Dear Comrades,

 

            Hopefully, you have received the Accounts Crusader of June 2010 wherein the major decisions of the 4th Federal Council Meeting held at Shillong on 11th & 12th June 2010 was conveyed. Further, the charter of Demands adopted in the said Federal Council meeting was also placed in the said crusader as well as in website – nfcaahqnd. Blogspot. com.

 

            A delegation comprising Com. A. K. Mehta, Vice President, AICAEA, Com. V. Bhattacharjee, Secretary General, Com. S. Bandyapadhyay, Finance Secretary, Com. (Mrs.) Kalpana Dutta, Convener, Women Committee and Com. M. B. Singh, Asstt. Secretary General, AICAEA had met Shri M. Shridharan , Jt. CGA on 30th June 2010. 

 

The delegation had raised objections against the recent orders issued by the authority in respect of the posting and transfers of the persons passed AAO© examination and those who have been promoted as AO from AAO. The delegation pointed out that the transfer orders are being issued without any norm and the authorities are not even maintaining minimum transparency in issuing the orders. Moreover, the CGA office is neither following the instructions of DOPT nor the provisions of the transfer policy adopted and announced by the CGA Office itself. The delegation stated in clear terms that the transfer policy is with full of flaws and authorities have been using it as a tool for harassment to the employees. Further, certain vested interest have been fulfilling their personal objectives by  taking advantage of all these situations, The delegation had cited some specific examples from which it was clear that -  many paras of the O.M. issued by CGA office on 14th May 2008 on transfer policy is not being  followed by CGA office itself.. Preferences for posting to convenient stations given by the individuals as per provision of the O.M. was ignored and ordered for posting in another station. Representations of the candidates where they themselves or their dependents suffering from epilepsy, asthma and cardiac problems etc were also ignored completely and they have been ordered for posting in Islands in the Indian Ocean  even. The delegation had mentioned that, such inhuman decisions have brought miseries for many. Recently one of the AAOs who was suffering form heart disease was forcefully posted outstation has expired on the Railway platform. Finally Jt. CGA assured that, the cases pointed out shall be reviewed by him personally.

 

The Delegation also demanded that, official meeting between CGA and national Executives of the AICAEA and AICAEA CAT II may be arranged at the earliest.

 

It was demanded by the delegation that the proposals of the Association on the issues like grant of honorarium for checking of Pay fixation cases and revised pension cases and revision of the rate of qualification pay etc are since lying pending with CGA office for nearly one year, orders may be issued with out further delay.

 

Delegation was surprised to learn from Jt. CGA that, letters of the Association on the above issues and even the Government orders relating to formation of departmental Anomaly Committee was not put up to him by his office. Therefore, this very fact indicates the quality if functioning of highest office of the Civil Accounts Organization.

 

According to the decision of the 4th Federal Council Meeting, a letter demanding negotiation on 16 points charter of demands was issued to CGA on 4th July 2010 by the AICAEA. The said letter has been placed in the website. On a subsequent inquiry from CGA office, it could be understood that, no action shall be taken on the letter or the pending demands till we resort to sustained agitation. 

 

            In view of the above discussed situations, Delhi based Federal Executive members had met on 8th July 2010. This meeting in pursuance of the decisions of the 4th Federal Council meeting finalized the action programmes on following dates.

 

  1. Unitwise demonstration and submission of charter of demands to Head office and CGA on 28th July 2010. On this date, all Units shall hold lunch hour meeting and submit the charter of demands in the form of a Resolution to head of office and send another copy to CGA.
  2. Branch wise Dharna on 27th August 2010. All Branches shall organize Centralized Dharna of representatives of all Units on this day. Branches shall submit a memorandum to senior most Officer of the station and CGA at the end of Dharna. Branches shall undertake extensive mobilization for the success of the programme.
  3. Centralized Dharna shall be held in front of CGA office on 24th September 2010. Every unit of the country shall depute atleast one representative in addition to Branch Secretary, Branch President and Federal Executive members.  Branch/ Statewise breakup shall be as below-

            In respect of Delhi, it has been decided that maximum mobilization shall be done and Delhi Branch shall work out the modalities and finalize the number of participants unit wise.

 

            All Branches/ Stations are requested to confirm actual number of participants and their arrival to Delhi before 30th July 2010 so that accommodation could be booked accordingly.

Draft of the Resolution to be adopted and forwarded by the Units on28th July 2010

 

RESOLUTION

            The meeting of the staff members of PAO/ZAO ------------ held today the 28th July 2010 urges upon the authorities of the Civil Accounts Organization to open up dialogue with the representatives of AICAEA and AICAEA CATII and settle the following demands at the earliest-

 

1.      Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off-loading of works of Civil Accounts.

2.      Augmentation of Additional Staff strength required in PAOs of Ministry of Home Affairs and other departments and creation of justified posts immediately.

3.       Upgrade LDCs by re-designating them as Acctts Assistants and following pay sales to different cadres-

Acctts. Assistant                                                                 PB-1 with Grade Pay Rs.2400

Accountant                                                                          PB-2 with Grade Pay Rs.4200

Sr. Accountant/ Steno Gr.I                                                  PB-2 with Grade Pay Rs.4600

     AAO/PS                                                                          PB-2 with Grade Pay Rs.4800                                                        PB-3 with Grade Pay Rs.5400 on   completion of 4 years.

4.      Grant of recognition to AICAEA CAT-II and implementation of Check-Off system as per Government instructions.

5.       Implementation of MACP scheme by removing its anomalies

(a) Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing Departmental Competitive Examination conducted by SSC.

(b)  Step up pay of Senior Promotees who exhausted ACP in the event of junior drawing more pay and getting ACP in compliance with apex court judgment.

6.      Conversion of DEO as Accountant.

7.      Adoption of mutually agreed transfer policy in respect of AAOs and implementation of the policy transparently.

8.      Allotment of Central office of the Association in the new building allotted by the Government to CGA in the event of demolition of existing accommodation.

9.      Formation of Department of Accounts under CGA.

10.       Promotion of all left out non-matriculate Group-D who had qualified Departmental examination before 0ctober 2003 and restoration of 5% promotional Quota to the post of LDC.

11.       Increase in promotional quota for Senior Accountant as AAO to 20% of posts of AAO and removal of condition of 53 years of age for promotion.

12. Grant one increment and Grade pay of Rs.4800 from the day of passing AAO© examination.

13.       Separate toilet facilities and Rest Room facilities for   women employees in all offices.

14. Supply of copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/ Circulars in the website of CGA.

15. Vacation of vindictive actions against employees

16. Issuing of Gradation lists of all cadres immediately.

            The meeting therefore, urges upon the Controller General of Accounts to meeting the representatives of AICAEA and AICAEA Category-II and settle above issues at the earliest.

            Resolved that copies of the Resolution shall be forwarded to the

  1. Head of Office for onward transmission to higher authorities,
  2. Controller General of Accounts, Ministry of Finance, Department of Expenditure, Loknayak Bhawan, Khan Market New New Delhi -110003 and
  3. Secretary General, National Federation of Civil Accounts Associations, New Delhi.
