ATTACK ON THE
CIVIL ACCOUNTS EMPLOYEES
Dear Comrades,
we have given a call for Protest Demonstration during lunch hour on 12.11.2014 against the apathetic attitude of authorities towards our demands. Pr. CCA, CBEC has declared it against the conduct Rules. This is a direct interference in to the normal trade union activities of our Association. Peaceful demonstration during lunch hour is not violative of any conduct Rules. The Rule 7(ii) of the conduct Rules only prohibits such demonstration as are - “resort to or in any way abet any form of strike or coercion or physical duress in connection with any matter pertaining to his service or the service of any other Government servant”.
We have
therefore, to take this move of the administration as an effort to curb our
normal peaceful trade union activities. We have asked the CGA to direct the
above authority to withdraw the aforementioned orders and to refrain from interfering
into our functioning. In case the authorities do not mend their ways, we may
have to agitate more intensively in order to protect our normal peaceful trade
union activities.

Your Kind attention is invited to the order No. APAR
Cell/1(10)3/Association/2014-15/1022 dated 11-11-2014 issued by the Pr.CCA,
CBEC declaring our peaceful demonstration on 12-11-2014 violative of Conduct
Rules and directing staff not to participate in the demonstration. They also
threatened the staff with disciplinary action, if they participate in it.
There is no rule in CCS Conduct Rules, 1965 prohibiting
any peaceful demonstration by the employees.
Therefore, it is apparent that the above orders were
issued by the Pr. CCA, CBEC only with a view to curb our normal peaceful
Association activity which is not acceptable to the Association.
I therefore, request you to direct the above authority to
withdraw the afore said orders and refrain from illegally interfering with our
normal functioning.

CONGRATULATIONS
Branch wise lunch hour demonstration on 12th November 2014 in protest of anti-employee
and vindictive activities and move to down size the CBEC setup by the Pr. CCA,
CBEC, was a grand success.
We have received the successful implementation of the lunch hour
demonstration by the Branches in front of CBEC Units from all over the country.
Thousands of employees took part in the protest demonstration.
Massive participations were
there in the Major cities like Delhi, Mumbai, Chennai, Cochin, Shillong, Nagpur
Pune, Nashik, Bangalore, Jaipur, Ahmedabad and Hyderabad. In all the stations, large number of
members from both All India Civil Accounts Employees Association and All India
Civil Accounts Employees Association category II gathered in front of PAOs of
CBEC Units and expressed their resentment and protest.
The programme in Delhi was held in front of the Office of Pr.
CCA, CBEC. Despite adopting various repressive measures and giving threats to individuals
by the officers and administration of Pr. CCA, CBEC,employees participated in
the demonstration.
In Mumbai more than nearly 300 employees participated in the
demonstration. About 500 employees participated in Kolkata. In Chennai also more
than 200 employees took part in the demonstration.
At Cochin, Shillong, Nagpur Pune, Nashik, Bangalore Jaipur, Ahmedabadand
Hyderabad totality of Civil Accounts Employees gathered in front of PAOs of
CBEC Units and participated in the protest action. The meetings have passed resolution
and handed over local Head of Office of CBEC setup and forwarded its copies to
the CGA, PR.CCA, CBEC and all others concerned.
THE PROGRAMME WAS THEREFORE, A GRAND SUCCESS.

The Branches of this Association has brought it to the
knowledge of this Associations that, your office vide letter No:-
Admn/1(33)13/Staff/2014-15/979 dated 31.10.2014 has prescribed the parameters
for calculation of manpower requirement in PAOs of CBEC in the grade of
Accountants/Sr. Accountants and directed all PAOs to furnish the required
information so as to enable your office to work out final requirement of
manpower in the grade of Accountants/Sr. Accountants.
In this connection, I would like to state that the “work
norm for justification of posts in the Civil Accounts formation” has already
been devised and prescribed by the Controller General of Accounts on the basis
of the recommendations given by the “Staff Inspection Unit (SIU), Ministry of Finance,
Government of India”.
The authorities of Civil Accounts Organization is thus to
work out the justification of post(s) in the organization on the basis of the said
SIU Norm.
The parameters for calculation of manpower prescribed by
your office do not conform the SIU Norm.
I have therefore, been directed to request you to kindly
ask your office to withdraw the letter under reference and undertake staff
justification in terms of the SIU Norm.
Further, as per the, instructions issued by the DOPT,
Government of India from time to time, staff justification/re-organization/re-structuring
of the department is to be done only after prior consultation with the
Association. Hence, we request you to kindly convene a meeting with the
representatives of the Association before taking any decision on the matter.

7TH BLOOD DONATION CAMP BY WEST BENGAL
BRANCHES ON 21/10/2014 TO COMMEMORATE 7TH DEATH ANNIVERSARY OF COM. AJOY
BHOWMICK.
Dear Comrade,
I am delighted to inform you that the
7th Voluntary Blood donation camp was organised jointly by All India Civil
Accounts Employees' Association and All India Civil Accounts Employees' Association,
Cat.-II, West Bengal Branch on 21/10/2014 at 11-00 a.m. at Supply Accounts
Institute Hall, 15, R. N. Mukherjee Road, Kolkata-700001 to commemorate 7th
death anniversary of our beloved departed leader Com. Ajoy Bhowmick. A
post-death Body & Eye donation declaration camp and a free medical health
check-up camp was organised simultaneously for Civil Accounts Employees.
The programme was inaugurated by Dr. Subir Dutta eminent
leader of public health movement and renowned doctor who stressed on
encouraging young generation for donating blood and body/eye. Eminent leaders
of Co-ordination committee including Com Pijush Roy and senior leaders of AICAEA,
AICAEA-CAT-II and PAO Association (Civil) and a good number of Civil Accounts
Employees were present in the Camp.
