Dear Comrades,


The Extended Federal Executive meeting of the National Federation of Civil Accounts Associations was held on 23rd & 24th September, 2015 in Chug Dharamsala, New Delhi. This meeting was held following the meetings of the apex level Co-ordination Committee of Civil Accounts Employees & Officers and the National Executives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II.
Among the federal executive members, Com. K. Moundekar, Secretary (Nagpur), Com. Prasenjit Manna, Asstt. Finance Secretary, AICAEA (Shillong) and Com. K. M. Chauhan, Asstt. Secretary General, AICAEA (Ahmedabad) were absent without intimation.  .  
In addition to Federal Executive, Com. Arjun Singh, President, AICAEA, U.P. East Branch and Com. Harbans Lal, Branch Secretary, AICAEA, Delhi Branch attended the meeting as special invitees. Com. Chandan Sen, Branch Secretary, AICAEA, West Delhi Branch attended the meeting on 23rd September, 2015 only. No other Branch Secretary among the invitees had attended the meeting. The meeting was presided over by Com. G.K.Nair, President.


DECISIONS OF THE EXTENDED FEDERAL EXECUTIVE MEETING


Keeping in view the slated meeting of Co-ordination Committee of Civil Accounts Employees and Officers Associations on 23rd September 2015, the meeting deliberated on the agenda item No. 3(a) first.
3. (a) Cadre review, decisions of the COC of Civil Accounts Employees and Officers Associations and functioning of COC at different levels.
      The letters received from the CGA in this regard was discussed by the meeting and the plea taken by CGA in respect of the Cadre Review was totally rubbished. However, in view of offering of official meeting by CGA on16th October 2015 to AICAEA, the meeting felt that the decision of half day walkout programme on 14th October should be reviewed and the COC should be requested to postpone the date. Com. Ajit Huparikar, Com. Ajay Patole, Com. Abhay Kumar, Com. Harbans Lal, Com. A.V.N. Rao, Com. P. K. Gopi, Com. Debraj Singha Roy, Com. T. R. Janardanan, Com. B. S. Nagendra and Com. G.K.Nair took part in the discussion.
The meeting unanimously decided to propose before the Co-ordination Committee that superseding the earlier decision, there may be lunch hour demonstration on 14th October 2015 and the Half day Walkout may be deferred in the first week of November 2015.
The meeting had resumed on 24th September2015 and took following decisions after reviewing the decisions taken in the last federal executive meeting held in Chennai on17th July, 15.
1.   Review of the decisions of Federal Executive Meeting held in Chennai on 17th July 2015.
Following were observed during review-
a)    Central Headquarters of AICAEA and AICA EACAT II have issued letters to CGA seeking approval to the amendments made in Constitutions. But CGA has refused to process the amendments proposed by AICAEA CAT II on the wrong plea that, since the Association is yet to be recognized, its amendments not needed to deal by the CGA.
b)    On the demand of cadre review and other 19 point demands, programmes on 18th August & 10th September 2015 were held under the banner of Co-ordination Committee of Civil Accounts Employees and Officers organizations. Responding to the same, CGA has offered meeting to National Executive of AICAEA on 16th October 2015. But he ignored the fact that both Associations had sought the meeting.
c)    As regards revival of the JAC of Accounts & Audit Employees & Officers Organizations there was no progress.
While reviewing organizational position, it was observed by the meeting that-
·            Some of the Branches held their con-ferences. But many are yet to implement the directives of the Conferences in this regard.
·            As per the directive of Confederation, the NFCAA headquarters had issued circular directing the Branches to depute women members for the Women Workshop at Hyderabad on 9th & 10th October 2015 and Women Committee members of NFCAA have booked their tickets for attending the Workshop.
·            The AP & Telengana Branch has not informed about their decision of hosting the workshop to be organized exclusively for Civil Accounts employees.
2.  Implementation of decisions of Confederation - review of the parti-
cipation of Civil Accounts Emplo-yees in the token Strike on 2nd Sept. 2015
The meeting noted that the call of one day Strike on 2nd September 2015 given by the Central Trade Unions and endorsed by the Confederation of Central Government Employees and Workers was implemented by the National Federation of Civil Accounts Associations. As per the reporting made on the basis of the review done by the National Executive meetings of AICAEA and AICAEA CATII, the strike was cent percent in Guwahati, Mumbai and in the states/branches of West Bengal, Kerala, and Andhra Pradesh. In Odissa, Tamilnadu, Gujrat, Nashik and Pune etc. more than 80% members participated in the strike. At Nagpur 55% members took part. Strike was partial in Delhi, Uttar Pradesh, and Karnataka.
It was noted by the meeting that, some of the Federal Executive members did not participate in the strike. A very serious view was taken against such members as it was unprecedented. The meeting directed them not to commit such mistakes in future and maintain the organizational discipline.
So far as Delhi is concerned, majority of the authorities have targeted the strikers and panelizing them. In view of this the meeting decided that, all efforts shall be taken by the NFCAA to protect the victimized members.
The mischief of organizing training programme by some of the authorities on the day of strike was condemned by the meeting and it was decided that, this matter shall be raised in the meeting with CGA.
However, the meeting congratulated the members who participated in the strike and appealed upon rest of the Branches and Units to improve their performances in all types of organizational activities in future.
Other decisions of Confederation and NJCA on 7th Pay Commission related issues were also deliberated by the meeting. It was reported that the Railway Federations had been preparing for the Indefinite Strike with effect from 23rd November 2015. The National Secretariat of the Confederation shall meet at Hyderabad on 9th October and take further decisions in this regard.
The meeting also discussed on the participation
of Civil Accounts Employees in the activities of Confederation. The meeting reiterated that the AICAEA and the AICAEACAT II being independently affiliated to the Confederation of Central Government Employees and Workers, the COCs should be requested to ensure that the representatives of both Associations are accommodated appropriately in the COCs.
3.   Review of the status of Departmental  demands –
(b) Meeting with the CGA authorit-ies on the demand of Cadre Review and the Charter of Demands submitted.
In view of the meeting fixed by CGA with the National Executives on 16th October 2015, the meeting of the Federal Executives discussed 20 point items submitted to CGA on 2nd June 2015 through the joint Memorandum of AICAEA & AICAEA CAT-II. It was decided by the meeting that all issues shall be discussed and pleaded effectively. As per the decisions of last All India Conferences, it shall also be demanded either to grant recognition to AICAEA Cat-II or accept the demand of reunification of two Associations i.e. AICAEA and AICAEA CAT II as was there prior to 2001. Further a meeting of all the 3 Associations with CGA shall be demanded.
As regards draft transfer policy, it has been decided that, all Branches shall forward their suggestions to their respective Central Headquarters which shall finalize and send consolidated suggestions to Federation headquarters.

After detailed deliberations on this matter, it was agreed in principle that a case should be filed in the Principal CAT centrally. However, effort should be taken to file the case in the name of the Association so that the benefit of verdict when implemented by the government becomes applicable to all employees of the category. The meeting therefore, directed the leaders of AICAEA CATII to take effort in this direction and inform the outcome of the same to the Fede-
ration headquarters.
(d)Grant of higher pay scale to Data Entry Operators retrospectively in terms of the Court directives - regarding
The issue was taken up separately with the authorities and they have informed that the matter is pending with the Ministry of Finance. The meeting therefore, directed Secretary General to take it up with Ministry of Finance.
4. Organizational Review
a)    Recognition to AICAEA Cat-II & NFCAA.
It was once again observed by the meeting that the authorities are not inclined to accord recognition to the AICAEA CAT II and hence, the question of recognition to NFCAA is still far away.   Therefore it is very essential to see that AICAEACAT II is recognized and all efforts in this direction shall have to be taken. The attention of the meeting was invited regarding the issue of collecting membership subscription by some unrecognized Associations directly from the employees through DDOs. The meeting decided that the matter shall be taken up with CGA.
b)     Enhancement of membership and continuation of Foreign Service of Secretary General:-
 It was reported in the meeting that remittance of membership subscription is not regular except a few Branches of AICAEA. Units of Punjab, Haryana, Bihar, Jharkhand, Madhya Pradesh and Chattisgarh are not paying any subscription for years together. In view of this, the extended National executive meeting of AICAEA held on 23rd September 2015         considered above situation as very serious as the fun-ctioning of the Association and Foreign Service of the Secretary General is depen-dent on the membership subscriptions.
All Federal Executive members and representa-tives of the Branches present in the meeting participated in the discussion held in this regard and expressed concern about the situation. The meeting was unanimous in opinion that organization should function effectively and it would be possible if Secretary General is in the Foreign Service. Hence the        meeting directed Secretary General to pursue the authorities for introduction of revised rate          of membership subscription adopted in the last All India Conferences at the earliest and also decided the following:-
1.   In order to overcome the immediate crisis the Branches may decide to collect Rs: - 200/- (Rupees two hundred only) from the members and share the collected amount among the units, Branches Central Headquarters.
2.    AICAEA Cat-II may remit its due share towards the NFCAA.
c)  Unit and Branch Conferences and Branch level Women Convention:-
    This was very seriously deliberated by the meeting. Since many Units and Branches have not held unit/Branch Conferences and Women Convention which are against the democratic norms, the meeting directed all Branches and Units to immediately complete the confer-ences of all forums and send compliance report to Federation Headquarters within 30th October 2015.
d) Tour programme
    The meeting also decided that extensive tour programme shall be conducted before the half day walkout on 18th November 2015 and the ensuing Indefinite strike of Central Govern-ment Employees to commence from 23rd Nov-ember 2015 under the leadership of NJCA. Federal Executive members from following stations /states/Branches have been directed to undertake visits to different station in the following manner –
i.       Andhra Pradesh and Telengana to visit eastern UP in addition to AP & Telengana
ii.Tamilnadu and Pondicherry  to cover entire Tamilnadu and Pondicherry 
iii.       Mumbai to visit units of entire Maharashtra, Goa and parts of Gujarat.
iv.       Delhi to visit surrounding areas of Delhi   in addition to Delhi. President, NFCAA shall join them.
v.     Uttar Pradesh to visit all Units of East

Uttar Pradesh alongwith Com. A. Huparikar, Addl. Secy General, AICAEA.
vi.       West Bengal to cover West Bengal, Bihar, North East and Jharkhand. Com. Secretary General and Com Rajesh Singh, Vice-President, AICAEACATII shall joint them.
vii.     President,   NFCAA to visit Karnataka.
viii.   Secretary General to visit Rajasthan and Madhya Pradesh
It was further decided that a detailed tour programme shall be worked out in consultation with the Leadership AIAPAO (Civil)
e) 7th Federal council meeting:-
     It has been decided that the 7th Federal Council meeting of NFCAA and Central Working Committee meetings of AICAEA and AICAEACAT II shall be held at Lucknow and the Branches concerned shall start preparations for the same. The host Branches have been assured by rest of the Branches that all co-operations shall be extended by them to ensure that the 7th Federal Council meeting and Central Working Committee meetings of AICAEA and AICAEACAT II at Lucknow could be totally successful.
5. Pendency of Staff Problems in MHA – Non Finalization of Date of Meeting Regarding.
In view of the long pendency of issues concerning with the members working under Ministry of Home Affairs, the extended federal executives meeting decided that, Pr. CCA, MHA should be once again approached for conducting the meeting. In case no meeting takes place, organizational
 After discussing above items, the meeting had decided to refer rest of the items of agenda to the extended Federal Executive meeting of NFCAA.
The meeting was thereafter declared as over by the President.

Dear Comrades,

            As scheduled the extended National Executive meeting of the Association was held on 23rd & 24th September 2015 in Delhi. In Addition to National Executive members, Com. Ravinder Kumar, President, Delhi Branch, Com. Harbans Lal, Secretary, Delhi Branch, Com. Arjun Singh, President, U.P. East Branch also attended the meeting as special invitees. Com. Chandan Sen, Branch Secretary, West Delhi Branch who was also a special invitee attended the meeting on 23rd September 2015 only. Among the National Executive members, Com. P. Manna (Shillong) Com. K.M. Chauhan (Ahmedabad) and Com. K. Moundekar (Nagpur) were absent without intimation. Com. K. Venkatasubramanian, President being not well, he informed that he would not be in a position to travel and attend the meetings. In view of this, the meeting in terms of the provision envisaged in the constitution decided that, Com. Shantanu Bhattacharjee, Working President shall discharge all duties of President till any further decision. A resolution to this effect was accordingly adopted and forwarded to the authorities and all others concerned.
            Thereafter, the meeting was presided over by Com. Shantanu Bhattacharjee and following decisions were taken by the meeting after reviewing the decisions taken in the 14th All India Conference held in Chennai from 15th to 17th July 2015.
            It was observed that, as per the decision of 14th AIC-
·         Central Headquarters has issued letter to CGA seeking approval to the amendments made in constitution.

REVIEW OF ONE DAY STRIKE ON 2ND SEPTEMBER 2015:-
            The meeting noted that the call of one day strike on 2nd September 2015 given by the Central Trade Unions and endorsed by the Confederation of Central Government Employees and Workers was implemented by the All India Civil Accounts Employees Association under the aegis of National Federation of Civil Accounts Associations. As per the reporting made, the strike was cent percent in Guwahati, in the states/branches of West Bengal, Kerala, Mumbai and Andhra Pradesh. In Odissa, Tamilnadu, Gujrat, Nashik and Pune etc. more than 80% members participated in the strike. At Nagpur 55% members took part in the strike.             Taking part in the discussion, Com. Ajay Kumar Patole, Vice President, Com. A. Huparikar, Addl. Secretary General, Com. Chandan Sen, Branch Secretary, AICAEA, West Delhi Branch, Com. P.K. Gopi, Asstt. Secretary General, Com. R.G. Bharne, Asstt. Secretary General, Com. Arjun Singh, President, U.P. East Branch, Com. N.K. Sharma, Finance Secretary, Com. B. Sitaram, Vice President expressed their views regarding non participation of members in the strike and its adverse affect on the organization and movement all together .
            However, the meeting congratulated the members who participated in the strike and appealed upon rest of the Branches and units to improve their performances in all types of organizational activities in future.
DEPARTMENTAL DEMANDS
(A)  Cadre Review:-
The letters received from the CGA in this regard was discussed by the meeting. it was decided to take effort of intensifying united struggle for achievement of the demand of Cadre Review. The meeting had endorsed the decisions taken by the meeting of the Co-ordination Committee of Civil Accounts Employees and Officers Associations held on 23rd September 2015 in Delhi and appealed upon the members to participate in those programmes and make them successful.
(B)   Meeting with CGA on cadre review and other departmental demands:-
In view of the meeting fixed by CGA with the National Executives on 16th October 2015, the meeting of the National Executives discussed 20 point items submitted to CGA on 2nd June 2015 through the joint Memorandum of AICAEA & AICAEA CAT-II.
It was decided by the meeting that all issues shall be discussed and pursued    effectively. It shall also be demanded in terms of the decisions of last All India Conferences either to grant recognition to AICAEA Cat-II or accept the demand of reunification of two Associations i.e. AICAEA and AICAEA CAT II as was there prior to 2001.
(C)   Grant of higher Pay Scales to DEOs in terms of the court directions:-
The issue was taken up separately with the authorities and they have informed that the matter is
pending with the Ministry of Finance. The meeting therefore, directed Secretary General to take it up with Ministry of Finance.
4.    ORGANIZATIONAL REVIEW
a)      Enhancement of membership and continuation of Foreign Service of Secretary General:-
 It was observed by the meeting that except West Bengal, Kerala and Nashik Branches membership subscription from many units of other Branches like, North East, Andhra Pradesh, Odissa, Tamilnadu & Pondicherry, Mumbai, Nagpur, Pune, Gujrat, Karnataka, Delhi Uttar Pradesh, Madhya Pradesh and Uttarakhand are not regular. Units of Punjab, Haryana, Bihar, Jharkhand, Madhya Pradesh and Chattisgarh are not paying any subscription for years together.
            Above situation was therefore, considered as very serious as the functioning of the          Association and Foreign Service of the Secretary General in dependent on the membership           subscriptions. All National Executive members and representatives of the Branches    present in the meeting participated in the discussion and expressed concern about the      situation. The meeting was unanimous in opinion that organization should function           effectively and it would be possible if Secretary General is in the Foreign Service. Hence the             meeting directed Secretary General to pursue the authorities for introduction of revised rate     of membership at the earliest so that share of Unit and Branches could be paid in addition to          smooth functioning of Central Headquarters and appealed upon the Branches and units to           ensure regular remittance of membership subscription and also clear their outstanding dues.             The meeting also decided the following:-

Copy of the Resolution Adopted by the Extended National Executive Meeting of A.I.C.A.E.A Held on 23rd and 24th September, 2015

            This meeting of the National Executive of All India Civil Accounts Employees Association held on 23rd and 24th September, 2015 in Delhi expresses its concern on the health problems facing by Shri K. Venkatasubramanian, President. Due to the problem of Frozen Shoulder, Shri Venkatasubramanian is unable to travel and attend the meetings of the organization as well as other organizational activities. 

            The meeting therefore, wishes a speedy recovery of Shri K. Venkatasubramanian, President and in terms of the provision of the Article 8 Part-II (Central Headquarters) of the Constitution of All India Civil Accounts Employees Association, unanimously decides that Shri Shantanu Bhattacharjee, Working President shall act as President and exercise all the powers of president till further decision.

            Resolved that the Resolution adopted shall be forwarded to the Controller General of Accounts and its copies shall be endorsed to all National Executive members of All India Civil Accounts Employees Association and all others concerned.
