DECISIONS
OF EXTENDED FEDERAL EXECUTIVE MEETING HELD IN MUMBAI ON 4TH & 5TH
APRIL 2018
As scheduled, the extended federal executive meeting of National
Federation of Civil Accounts Associations was held in Mumbai on 4th
& 5th April 2018. 31 (Thirty One) Federal Executive member,
Branch Secretaries from different Branches, permanent invitees and observers
attended the meeting. The meeting of 4th April 2018 was presided
over by a presidium composed of Com. Ravinder Kumar, Working President, Com.
Ajit Huparikar, President, AICAEA and Com. Chinmay Mukhapadhyay, President,
AICAEA Cat-II. As Com. Ajit Huparikar, President, AICAEA had proceeded to
Hyderabad on 4th April 2018 itself to take care of his ailing mother,
he was replaced by Com. Subhendu Roy Choudhury, Vice President, AICAEA as
member presidium for the continued meeting of 5th April 2018.
Com. A.B. Sunilkumar, Secretary General, AIAPAO(Civil) had
attended and addressed the meeting on 4th April 2018. Com. T.R. Janardanan,
Ex President, NFCAA also addressed the meeting.
The meeting took decisions on following matters after reviewing
the decisions taken in the meeting of 19th February 2019 held in
Delhi. It was observed by the meeting that majority of the decisions taken by the
meeting are yet to be implemented. However, the decision of holding Dharna by
the Branches in front of ZAOs, CBDT on 13th March 2018 in protest
against non-settlement of demands by the authorities of CBDT was implemented by
the Branches of N.E., West Bengal, Kerala, Tamilnadu & Pondicherry, Mumbai and
Delhi. As a result, the Pr. CCA, CBDT
had met the Association formally on 21st March 2018 and settled some
of the demands. The meeting therefore, congratulated all those Branches which
made the programme of 13th March 2018 a grand success.
1. Decisions on Cadre Review:-
The meeting had held detailed discussion on the approach to be
taken by the NFCAA on Cadre Review. All
members present in the house had taken part in the discussion on the issue on
the basis of the draft of the Cadre Review proposal submitted by the five
members sub-committee constituted in the previous meeting of extended Federal
Executives held on 19th February 2018 in Delhi. Following the detailed
discussion, six sub-groups were created by the meeting with one of the Federal executive
members as group leaders and had asked the sub-groups to submit their views. These
sub-groups had given their opinion to the meeting on 5th April 2018
after discussion independently in their respective groups overnight.
On the basis of the discussions, the approach of NFCAA on Cadre
Review was adopted by the meeting. It
was further decided that, the decisions taken by the meeting
shall also be placed before the ensuing meeting of COC of Civil Accounts and
finally a consensus approach shall be taken from that meeting.
The meeting had also adopted a resolution urging up on the
Government of India that, since no cadre review of the Group B &C cadres was
there within last 42 years, the 6th Cadre Review of ICAS Cadres of
Civil Accounts Organization may not be done before the 1st Cadre
Review of the Group B&C Cadres of Civil Accounts Organization is completed.
On the basis of the decisions taken in the meeting, the approach
of the NFCAA was placed in the consecutive meetings of COC of Civil Accounts
Employees and Officers Associations held on 5th April 2018 in Mumbai
and on 9th April 2018 in Delhi. This meetings had agreed the line of
NFCCA and it has been decided to move unitedly.
Vide Circular No:- 5 dated 22.04.2018 the synopsis of the
proposals for Cadre Review submitted to the Internal Cadre Review Committee of the office of the Controller General of
Accounts on 20th April 2018 jointly by the All India Civil Accounts
Employees Association and All India Civil Accounts Employees Association
Category – II has been circulated.
2. United movement under COC:-
The meeting decided that, since the achievements on various
issues like restoration of departmental examination system, formation of
Internal Cadre Review Committee and re-recognition AIAPAO (Civil) etc. so far
could be made due to joint struggle of AICAEA, AICAEA Category-II and AIAPAO (Civil)
under the banner of COC of Civil Accounts Employees & Officers Association,
the effort of joint movement shall continue in future also.
3. Settlement of Departmental Demands:-
It is nearly a year, the present Controller General of Accounts
has taken over the charge as Controller General of Accounts, but All India
Civil Accounts Employees Association has not so far been granted any formal
meeting due to which the issues of Civil Accounts Employees are moving directionless
and different officers of the office of the Controller General of Accounts are
totally mishandling the demands of Civil Accounts Employees. Further, the
meeting held at the level of joint Controller General of Accounts on 9th
June 2017 has inflicted more damage to the issues.
In view of the above situations, the meeting deplored the
attitude of the Civil Accounts authorities towards a recognized Association and
decided that, a formal meeting shall be sought with the Controller General of
Accounts immediately and the meeting shall not be attended if it is charred by
any of the officers below the level of Addl. Controller General of Accounts.
The All India Civil Accounts Employees Association shall therefore, write a
letter to Controller General of Accounts along with the list of the demands
immediately.
4.
Enhancement of Membership:-
The meeting observed that, confidence of Employees on All India
Civil Accounts Employees Association and All India Civil Accounts Employees
Association Category –II is increasing and thereby the strength of membership
is also increasing. However, there is not point to become complacent and effort
should continue to reach the target of enrolment of cent percent employees as
members of the Association. The organization could be strongest and resort to
hard bargain when totality of employees shall be its members.
Since after introduction of electronic method of remittance of
membership subscription to Bank Account of the Associations majority of DDOs
are not sending detailed informations of the remittances made to the Bank
Account to Central Headquarters of the Associations, the Central Headquarters
of the Associations are finding it extremely difficult to earmark the DDOs from
which the subscription have been received. Moreover, this situation is leading
to the problem of segregating the share of Branches and Units. In view of this
the meeting directed the Branches to:-
1.
Discuss the problem with the Unit
Secretaries of their respective Branches.
2.
Meet the DDOs and request them to
send the detailed information to the Central Headquarters of the Associations
with endorsement of its copies to the Branches.
3.
Take all other measurers
considered necessary for increasing the membership and streamlining the process
of remittance of membership subscription.
5.
Recognition of AICAEACAT II:-
The meeting of the Federal Executives reviewed the status of the
issue of recognition of All India Civil Accounts Employees Association Category
II. It was reported in the meeting that, as per verification report available
with Association, nearly 20% AAOs from all over the country are the members of
the Association and due for recognition under the CCS (RSA) Rules, 1993 and
this fact was confirmed from an RTI reply given by the Office of CGA to one of the
ex-employees of Kolkata.
But some of the officers of CGA Office being in connivance with
the adversaries to AICAEA CAT II and against the unity of officers and employees
sought the interventions of those adversaries illegally by trespassing the
informations on the verification of membership of AICAEACATII. Moreover, under
the dictate of the said adversaries, the CGA office had manipulated the membership
verification report of the AICAEA CATII to bring its membership below 15% of
the AAOs on roll. In this process the office of CGA has generated three
membership verification reports from a single verification. It had also revised
the membership figures in respect of some Ministries/ Departments and adopted
the figures dictated by the adversaries to AICAEA CAT II. Not only this, the CGA office instead of
taking any action on the request letter AICAEA CAT II for granting recognition,
directed the nodal authorities to send fresh reports of membership verification
secretly without any information to AICAEA CAT II so that a fresh record could
be created with more reduced strength of membership AICAEA CAT II. More surprisingly,
the CGA office desperately ignored the verification reports sent by some of the
Nodal authorities where AICAEA CAT II has paid members.
The meeting of the
federal executives therefore, condemned the attitude of the office of CGA and
directed the Secretary General of AICAEA CAT II to write to CGA by enclosing
all relevant documents and seek his intervention.
6.
Foreign Service of Secretary General:-
So far as the issue of putting Secretary General of All India
Civil Accounts Employees Association to Foreign Service once again, the meeting
after deliberation has directed the Federal Executives stationed in Delhi to
take the stock of the situation and appraise the Federal Executives for taking
further steps.
7.
Units/Branch Conferences and Branch Level Women Convention:-
Branches of both All India Civil Accounts Employees Association
and All India Civil Accounts Employees Association Category-II have been
directed by the meeting to ensure revitalization of the organization by
conducting the Branches conferences, if due. The meeting also directed the
Branches and Units of All India Civil Accounts Employees Association to
complete the Unit Conferences if due so that Units are revived and reactivated.
8.
7th Federal Council Meeting:-
The 7th Federal Council meeting of NFCAA being due in
the third quarter of 2018, it has been decided that, Karnataka Branches should
host the council meeting. Com. S.M. Prasanna Kumar, Asstt. Secretary General, AICAEA,
Com. V. Bhattacharjee, Secretary General, NFCAA and Com. Amol V. Sule,
Secretary General, AICAEA Cat-II shall do the needful in this regard.
9.
Pendency of issues of staff at different levels:-
It was observed by the meeting that, there was an overall improvement
in the problems of staffs during the recent past. There is a radical charge on
the approach of some of the Departmental heads towards the issues of the
employees.
The issue of discrimination in granting promotion to MTS and
particularly to one of the MTS of PAO, Commerce, Mumbai who has been denied his
legitimate benefit of seniority by the CGA office was discussed elaborately by
the meeting. The initiative taken by the
Chief Controller of Accounts, Ministry of
Commerce to resolve the problem was appreciated by each every members present in the meeting. But the role
played by the office of CGA and the manner in which the favoritism practiced by
it was condemned by the meeting. In view of the situation developed, it has
been decided that the All India Civil Accounts Employees Association, Mumbai
Branch would explore the feasibility of taking legal course of action in this
matter and Central Headquarters of All India Civil Accounts Employees
Association shall write a letter to CGA on this on behalf of the Federal Executive
meeting.
The meeting thereafter directed all Branches and Units to send
the sectional issues to Federation Headquarters for their persuasion according
to the necessarily.

RESOLUTION ON CADRE REVIEW
ADOPTED IN EXTENDED FEDERAL EXECUTIVE MEETING HELD IN MUMBAI ON 4TH
AND 5TH APRIL 2018
This meeting of the
National Federation of Civil Accounts Associations represented by the All India
Civil Accounts Employees Association and the All India Civil Accounts Employees
Association Category II being held in Mumbai on 4th & 5th
April, 2018 discussed the issue of Cadre Review of the Group B & C Civil
Accounts Employees vis-Ã -vis the Cadre Review of ICAS (Group-A) cadres.
The meeting noted
that, as per DOP&T OM No. 2/4/87PP dated 23rd November 1987
circulated vide D.O.12.11019/16/2016-CRD dated 20th December, 2016,
Cadre Review of Group B, C & D cadres should be undertaken after every five
years by the cadre controlling authority.
Against point No. 17 of the “POINTS TO BE
FOLLOWED BY THE CADRE CONTROLLING AUTHORITIES WHILE FORMULATING PROPOSALS FOR
CADRE REVIEW OF GROUP ‘A’ SERVICES” the DOP&T has stated the following:-
“While forwarding the cadre review proposals of Group ‘A’
Services, it may be ensured that cadre review of feeder posts from Group ‘B’,
‘C’ and ‘D’ be completed beforehand, so as to reflect the impact of the same on
the induction into Group ‘A’ Services, whenever the same is envisaged in the
Statutory Rules.”
But even after lapse of forty two years from the date of
formation of the Civil Accounts organization, the Civil Accounts authorities
had never undertaken any cadre review of the Group B, C & D officers and
employees of Civil Accounts Organization while the 5th(fifth) Cadre
Review of the ICAS cadres(Group-A) was done and implemented in March, 2015 by
the same Civil Accounts authorities and it is only after persistent agitations
by the Organsiations of Group B & C Officers and employees under the
umbrella organization of Co-ordination Committee of Civil Accounts Employees
and Officers Associations for nearly two long years, the Civil Accounts
authorities have now constituted an internal Cadre Review Committee on 15th
January 2018. But this committee has not
so far taken any substantial step to process the cadre review proposal for
Group B & C Officers and Employees in an expeditious manner.
The meeting also noted that, ignoring the guidelines of the
DOP&T, the Office of the Controller General of Accounts has decided to
undertake 6th (sixth) Cadre Review of
the ICAS cadre (Group-A) and directed the Ministries/Departments vide O.Ms. No.
A.11016 (1)/Gr.A/CGA/Cdr. Rev.VI/2018/454 dated 09-02-2018 and No. A.11016 (1)/Gr.A/CGA/Cdr. Rev.VI/2018/1006
dated 26-03-2018 to submit the proposals within 15th April 2018.
Above discussed
actions on the part of Controller General of Accounts being totally against the
interest of the Group B & C Officers and Employees of Civil Accounts
organization, the meeting records its strongest protest and urges upon the
Government of India to kindly intervene and provide justice to the Group B
& C officers and employees of Civil Accounts organization by directing the
Controller General of Accounts to complete the 1st (first) Cadre
Review of the Group B &C cadres before recommending for 6th
Cadre Review of ICAS (Group-A) cadres to the
Government of India .
The meeting
resolves to forward the Resolution to the Secretary, DOP&T, New Delhi and
the Secretary, Department of Expenditure, New Delhi and endorse its copies to
the Controller General of Accounts and all others concerned.

PROPOSALS FOR FIRST CADRE REVIEW OF THE GROUP-B & C CADRES
SUBMITTED JOINTLY
As
per the decision of the extended federal Executive meeting held in Mumbai on 4th
and 5th April 2018, the proposals for first cadre review of the
Group-B & C cadres (from the level of Assistant Accounts officers to
Multitasking Staff) have been submitted jointly by the All India Civil Accounts
Employees Association and the All India Civil Accounts Employees Association
Category II on 20th April 2018 to the Chairman, Internal Cadre
Review Committee, office of the CGA new
Delhi. Five days delay from the targeted
date was held on account of non-functioning of internet facility at the office
of the Federation headquarters. Proposal document being a voluminous one
containing more than 30 pages, the synopsis of the approach taken and improvements sought in the cadre structures
of various grades are annexed to this
circular for the information of our members.
The
All India Association of Pay and Accounts Officers (Civil) has submitted the
cadre review proposals for Accounts officer and Senior Accounts Officers on 14th
April 2018 to the Controller General of Accounts.
The
basic approach of taken by the National Federation of Civil Accounts
Associations (NFCAA) and All India Association of Pay and Accounts Officers
(Civil) being one and the same, the spirit of unity among three associations prevails.
Therefore, persuasion of the demand of early settlement of Cadre Review and
other common issues shall continue from the platform of Co-ordination Committee
of Civil Accounts Employees and Officers Associations.
Other
decisions taken by the extended federal executive meeting shall be informed
through another circular.

HIGHLIGHTS OF THE CADRE REVIEW PROPOSAL
SUBMITTED JOINTLY BY

(The proposals cover all cadres from the level of MTS to AAOs)
·
Objective of
formation of “Departmentalized Accounting Wings” now called as “Civil Accounts Organization”
has been achieved but the elevated status of Group B & C cadres ought to be
there being a far cry yet - need to be resolved.
·
In last forty two
years there is more than 62.5% growth of ICAS cadres and the Group C & D (now
MTS) suffered negative growth to the extent of 20% which caused serious
imbalance of hierarchical pyramid of the Civil Accounts Organization - needs to
be brought in order.
·
In spite of
computerization and automation, need for manpower requirements in the lower
formations of the organization continued to rise as a natural course due to
increase in workload as a result of expansion of Ministries/Departments,
introduction of various new schemes and plans with target of making the Digital
India a success, at least 25% additional posts in Group B and C cadres may be
created.
·
Long pending demand
of the Associations on the basis of the scientifically established justification
of equal status and pay scales to Group B and C Employees on par with Central
Secretariat cadres disturbed repeatedly and denied of late may be restored.
·
Each and every
Group B and C personnel from entry level should be made entitled to at least five
promotions in the entire service career.
·
In the changed scenario
of working condition and responsibilities of the employees, the posts may be
upgraded.
·
Concepts of one
work one salary, one post one salary and equal pay for equal work may be made
the criteria for devising the pay structures in the cadre review process and
multiple posts and cadres performing same nature of work may be merged/upgraded
to the main functional posts and converted into a single cadre.
·
In order to give minimum
relief to the officers and employees from the existing condition of stagnation
in same post from the date of appointment and absolute blockage from career
advancements, 33.33% posts in all grades may be made promotional posts from
lower grades.
·
There should not be
more than ten years residency in one post/scale.
·
Following structure
of cadres for civil accounts organization (CCAS) should be there.
