, Government of India (on the basis of the request of Rajasthan Branch of the Association) has satisfactorily been replied by him. Hence no orders would be withdrawn/modified.  

            Dear Comrades, issuance of transfer orders to Field Pay Units is an outright attack on the Civil Accounts Employees altogether. If it is not resisted by us, authorities would resort to indiscriminate transfers.

Available office Bearers of the Federation and Delhi Branch had met on 4th March 2010. It has been decided by the meeting that, all Branches shall organize three days continuous demonstration in front of CBDT Units immediately after receipt of this Circular. Branches should request Coordination Committees to extend their support in this respect. Further the Branches are to pass and send following Resolution to Pr. CCA, CBDT, New Delhi and Shri Namonarain Meena, Honb'le Minister of State for Finance, Government of India, North Block, New Delhi under intimation to Federation Headquarters.

            Further course of action to be taken shall be informed through next circular.

RESOLUTION

 

          The lunch hour meeting of the members of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category – II held today the  ….. March 2011 at (name of station)_________________________  expresses its deep anguish against the vindictive transfer orders issued by the office of the  Pr. CCA, CBDT for posting of Sr. Accountants in the Field Pay Unit located in different parts of the country. While issuing the transfer orders pick & chose policy has been adopted and the persons have been transferred without any norm. Such a unilateral action of the office of Pr. CCA, CBDT has put the employees in great distress.

The meeting therefore, urges upon the Pr. CCA, CBDT that the vacancies in the Field Pay Units may be filled up through following procedures-

  1. Newly recruited persons or volunteers for posting in a particular station may be posted in the Field Pay Units.
  2. In case there is no volunteer available for a particular station, posting in the Field Pay Units in such stations may be done on the basis of a rotational transfer policy wherein the junior most may be ordered to move first for a specified tenure.

The meeting further urges upon the Pr. CCA, CBDT to kindly consider the representations of the persons ordered for transfer to different Field Pay Units and order for their reposting in the original stations where they have been working.

Sir,

 

            I have been directed to refer our discussion held in your chamber on 1st March 2011 and inform you that, the issue of transfer of persons to field pay units located at different stations was discussed by this Association. It has been observed by the Association that the persons have been transferred through pick and choose method on the basis of the recommendations of the Zonal Accounts Officers and not under any norm. The ZAOs have recommended for transfers of those persons who are not in the personal likings of theirs and it is totally untenable. The actions of the ZAOs are therefore, not serving any interest of the Department. Most of the persons transferred are very senior and their dislocation would cause serious problem for their family members. As such their mental agony shall not only cause harm to their health but reduce their efficiency in work too.

            The Association is not against posting of persons in the Field Pay Units.  But it needs to be done on the basis of a mutually agreed understanding so that employees do not face harassments in the form of transfers and on the other side the function of the organization also run smoothly.

            We therefore, request you to fill up the vacancies in the Field Pay Units through posting of newly recruited persons or volunteers from among the Accountants/Sr. Accountants. However, there might be cases where no volunteer for a particular station shall be available. In this situation, the junior most from the ZAO concern may be posted for a fixed tenure and a policy of ZAO wise rotational transfers may be maintained.

            I am also directed to request you to kindly consider the representation of the persons ordered for transfer to different stations on humanitarian ground and allow them to report for duty in their parent offices.

            We hope, you would kindly not ignore the contents of this letter and take early favorable action.
