West Bengal Branches of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category ii had organised the 5th Blood Donation camp commemorating the 5th death anniversary of Com.Ajay Bhowmick on 20th November 2012

Sixty Comrades (including three lady Comrades) voluntarily donated their blood . In addition six Comrades also pledged donation of their mortal beings after death. The programme was inaugurated by Comrade Basudev Roy Choudhury.   

DISCUSSION WITH C. G. A.

           

            Com. V. Bhattacharjee, Secretary General along with Com. A. K. Mehta, President, AICAEA, Cat-II had met Shri Jawhar Thakur, CGA on 24^th January 2013. The meeting lasted for more than an hour. Brief resume of the discussion held between the representatives of the Associations and the CGA is as below -

1.         PAY CUT AGAINST PARTICIPATION IN STRIKE ON COMMON DEMANDS:-

            Representatives of the Associations pointed out that on common demands, the working class of the country, under the leadership of all majo0r trade Central Unions and Independent Federations, had resorted to a day’s strike on 28^th February 2012. Again at the call of the Confederation of Central Government Employees & Workers, nearly 12 lakhs Central Government Employees of the Country had resorted to a day’s strike on 12^th December 2012 demanding setting up of 7^th Pay Commission, Merger of 50% DA with pay, stoppage of outsourcing/ contracterisation of Government functions and Scrapping of PFRDA Bill etc. The Associations Civil Accounts Employees being the part of the working class of the country and affiliates of the Confederation of Central Government Employees and Workers endorsed the calls for strike and the members of the Associations participated in both the strike actions. Against none of these strikes, Government of India has asked the employers concerned to take any punitive action and not even deduct the pay for the strike day’s. But, Controller of Accounts, CBDT, Mumbai has ordered for deduction of pay of the Civil Accounts Employees working under his control. Such an isolated action of one of the officers of the Civil Accounts organization is highly disappointing and it would put a deep dent in the existing cordial relation between the employees’ organizations and the Civil Accounts authorities. Therefore, CGA may kindly do the needful in this respect.

            CGA immediately responded positively and telephonically advised the CA, CBDT, Mumbai not take any step for deduction of salary of the employees in isolation when no instruction of the Government in this respect is there and no authorities have so far taken any action against their employees.

2.         PROMOTION OF SENIOR ACCOUNTANTS AS AAO STRICTLY ON SENIORITY BASIS:-

            Representatives of the Associations stated that in the seniority list of Senior Accountants published in the website of CGA for the purpose of promotion as AAO under 10% promotional quota, names of many senior persons have been left out and in case the orders for promotions are issued on the basis of the existing list, they shall not get the promotion as many of them shall retire shortly. Therefore, all Heads of the Departments of Civil Accounts Organization may please be requested by CGA office to furnish the details within ten days and after updating the Seniority list of Senior Accountants, promotion orders may be issued. Staff Side also requested CGA that as per the demand of the Association, raising the quota for promotion to 30% of AAOs and removal of the condition of 53 years of age as eligibility for promotion may also be brought in to effect.

            CGA agreed to the proposal of updating of the seniority list before the promotion orders are issued and instructed his office to issue letters to the authorities concerned immediately. He asked the Association also to send the list of the persons whose names have not been appeared in the seniority list published by CGA office.  CGA further stated that, more than 240 persons are likely to be promoted in one stroke and it would be done at the earliest. In respect of other issues, i. e. raising the quota for promotion to 30% of AAOs and removal of the condition of 53 years of age as eligibility for promotion, CGA told that those would be considered in a later date and only after holding discussion with the Association in the formal meeting.

3.         LEGITIMATE BENEFITS TO PS AND SR. PS:-

            Representatives of the Associations requested CGA to give equal treatment to the officers and employees working in Civil Accounts HQ i. e. CGA office and grant headquarters allowance to Ps & Sr. PS working in CGA office. Staff side also requested CGA to provide justified pay scales to stenographers/Ps/Sr. Ps  in Court of Law.

             CGA assured that both the requests shall be examined and considered favorably.

4.         FORMAL MEETING WITH NATIONAL EXECUTIVES OF THE ASSOCIATIONS:-

            Representatives of the Associations requested CGA to convene formal meeting with the National Executives of the Associations.

                                      

            CGA asked the representatives of the Associations to submit the items of agenda. He also assured that, he would convene the meeting soon after the agenda for the meeting is submitted to him.

5.         GRANT OF RECOGNITION TO AICAEA CAT-II

            Representatives of the Associations also requested CGA to grant Recognition to AICAEA Cat-II without further delay.

            CGA agreed to examine the proposal of the Association representatives favorably.

6.         RENOVATION OF CENTRAL OFFICE OF THE ASSOCIATION:-

            Representatives of the Associations brought it to the notice of CGA that, despite two reminders to CCA (Supply), New Delhi by CGA authorities, the CCA (Supply) has neither discussed the matter with the Association representatives nor initiated any action for renovation of the Central Office of the Association.

            CGA assured to look into this grievance of the Association at the earliest.

7.         CPSMS

            CGA of his own informed that very large amount or work in connection with CPSMS has come in the Civil Accounts Organization and authorities are pursuing the Government for creation of adequate number posts required for handling the work. However, the Association is expected to co-operate with the authorities in disposing works connected with CPSMS.

            Representatives of the Associations assured that full co-ordination shall be extended in this respect.

8.            TRANSFER POLICY

            CGA also stated that, he intends to bring suitable amendments in the transfer policy in consultation with the Association and Association may give its proposal in this respect. Moreover, the CGA office shall always try to ensure that Group C Employees are not dislocated from one station to another station on promotion.

            Representatives of the Associations thanked CGA for such a positive approach and proposed that the item may be discussed in the formal meeting.

Representatives of the Associations left the office of CGA after offering him thanks.

Subject: Filling up of vacant Posts.

Sir,

          I have been directed to convey you the serious grievances of the members of staff caused by the indifferent attitude of the authority towards long pending demands of filling the vacant posts. Though there is no reason to believe any reduction of work load since inception of this organization, sanctioned strength has been reduced arbitrarily. Further the reduced sanctioned strength is also remain unutilized as a huge number of such posts are kept vacant. One third of such sanctioned strength in the cadre of Accountant/Sr. Accountant is vacant, more than half of total MTS posts are vacant. Similar situation exists in LDC cadre.

          Such a huge no. of vacancy is not only standing in the way of introduction of new system of work, it will gradually affect the regular and routine functioning of the offices. Work like bill passing, Sending of Accounts, Pension Revisions etc., has been efficiently performed by the working employees for a long time. But persistant indifference of the authority is demoralizing the members. This may result in uncalled for and un-intentional disruption of the sincere performance of the employees.

          Under these circumstances, I would request you kindly to intervene with a view to filling at least the existing sanctioned posts.

          Pertinent to mention, Controller General of Accounts in an informal meeting with the apex held on 04/09/2012 conveyed that all the field offices has been asked to place its indent directly to the Regional Offices of Staff Selection Commission under intimation to CGA office. It is believed that such action coupled with your endeavor will definitely yield result.

Subject: Request for grant of Honorarium to the staff and officers working in different Pay and Accounts Offices of CBEC.

Sir,

          The Central Board of Excise and Customs and Commissionerates functioning under it have undergone huge expansion. The quantum of revenue earnings by the Central Board of Excise and Customs all together have also increased to a great extent. But to Commensurate the increased work load in accounting side, Government of India has not expended the strength of the officers & Employees of Accounting setup of CBEC. Rather this setup is facing acute problem of shrinkage due to retirements, resignation and non-recruitment etc.

          Considering the above conditions and appreciating the services of employees and officers, you have been kindly recognizing the sacrifices of the employees and officers by granting a token amount as honorarium to them without any discrimination every year.

          But this year, you have granted honorarium to a section of the employees of Delhi alone. This development has generated wide spread disappointment among the employees and officers. In support of this claim of ours, I am enclosing a few copies of resolutions adopted by our members working in PAOs of Trichy, Revenue Kolkata, Kolkata-I, Kolkata-II, Kolkata-III, Salem, Coimbatore, Customs Cochin, Central Excise Cochin, Chennai, Calicut and Shillong urging upon you to kindly grant honorarium to all staff members without any discrimination.

          Therefore, in continuation my verbal request to your kind self in your chamber in this respect on 12/11/2012, I request you once again to kindly grant honorarium to entirety of staff and officers of Civil Accounts setup of CBEC without any discrimination so that they are not demoralized and suffer from the feelings of discrimination.

          This Association shall be highly thankful to you, if you kindly take an early favorable decision in this regard.

Condolence Resolution

passed by the Co-ordination Committee of Central Government Employees and Workers; Delhi State 

on 31st December 2012 

The Central Government Employees of Delhi State gathered today the 31^st December 2012 in front of the GPO, New Delhi at 2.30 p.m. under the banner of Co-Ordination Committee of Central Government Employees & Workers’ Delhi State offer their deepest condolence to the bereaved family of 23 years old rape victim died on 29^th December 2012 in Singapore. This gathering also mourns the death of all other known and unknown rape victims.

This condolence meeting demands legislation of stringent laws on the crime against women and also fast track and rigorous punishments to the persons convicted against rape and other crime against women.

Resolved to forward this resolution to all concerned.

            It may be brought to your kind information that, the women employees working in Central Government Departments also confront different forms of Sexual harassments while performing their duties and the rule enforcing authorities seldom implement the instructions of the government to protect the women workers from sexual harassments in work place.   As such, majority of the victims do not get justice and they are compelled to work in an atmosphere of humiliation and insult. We therefore, request you to kindly take appropriate measures to ensure that the women workers in the Central Government offices are able to work in an atmosphere free from humiliation and they get justice against the harassments they face.

CONGRATULATIONS

One day strike on 12^TH December 2012 in support of the 15point Charter of Demand of Confederation had been responded by the members enthusiastically.

According to the reports received at the Federation Headquarters, strike was held in the Branches of North East, West Bengal, Andhra Pradesh, Tamilnadu, Kerala,  Mumbai, Southend (Delhi), Gujrat, Rajasthan, Karnataka, Nagpur, Pune, Nashik, Meerut and Kanpur.  The Strike was total in  entire North East, West Bengal, Andhra Pradesh, Tamilnadu, Kerala, Southend (Delhi) and Mumbai and beyond 80% in Gujrat, Rajasthan, Karnataka, Nagpur, Pune, Nashik, Meerut and Kanpur.  Rajasthan Branch has participated in the Strike for the first time in the history of movement of Civil Accounts Employees. Unlike previous strike of 28^th February 2012, large number of Civil Accounts Employees of Branches of Delhi and West Delhi also participated in the Strike. In some of the Units the strike was cent percent.

The percentage of participation in Civil Accounts Employees has placed it in the third position among the affiliates of Confederation.  

The Strike therefore, was a grand success in the Civil Accounts Organization and we congratulate all the members and leaders of Civil Accounts Organization for making the struggle a grand success.

The secret behind the success of the strike was the relentless effort of the federal executive members, Branch and Unit Secretaries. They had extended their fullest cooperation and support to the Federation headquarters. Almost all Federal Executive members visited the stations they had been assigned and took all pains to explain the issues to the grass root level members. Leaders of the Branches and Units responded to the requests of Federation Headquarters and did their best to build up unity at the lowest level and made the strike a success.

The Federation headquarters therefore, offers its sincere thanks to all leaders and members who have made the strike a grand success.

PREPARATION FOR STRIKE ON 12-12-2012

IN CIVIL ACCOUNTS ORGANISATION IS VERY GOOD.

ALMOST ALL LEADERS OF NATIONAL FEDERATION OF CIVIL ACCOUNTS ASSOCIATIONS (N.F.C.A.A.) VISITED THE STATIONS ASSIGNED TO THEM

ACCORDING TO THEIR REPORTS MEMBERS HAVE RESPONDED POSITIVELY AND EXHIBITED ENTHUSIASM 

ON 4^TH December 2012, Shri  S.P.Singh, Dy. CGA had invited us for a discussion. Com.V.Bhattacharjee, Secretary General, Com. S. Bandyopadhyay, Finance Secretary and Com. A. K. Mehta, President, AICAEA CATII attended and participated in the discussion.

Initiating the discussion, Dy. CGA informed that CGA has directed him to discuss with us about our decision of resorting to strike on 12^th December 2012.  He further stated that the authorities are sympathetic towards the demands of the NFCAA and considering them favorably.

We clarified that the call of the strike has been given by the Confederation of Central Government employees and workers’ in support of the 15 Point Charter Of  Demands which are  common demands of the Central Government Employees. The NFCAA i.e. AICAEA and AICAEA CATII being the affiliates of the Confederation has endorsed the call of strike and the members of NFCAA shall participate in the Strike.  We have also pleaded that since the demands embraces totality of the officers and employees of Central Government departments, no employee should be panelized in isolation by the departmental authorities.

Dy. CGA assured that the outcome of the discussions shall be conveyed to CGA and the authorities would be not vindictive towards the employees.

It is very unfortunate that a section of the lower level officers of CGA office have shown over enthusiasm and issued an order on 3^rd December against the strike notice served by us.  They had no patience of waiting till the Dy. CGA discusses the matter with us.

Though their action is a self inflicting damage, but we should ignore it and go ahead.
