Brief
resume of the meeting held between the CA (Admn), office of Pr. CCA, CBDT and the representatives of the
Association on 23rd May 2013.

1. FILLING
UP OF VACANT POSTS:-
In every office
there is large number of vacancies in Group–D (now multiskilled), LDC and
Accountant/ Senior Accountant. For example - in ZAO, Kolkata 16 posts of
Acctts/ Sr. Acctts and 6 posts of LDCs are vacant. In ZAO, Shillong 9 posts
of Accountant/Sr. Accountants out of 16 posts are vacant. There is no LDC in
the office. One MTS post has also fallen vacant recently. 24 posts of Accountant/ Sr. Accountants
were there under the jurisdiction of ZAO, Ahmedabad. At present 6 posts are
lying vacant.
Since acute
shortage of staff has been causing serious functional difficulty for the
offices, vacancies may be filled up on priority basis.

Situation has improved. However due
to legal restriction, some vacancies of Kolkata exist. There are 4 vacancies
in Ahmedabad at present.
|
2.
REGULARISATION OF TEMPORARY STATUS
EMPLOYEE – CASE OF SHILLONG:-
The issue of regularization of Shri Atul
Malakar working as temporary status employee in ZAO, CBDT, Shillong is
awaiting a favourable decision of your office. The matter is pending for
quite a few years. All available and relevant documents in this respect have
been provided by the office of ZAO, Shillong and Kolkata to your office. This
Association has also discussed the matter several times and handed over the
documents to your office for more than one occasion. At present there is a vacancy
of MTS at Shillong due to voluntary retirement of one of the MTS working
there.
Since the matter has already been
delayed abnormally and the individual and his family members are passing the
days with agony and tension, orders for regularizations of Shri Malakar may
kindly be issued without further delay.
|
The matter
shall be looked into at the earliest.
|
3. DISCRIMINATION
IN GRANTING PROMOTION TO THE POST OF ACCOUNTANT:-
Shri Ajoy
Kumar Bagchi, Shri Aswini Kumar Sen, and Shri Tarun Kumar
Nandi, Senior Accountants working in PAO, CPWD, EZ, Kolkata had been
encadered as LDC in the Central Civil Accounts Service under CBDT setup in
ZAO, CBDT, Kolkata on 5/11/1984, 03/12/1984 and 04/02/1985 respectively. But
their juniors namely Shri Harabilas Mandal and K. K. Jana appointed as LDC on
14/03/1988 and 05/05/1988 respectively have been granted promotion as
Accountant and Sr. Accountant prior to Shri Aswini Kumar Sen and Shri Tarun
Kumar Nandi.. As
such, they are facing discrimination and heavy financial loss. The issue was
referred to your office and the office of the CCA, UD by this Association as
well as ZAO, CBDT Unit, Kolkata. Responding to the request of this
Association, CCA, UD has referred the matter to CGA. Case of Ajoy Kumar Bagchi, Sr. Accountant,
ZAO, CBDT, Kolkata may therefore be taken up with CGA without any further
delay.

The reason for
delay shall be examined and expeditious action shall be taken.
|
4. RELEASE OF 2ND
INSTALLMENT OF HBA:_
The HBA
II installment case of Shri Manab Kumar Das, Sr. Accountant, Kolkata is
pending for more than a year. In this respect, the AICAEA, ZAO, CBDT Unit, Kolkata
letter dated 03/05/2013 and the ZAO,
CBDT Kolkata letter No. ZAO/KOL/ ADMN/Association/2013-14/242-42 dated
3/532013 may kindly be referred.
|
Despite repeated persuasions, the Ministry is not
providing Budget. The AICAEA may also write a letter to the authority in this respect so that the authorities
concerned may be further impressed the Office of Pr. CCA about the sufferings
of the employees.
|
5. PROVISION OF FUND FOR LONGTERM ADVANCES:-
It has been informed by our Kolkata,
Ahmedabad and Chennai Units that, employees are not getting the long term
advances for more than a year. Therefore, necessary action in this respect
may kindly be taken.
In this respect, the AICAEA, ZAO, CBDT
Unit, Kolkata letter dated 03/05/2013 and ZAO, CBDT Kolkata letter No.ZAO/KOL/ADMN/Association/2013-14/242-42
dated 3/532013 may kindly be referred.

6. PROMOTION OF SENIOR ACOUNTANTS AS A.A.Os
UNDER 10% PROMOTIONAL QUOTA:-
A good number of Sr.
Accountants’ of Civil Accounts
formation of CBDT set up who were
recruited in the year 1978 have not been granted promotion as AAO under 10%
promotional quota while their juniors have already been promoted. A large section
of Senior Accountants of Kolkata and Chennai are worst affected. Necessary action to remove the
discrimination may kindly be taken
Shri Jai Shankar of Chennai is retiring on
31-05-2013. His case may please be accorded priority.
In this respect we also invite your
attention to AICAEA, ZAO, CBDT Unit, kolkata letter dated 15/01/2013, ZAO,
CBDT, Chennai letter No. ZAO/ CBDT/CHENNAI/ADMN/APAR/2013-14/01 dated
10/05/2013 to Sr. AO and this Association’s letter endorsement No.
AICAEA/HA/A-2/1013/375-380 dated 15th May 2013 may be referred too.
|
According to the information available with the
office of Pr. CCA, CBDT, all cases have been forwarded to CGA. However if any
specific case has been left out, it may be brought to the notice of official
side. Case of Sh. Jaishankar being looked into.
|
7. ELEGATION OF FINANCIAL POWERS TO ZONAL
HEADS:-
The ZAO Units of this Association has expressed that, financial powers
had been delegated to the DCAs and part final withdrawal of GPF used to be
sanctioned by DCAs. But now the part
final withdrawal of the staff of ZAOs is being sent to Pr. CCA office for
sanction. It takes more than one month
to get sanction leading to inconvenience to the staff. The sanction of part final withdrawal of GPF
may therefore be restored to DCA, Chennai and DCA Kolkata.
|
Financial
powers have been delegated as per rules. (Copy of the orders issued in this
respect has been provided to the staff side).
|
8. GRANT OF HONORAIUM TO ALL EMPLOYEES:-
There is resentment in general among the employees that, despite
shortage of staff in the offices existing employees have been disposing off
the works of the offices in the form of a team. But annual honorarium has not
been granted to the employees. Hence it is requested that, all employees may
be granted honorarium without any discrimination.

Responding to the request of staff side, official
side assured that honorarium shall be granted to all deserving person.
|
9.
REQUEST FOR
APPENDING OF PHYSICALLY HANDICAPPED IN COMBINED SENIORITY LIST –
Shri M. Krishnan, Sr. Accountant Chennai has already represented in
this regard on 04/03/2013 and his case has been forwarded to Pr.CCA office by
the DCA, Chennai.

Decisions
|
1. Grant of MACP benefit to employees:-
MACP cases of Several Employees are long due. Some
of the employees have retired in the meantime and another section of
employees due to get the benefit of MACP are retiring shortly.
The MACP case of Smti Kalpana Dutta, Sr. Accountant,
Delhi is pending for settlement since February 2009.
Therefore, expeditious action is required to grant
MACP benefits.
|
CCA assured that, expeditious action for clearing all
the pending MACP cases shall be taken.
|
2. Consideration of the request for
exemption form Internal Audit duty on medical ground-case of Shri Jaykanta
Talukdar, Sr. Accountant, IAP, CRPF, Guwahati.
For the last one year Shri Jaykanta Talukdar has
been requesting for exempting him from Internal Audit duty on medical ground.
The matter was discussed in the earlier meeting also. The request made by
this Association vide its letter dated 5th December 2012 has not
been considered favorably by CA. Therefore, this needs to be reviewed by CCA,
Home on humanitarian ground.
|
The issue shall be considered. The Association/
individual may give fresh representations for transfers. Subcommittee
constituted under Shri H. Alheli, CA shall consider the cases.
|
3. Sympathetic Consideration of Medical
reimbursement claims:-
Husband of Smti Kalpana Dutta has been suffering
from various ailments and needs continuous medical treatment. Considering the
genuineness of the case the official, she deserves sympathetic consideration
on her medical reimbursement claims.
|
CCA assured to consider the matter sympathetically.
|
4. Incorporation of the applicants as
candidates for AAO (Exami) 2013- case of PAO, CRPF.
On certain technical grounds the applicants from the
PAO, CRPF were not allowed to appear the AAO (Examination) 2012. Special care
is needed to be taken to ensure that the applicants from PAO, CRPF are
allowed to appear the AAO© Examination 2013.
|
Association requested CCA to intervene personally
and take up with CGA. He has assured accordingly.
|
5. Grant of Promotion as acting AAO:-
All eligible Sr.
Accountants may be granted the benefit of promotion as adhoc AAO as per the
assurance given in the last meeting. Shri S. K. Mahanto, PAO, CRPF has since
represented already, his case may kindly be considered early.
|
Accepted by the official side and assured to take
expeditious action.
|
6. End of discrimination in encadrement:-
At the time of
encadrement, the post of Constable in PAO, CRPF was encadred as MTS in PB-I
with grade pay of Rs:- 1800/- while the same category of employees in PAO,
BSF were encadred as LDCs with grade pay Rs:- 1900/-. This discrimination is
required to be removed.
|
The matter shall be examined. However, Association
may submit details in this respect.
|
7. Removal of discrimination in the
process of endrement and promotion as AAO selectively:-
In PAO, CRPF, a section of
the employees have been granted extra advantage in the process of encadrement
and also given extra facilities in giving consent for the same by the local
Admn. It has resulted serious discrimination and a large number of employees
have been deprived from the benefit of having the post of AAO.
Representations of some of the affected officials have been forwarded to Pr.
Acctts Office by PAO, CRPF, New Delhi on 06/03/2013 for consideration of the
matter. Since it is discrimination requires to be addressed early.
|
The Association has been requested so hand over the
copies of the documents forwarded by the PAO, CRPF Delhi. CCA agreed to examine
the case and take decisions.
|
8. Induction of Inspector (Min) of PAO,
CRPF, New Delhi
In the meeting held
between the CCA, Home and the representatives of the Association in 12th
June 2012 it was informed that the issue had been taken up with CGA and a
copy of the same shall be provided to the Association so that it could be
directly discussed by Association with the CGA authorities. The copy is yet
to be provided.
|
This issue was discussed with CGA already and no
conclusion was there. However, the Association should also take it up with
CGA
|
9. Consideration of request for Transfer:-
Shri Gopal Krishna, Sr.
Acctt. PAO, CRPF vide his representation dated 13/08/2012 requested to
consider his request for transfer to any PAO at Kerala on humanitarian
ground. His case is yet to be considered favorably.
|

10. Grant
of welfare Facilities at new G.P.O. Complex at INA:-
Facilities like
Association Room, Ladies Common Room recreation and Canteen etc. may kindly
be arranged at (new) GPO Complex.
|
Necessary actions are being taken in the direction
of welfare measure.
|
11. PAO,
ITBP Problems:-
(a)
The entire administration of the office has been crippled due to
negligence and weak administration of the Sr. Accounts Officer. There is no
arrangement for cleanliness, drinking water and issue of stationery items.
Both the Ladies and Gents toilets are in dirty condition. There is also
lighting problems.
(b)
Un-due delay in payments relating to T.A., LTC and Pay arrears is
also another big problem. Employees have to run from pillar to posts to get
their own dues.
(c)
There is a tendency of total partiality and favourism in the functioning
of Sr. A.O. (Admn),.
(d)
The names of staff were not forwarded to Dte. General, ITBP for
recognisation of outstanding work and honorarium for 2012-13 by Sr. A.O.
(Admn).
(e)
Despite several requests from staff and Association, the
administration is not deducting the subscription of AICAEA.
|
The matter is being looked into. However,
Association demanded that CA, BSF may be directed to discuss with unit
representatives of PAO, ITBP
|
12. Non-payment
of Honorarium
The honorarium to the
employees of PAO, CRPF, New Delhi has not yet been paid. This matter may
kindly be settled.
|
Being considered
|
13
Incentive for extensive work performed in March,
2013:-
As the employees have done extraneous job in the
March Closing and worked on all holidays, their services may be recognized with granting incentives
|
CCA agreed and assured to take favorable action in
this respect.
