Subject: Minutes of the meeting held with CGA on 12/12/2011.
Sir,
I have been directed to refer your office letter No: - A-11019/25/2011/MF. CGA(A)/NGE/AICAEA-HQ/581 dated 06/02/2011 on the above mentioned subject and state that, all the National Executive Members of this Association attended the meeting held on 12th December 2011 under your Chairpersonship have examined the minutes of the meeting and directed me to convey following observations of the National Executive Committee on the whole:-
1. It was categorically assured personally by the Chairman of the meeting to the National Executive members present in the meeting that the final copy of Minutes shall be issued after consulting the available representatives of the National Executives of the Association at the draft stage. Accordingly, Secretary General had approached the Accounts Officer concerned several times and requested him to kindly intimate the date and time of discussion on the draft minutes. But he did not respond. On 18th January 2012, when Secretary General and Finance Secretary had met Smt. Sonali Singh, Jt. CGA, she assured that the minutes would be issued within seven days and before finalization, it would definitely be shown to the available National Executives for their views. Again on 8th February 2012, when Secretary General talked to Shri Deepak Tripathi, Dy. CGA on some other matters, he had requested for a discussion on the draft minute also. Responding to the request of Secretary General, Shri Tripathi had assured that the discussion would be done soon. But infact the minutes were unilaterally finalized and dispatched on 6th February 2012 to the Association.
Such type of an undignified approach and ignoring of JCM norms by the office of the highest authority of the organization are not acceptable and appreciable.
3. Decision of closing down even a single item was neither proposed nor discussed in the meeting. But unprecedentedly and undemocratically 12 out of 20 items have been shown as closed in minutes. Moreover, while putting the unilateral remark “As such, the items stands closed”, it has not been considered whether the minutes against the item drafted was actually conveying the spirit of the discussion or not, and whether the contents of the minutes is conveying any conclusion or not.
Unilaterally closing down the issues of Employees Association after mutual dialogue across the table is thus autocratic and untenable.
The National Executive therefore, directed me to request you to ask your office to treat the above minutes prepared hastily and forwarded by them to this Association to treat as a draft minutes and issue a fresh minutes after discussing with the available National Executive members of Association.
The National Executive shall meet at Nagpur on 22nd of this month. The meeting shall review the outcome of the meeting held with the authority on 12th December 2011 and current status of those items discussed. While doing so, the meeting of the National Executive shall no doubt keep it in its consideration that, you would not kindly ignore this letter and thereby ensure that the prevailing congenial atmosphere between the employees and authorities is not disturbed and there is no agitational action by the Employees Associations.

MEETING WITH PR. CCA, CBDT
Com. V. Bhattacharjee, Secretary General, Com. S. Bandyapadhyay, Finance Secretary, NFCAA, Com. A. K. Mehta, Addl. Secretary General, AICAEA, Cat-II and Com. S. C. Bamrara, Asstt. Secretary General, AICAEA had met Shri Jawahar Thakur, Pr. CCA, CBDT on 13th March 2012. The delegation of the Associations had presented a letter containing following 12 items and requested for a minuted discussion.
But, Pr. CCA did not discuss any of the items and stated that, according to him, making all 22 newly created ZAOs functional is the priority and the Association is yet to provide the list of voleenters for those offices. The delegation replied that the list and proposal in this matter have already been submitted to Pr. CCA in July 2011 and the authorities should have recruited new persons for these posts within last Six Months. The Associations are however ready to cooperate with the authority. Junior most persons may be posted to new offices from the original nearby offices for six months on temporary transfer basis as was assured in the initial dialogue with the Association. But, Pr. CCA expressed his inability to post the persons on temporary transfer basis and indicated that benefits in the form of honorarium shall be possible to be considered for the persons who shall go to new offices. The delegation expressed its disagreement and stated that under such a condition no employee shall be in position to opt for posting in new offices. However, there may be way out in case there is proper discussion on the items submitted by the Association including the item of posting of person in newly created ZAOs. Finally Pr. CCA, agreed to hold a meeting for discussing all issues with the representatives of the Association in a date after 4th April2012.
1. FILLING UP OF VACANT POSTS:-
In every office there is large number of vacancies in Group–D (now multiskilled), LDC and Accountant/ Senior Accountant. For example - in ZAO, Kolkata 16 posts of Acctts/ Sr. Acctts and 6 posts of LDCs are vacant. In ZAO, Shillong 9 posts of Accountant/Sr. Accountants out of 16 posts are vacant. There is no LDC in the office. One MTS post has also fallen vacant recently. 42 posts of Accountant/ Sr. Accountants were there under the jurisdiction of ZAO, Ahmedabad. At present 25 posts are lying vacant.
Since acute shortage of staff has been causing serious functional difficulty for the offices, vacancies may be filled up on priority basis.
2. POSTING OF STAFF IN NEWLY CREATED ZAOS:-
In respect of manning the new ZAOs created we have already suggested the following-
1. Willing persons who have given option for transfer on permanent basis may be posted in new office.
2. Those employees who have given willingness for posting to new offices on temporary basis may be considered and reposted back to their parent office after six months. They may be posted as per temporary transfer Rules.
3. In case there is any reduction of strength due to shifting of work to new office, excess employee (s) if any, may be adjusted in their parent station only.
Persons working on deputation basis and seeking absorption and temporary status Employees seeking regularities may be dealt favorably and expeditiously.
3. REGULARISATION OF TEMPORARY STATUS EMPLOYEE – CASE OF SHILLONG:-
The issue of regularization of Shri Atul Malakar working as temporary status employee in ZAO, CBDT, Shillong is awaiting a favourable decision of your office. The matter is pending for quite a few years. All available and relevant documents in this respect have been provided by the office of ZAO, Shillong and Kolkata to your office.
Since the matter has already been delayed abnormally and the individual and his family members are passing the days with agony and tension, orders for regularizations of Shri Malakar may kindly be issued without further delay.
4. DISCRIMINATION IN GRANTING PROMOTION TO THE POST OF ACCOUNTANT:-
Shri Ajoy Kumar Bagchi, Shri Aswini Kumar Sen, and Shri Tarun Kumar Nandi, Senior Accountants working in PAO, CPWD, EZ, Kolkata had been encadered as LDC in the Central Civil Accounts Service under CBDT setup in ZAO, CBDT, Kolkata on 5/11/1984, 03/12/1984 and 04/02/1985 respectively. But their juniors namely Shri Harabilas Mandal and K. K. Jana appointed as LDC on 14/03/1988 and 05/05/1988 respectively have been granted promotion as Accountant and Sr. Accountant prior to Shri Aswini Kumar Sen and Shri Tarun Kumar Nandi.. As such, they are facing discrimination and heavy financial loss. The issue was referred to your office and the office of the CCA, UD by this Association as well as ZAO, CBDT Unit, Kolkata. Responding to the request of this Association, CCA, UD has referred the matter to CGA. Case of Ajoy Kumar Bagchi, Sr. Accountant, ZAO, CBDT, Kolkata may therefore be taken up with CGA without any further delay.
5. DELEGATION OF FINANCIAL POWERS TO ZONAL HEADS:-
The ZAO Units of this Association has expressed that, financial powers had been delegated to the DCAs and part final withdrawal of GPF used to be sanctioned by DCAs. But now the part final withdrawal of the staff of ZAOs is being sent to Pr. CCA office for sanction. It takes more than one month to get sanction leading to inconvenience to the staff. The sanction of part final withdrawal of GPF may therefore be restored at DCA Kolkata and ACA, Chennai.
6. PROMOTION OF SENIOR ACOUNTANTS AS A.A.Os UNDER 10% PROMOTIONAL QUOTA:-
A good number of Sr. Accountants' of Civil Accounts formation of CBDT set up who were recruited in the year 1978 have not been granted promotion as AAO under 10% promotional quota while their juniors have already been promoted.
Necessary action to remove the discrimination may kindly be taken.
7. GRANT OF HONORAIUM TO ALL EMPLOYEES:-
There is resentment in general among the employees that, despite shortage of staff in the offices existing employees have been disposing off the works of the offices in the form of a team. But annual honorarium is being granted selectively to the employees.
Hence it is requested that, all employees may be granted honorarium without any discrimination.
Further, employees of ZAO, Chennai may be granted honorarium to recognize their service to make the office as best office in 2011.
8. PROVISION OF OFFICE AMINITIES IN ZAO, AHMEDABAD;-
Following functioning facilities are required to be provided to the ZAO, Ahmedabad. ;-
1. New Furniture i.e. Computer furniture and computers to all tables / dealing hands.
2. New Water cooler / RO Plants with Annual maintenance contract.
3. Proper Internet connection, maintenance of server (replacement of low capacity rams) and maintenance of connectivity/ links of server with all computers.
4. Proper Electrical wiring of the office for sufficient and uninterrupted power supply.
5. Proper Training to Staff members of the office to improve their efficiency and quality.
6. Weeding out of old office records
9. ISSUE OF GRADATION LIST
The gradation lists of different cadres have not yet been issued by the office of the Pr. CCA, CBDT.
The Gradation lists of all cadres may therefore be issued early
10. CONSIDERATION OF TRANSFER REQUESTS:-
Shri Basudev Chattapadhyay, AAO, Kolkata was initially offered posting on promotion as AO to Siliguri, under Ministry of UD. But due to closure of the said Division he has been reportedly ordered posting to ZAO, Jalpaiguri.
Shri Chattapadhyay has represented for his posting in Kolkata on family ground as his mother is suffering from Parkinson disease and he is the lone male person in the family.His case may therefore be considered on humanitarian ground.
11. PROVISION OF FUND FOR LONGTERM ADVANCES:-
It has been informed by our Chennai Unit that, the office is not able to draw Computer and scooter advances due to non availability of fund.
Therefore, necessary action in this respect may kindly be taken.
12. STEPPING UP OF PAY:-
Our Units have brought it to our information that, stepping up cases is pending with Pr. CCA office. Early favourable action may kindly be taken in this respect.
MEETING WITH CCA, MHA
Secretary General and Com. A.K. Mehta, Addl. Secretary General, AICAEA Cat-II had met Dr. Sanjeev Misra, CCA, Ministry of Home Affairs on 5th March 2012. At the very outset, the visiting leaders thanked Dr. Misra for his effort in bringing Accounting formations of BSF, CRPF and Delhi Police under the fold of Civil Accounts Organization.
Following issues were discussed with the CCA, Home and he was requested to settle them early. Brief resume of discussion is as below:
1. Filling up of vacant posts in all cadres.
Reply: - Already taken up with SSC and persuasions are on.
2. Settlement of following compassionate appointment cases:-
(a) Shri Amit Kumar Bhuiya, S/o Late Sujit Kumar Bhuiya, ex-LDC died due to heart attack in November 2003. (RPAO, CISF, Kolkata)
(b) P.P Bhattacharjee, S/o Late P.S. Bhattacharjee ex-Sr. Accountant in died harness in 2005 (PAO, AR Shillong).
(c) Ujjal Roy, S/o Late Upendra Nath Roy, ex-Chowkrider died in harness on 1st January 2010.
Reply: - though old cases have become time barred, position of the cases shall be ascertained and considered.
3. Consideration of transfer request: - case of Shri I. N. Basak, Shillong.
Reply: - Shall be looked into.
4. Grant of MACP: - Case of Smt. Kalpana Dutta shall be examined & considered.
Reply: - Shall be looked into.
5. Grant of Adhoc promotion to eligible Sr. Acctts as AAO.
Reply: - request for issuing of Circular for representation from the individuals shall be called.
CCA has further stated that, since he was not provided the issues in advance, he would be looking into the issues on the basis of the discussions held.
As a followup of the discussion, Central Headquarters of AICAEA has issued a letter to CCA on the items discussed.

OBITUARY
With profound sorrow we would like to inform all that, Com. (Mrs) Bhuma Shekaran, PA to CCA, UD, New Delhi expired on 4th March 2012. She was suffering from cancer. She was a member of All India Civil Accounts Employees Association and a very strong supporter to the Association. She was very popular for her helpfulness towards the Association and its representatives. She was instrumental in building up strong tie of understanding between Association and the members working in the cadre of Stenographer,PA and Sr.PA etc. Her premature death is a loss to our Association. Secretary General, alongwith Com. (Mrs.) P. Kalia, Sr. PA, Com. P. K. Kaimal, PA, and Com. Mrs. Sunita Sharma, AAO of Pr. CCA, CBEC had visited funeral spot and offered tribute to departed member on behalf of NFCAA. Many members from CCA, UD also attended the funeral.
We dip our Banner as a mark of respect to Com. (Mrs) Bhuma Shekaran & offer our heartfelt condolence to the bereaved family.
A condolence meeting in this connection shall be held in the premises of the office of Pr. CCA, MOST, New Delhi on 12th March 2012 at 1.p.m.

Subject: Celebration of "Civil Accounts Day 2012"
Sir,
We have learnt that the "Civil Accounts Day 2012" has been celebrated by the Civil Accounts Authority on 1st March 2012 in Delhi.
The Civil Accounts Organization belongs to both officers and Employees and the Civil Accounts Organization of the day is the product of the hard labour and sacrifice of all sections of Employees and Officers. Hence all the Employees and officers are having equal right to become the part of the celebration of Civil Accounts Day. This fact was no doubt appreciated by all the earlier Controller Generals and they use to invite the representatives of apex and state level forums of the Associations to become the part of celebration of Civil Accounts Day at Delhi and different states/station respectively.
But this Association is shocked to find that no invitation was offered to it for attending the celebration of Civil Accounts Day 2012.
Therefore, I on behalf of entirety of the Civil Accounts Employees of the country record protest against deprivation of the employees of the organization from their legitimate and justified right.
