Subject:- Request for convening meeting with the National Executives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category – II.

Sir,

            A meeting between the official side of CGA office and the National Executive members of the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II was held on 17th July 2014. But, it is more than six months majority of the issues discussed in that meeting have not yet been settled. Moreover, a few items have been recorded as closed by the official side unilaterally while issuing the minutes of the meeting.

            The apex level policy formulating forum of both the Associations undertook a thorough review of the items discussed in the above referred meeting and thereafter, directed me to request you to convene a meeting with the representatives of the Associations atleast within the last week of February 2015 for review of the status of the items discussed in earlier meeting and discussion of fresh items and their settlement too.

            As some of the items discussed earlier have undergone change due to change in the situations, the issues we propose to discuss in the meeting are being submitted shortly.

            I have been directed to invite your kind attention on our earlier correspondances relating to settlement of 20 Point Charter of Demands concerning with the Civil Accounts Employees working under the setup of Pr. CCA, CBEC and state that, when a delegation of this Association comprising Shri V. Bhattacharjee, Secretary General, Shri N.K. Sharma, Finance Secretary and Shri S.C. Bamrara, Asstt. Secretary General had met the CCA, CBEC on 15th January 2015 in her chamber in presence of other officers and unit President of AICAEA, CBEC Unit, Delhi and requested her to settle the long pending issues, she had kindly asked this Association to make a fresh request to your good-self for convening meeting with the representatives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II.

            Therefore, I request you to convene the meeting at your earliest convenience and intimate us the date atleast a fortnight ahead so that our National Executive Members from other stations are also able to take part in the meeting.

Subject:- Injustice to newly recruited Accountant in respect of 1st increment of service life – Request for redressal regarding.

Sir,

            I am directed to draw your kind attention to the fact that the newly recruited Accountants are allowed 1st increment of his service career from 1st day of July in any year that comes after passing of his departmental confirmatory Examination though they may otherwise eligible for such increment on the 1st day of July of the previous year. As illustration it can be said that if an Accountant joins in November – 2013, the present systems of examination etc. makes him eligible to sit for Departmental Confirmatory Examination only in the beginning of the year of 2014. This results his increment w.e.f. 1st July 2014 i.e. after 17/18 month from his date of joining service. This is grossly against sprit of all ideas related to such Confirmatory Examination and highly demoralizing.

            Under such circumstances, I would request you to issue orders to effect the increment retrospectively i.e. from the 1st day of July that comes immediately after joining of six month of a newly recruited Accountant who qualified the Department Confirmatory Examination.

Subject:- Clarification with regard to 2nd ACP to Senior Accountants of CCAS cadre appointed as Accountant on the basis of Limited Departmental Competitive Examination.

Ref:- O.M. No. A-11019/25/05/MF.CGA (A)/NGE/AICAEA-HQ/289 dated 27.10.2014 issued by the office of CGA.

Sir,

            I have been directed to refer to the above and  draw your kind attention to the following few lines in the matter of grant of IInd financial  upgradation under ACPs to those who were appointed as Junior Accountants on the basis of the results of Departmental Competitive Examination conducted by the SSC during the years 1981 & 1982-
1.      The candidates who had qualified the Departmental Competitive Examination for the posts of Junior Accountants conducted by the Staff Selection Commission during the year 1981 & 1982 against direct recruitment quota of different departments of Civil Accounts Organization are required to be equated with the Junior Accountants who were directly recruited through the examination conducted by the Staff Selection Commission for recruitment to the post of Junior Accountant as the standard and method of both the examinations were similar at that point of time.
2.      Clarification No. 8 of the DOPT O.M. No. 35034/1/97/Estt. (D) Vol-IV dated 10th February 2000 states that, if relevant Recruitment Rules provide for filling up of vacancies by direct recruitment, induction of a person from lower grade in the next grade through Limited Departmental Competitive examination may be treated as direct recruitment for the purpose of ACPs.  In such cases, service rendered in a lower pay scale shall not be counted for the purpose of benefit under ACPs. Not only this, the said order nowhere states that the benefit under ACPs shall be limited to those incumbents only where there is a change of their cadre/service.
3.      The CCAs (Group – C) Recruitment Rules provides for filling up of vacancies in the grade of Accountant through direct recruitment and it fulfills the requirements stated in the clarification No. 8 of the DOPT O.M. No. 35034/1/97/Estt. (D) Vol – IV dated 10th February 2000.
4.      The scheme of granting ACP was introduced in the year 1998-1999, whereas the officials who have qualified the departmental competitive examination prior to the issuance of the DOPT orders should in no way be deprived of this benefit. In fact, the clarification was specifically meant for such officials only.
5.      The benefit of the scheme has already been implemented in CGA’s organizations itself. Examples are as below:-
i)        CBEC: - Pr. CCA, CBEC, New Delhi vide order No. Admn.1 (17) 9/ACP Scheme/770 office order No. 164 dated 14.08.2007 granted IInd financial upgradation with effect from 01.04.2007 to Shri A.J. Kulkarni (PAO, CEX, Pune). He had qualified the departmental competitive examination conducted by the SSC in the year 1981.
ii)      CBDT: - Pr. CBDT, New Delhi office order No. Admn.ii/5-23/ACP/Sr.Acctt/2005-06/486 dated 16/23.03.2007 granted IInd financial upgradation with effect from 06/08.07.2007 to Shri S.N. Kaulgud, ZAO, CBDT, Pune. He had qualified the departmental competitive examination conducted by the SSC in the year 1982. Incidentally, it may be placed for your information and record that Shri S.N. Kaulgud of PAO, CBDT (Roll No – 018 rank No.-11) was granted 2nd ACP but Shri Subhash Chander Bamrara (Roll No. 010 rank No.-6) at present working under CCA, Ministry of External Affairs, New Delhi has been deprived of the same benefit while both of them had qualified the same examination in the year 1982.
iii)    Min. Home Affairs: - Though there is no specific example readily available with us, but many employees of Ministry of Home Affairs were also extended the said benefit by the then Heads of The Departments.
Decisions by all the heads of the Departments had been taken with the concurrence of the Controller General of Account. There may be many others who might have been accorded the benefit of 2nd ACP and as on record only a handful of employees have been kept out of the benefit at present.
            Therefore, on behalf of this Association, I seek your personal intervention into the matter and requests you to kindly take a favorable decision of extending the benefit to the left out and deprived section of employees as a onetime measure so that they could be able to get rid of the feelings of discrimination they have been suffering from due to non-receipt of their legitimately due benefit on par with their batch mates.
            For a kind and early favourable decision of yours, this Association shall be highly thankful to you.

AP BRANCHES  ORGANISED LUNCH HOUR DEMONSTRATION  ON 9th January, 2015 in front of  RPAO, National highways, Hyderabad, demanding transparancy  in transfer policy by the office of the CGA.  A resolution has been adopted and forwarded to the CGA and to others.  The demonstration is the reflection of the anger among the members against the non seriousness of the officers in implementing the policy in its true spirit.

                By the time you receive this Circular, we shall be just in front of the doorsteps of the New Year 2015. Therefore, on behalf of National Federation of Civil Accounts Associations, I wish you all a very happy and prosperous new year 2015. Let us make entry to the New Year with the vow to move ahead through the path of struggle and achieve our long pending demands.
UNITED ACTION DAY WAS A GRAND SUCCESS
                We congratulate all those members and Branch who observed the “United Action Day On 18th December, 2014” by wearing Black Badges and Holding demonstration in front of the Pr. Accounts office and PAOs of CBEC. The programme was a grand success as the members of entire country including the office of Pr. CCA, CBEC, New Delhi had participated in it ignoring the threatening of the authorities. A detailed report on the success of this programme shall be circulated separately. If the authorities do not respond, next course of action to be taken shall also be informed through next communication.
FORMATION OF ALL INDIA CIVIL ACCOUNTS PENSIONERS ASSOCIATION
                The issue of formation of “All India Civil Accounts Pensioners Association” was discussed several occasions in the Federal Executives/Extended Federal Executive/Federal Council meeting after a decision in this respect was taken in the joint All India Conferences of All India Civil Accounts Employees Association and All India Conferences of All India Civil Accounts Employees Association Cat-II held in Kolkata in July, 2012.
                As per decision of the said conferences, the Civil Accounts Pensioners of Tamilnadu and Kerala have formed state level pensioners Associations of Civil Accounts. However, the Pensioners of other stations had raised some doubts about the matter and asked Secretary General to discuss with Com. S.K. Vyas, Secretary General, National Co-ordination Committee of Pensioners Association (NFCAA).
                Accordingly, Com. S.K. Vyas was discussed by Secretary General on 24th November, 2014. He has requested NFCAA to take necessary steps to form of All India Civil Accounts Pensioners Association. In this respect, the letter received from the NPCCA dated 01.12.2014 is annexed to this circular for your information.
                All the Branches are requested to pursue the Pensioners of their station/state to form the Pensioners Association. The Branches are requested to arrange meetings of the pensioners and form the conveners committee. Once the conveners committees are formed at majority of the station, steps for formation of National level Pensioners Association shall be taken.

Dear Comrade,

In continuation of our discussion on 24.11.2014 I may state that you may kindly take steps to organize pensioners from your Department to form an All India Civil Accounts Pensioners Associations. The NFPE has already taken steps to form an All India Postal Pensioners Association. Only when Department wise Pensioners Associations are formed, all those who retire / or already retired would be motivated to join the pensioners Associations of the respective Departments. The composite Central Government Pensioners Associations which are already there have not been able to motivate all pensioners to join them and therefore it has been decided to form Department wise such Associations.

Hope you would take necessary measures by contacting recently retired activists of your Association in different stations to contact all retirees from the Department and form local Associations which may be affiliated to the All India Civil Accounts Pensioners Association.
To start with you may convene a meeting of recently retired activists of your Association and elect one to function as Convener of All India Civil Accounts Pensioners Association.
These activists / retirees in turn would contact civil Accounts retirees of their stations / Districts / State to form the unit Associations. Such Associations when formed would be affiliated to the All India Civil Accounts Pensioners Association.
If some such retirees are already members of local Central Government Pensioners Association, they may be ask to continue their membership of that Association and also join the Civil Accounts Pensioners Association of the respective station / District / State.
Hope you will initiate action on the above lines in days to come.
