DAY LONG CENTRALIZED DHARNA ON 16TH NOVEMBER 2011

OBSERVE PROTEST DAY ON 16TH NOVEMBER 2011:

 ORGANISE DAY LONG CENTRALIZED DHARNA

           


Despite our repeated requests, no meeting has so far been fixed by CGA. There is no initiative on the part of CGA to fill up the vacant posts.  Not to speak of other problems, CGA is not even ready atleast to negotiate on the issues relating to our pay scales and MACP etc referred by us at his instance.

CGA had assured the Civil Accounts Employees and AAOs of the country through his address to the Delegates of 12th and 4th All India Conferences of AICAEA and AICAEA CAT II on 1st June 2011 in Mumbai that, he would initiate dialogue and take positive approach for the settlement of the long pending demands of the employees.  But within last five months CGA did not even find time even to get introduced with the National Executives of the Associations elected in the Conferences he had attended and addressed.

In fact, CGA is moving with nothing other than his subjective agenda of imparting training to AAOs and PAOs which is not bringing any material benefit to the Civil Accounts organization and its employees. Rather such trainings are causing huge wastage of Government exchequer.

CGA attended the All India Conference of the All India Association of PAO (Civil) held in Delhi on 18th October 2011. While addressing Conference he did not discuss anything on the burning problems of the organization or pay scales of the employees and officers. CGA did not even utter a single word on the issue of grant of Gr.A status and higher grade pay to AO/Sr.AO. Instead he was busy in appreciating himself for organsing different types of trainings.   

It was already indicated by us earlier that, unilateral policies of CGA have been causing serious damage to the interests of the Civil Accounts Employees and Officers.

Non-filling of Gr-C and MTS level vacancies deliberately, bringing LDCs and UDCs of other departments as AAOs on deputation basis basically in the form of guests to the organization and offering them posting to their choice stations at the cost of the transfers of the AAOs of Civil Accounts organization and denial of promotion to the Senior Accountants by increasing the promotional quota are totally untenable.

Since the unilateral decision to introduce blanket e-payment system would also cause further damage to the employees and Officers of Civil Accounts Organization, it cannot be accepted by us as responsible employees' organizations. 

Therefore, protest day shall have to be observed on 16th November 2011 and all Branches are requested to organize day long centralized Dharna at every stations/States on that day highlighting the 20 point charter of demands. All Branch Committee members and Unit Committee members shall sit for the Dharna.

THE UPA GOVERNMENT IS THINKING OF INTRODUCING REFORMS IN INDIAN POLITY AND BUSINESS.HOW ABOUT THE INTRODUCTION OF REFORMS IN CENTRAL GOVERNMENT SERVICES AT THE GROUP B,C AND D LEVEL WHERE THERE IS IMMENSE STAGNATION WITHOUT ANY PROMOTIONAL AVENUES OPEN TO THEM.THE GROUP A OFFICER GETS ABOUT NEARLY 8(EIGHT)GRADE PROMOTION DURING A SPAN OF 30 YEARS OF SERVICE, WHEREAS THE GROUP B,C AND D OFFICIALS ONLY GET 1(ONE) OR AT THE MOST 2(TWO) PROMOTIONS DURING A SPAN OF 30 YEARS.IN THE CASE OF ACCOUNTANTS,HE GETS A PROMOTION AS SENIOR ACCOUNTANT AND THAN REMAINS ON THE SAME POST FOR 30 YEARS WITHOUT ANY PROMOTION.IF THEY DO NOT APPEAR FOR AAO`S EXAMINATION HE IS DOOMED FOR LIFE.THIS REQUIRES TO BE LOOKED INTO AND A WIND OF CHANGE HAS TO BE INTRODUCED FOR GROUP B,C AND OFFICIALS.THE OFFICE OF THE CONTROLLER GENERAL OF ACCOUNTS,THE MINISTRY OF FINANCE (DEPARTMENT OF EXPENDITURE),THE ADMINISTRATIVE REFORMS COMMISSION SET-UP BY THE MINISTRY OF PERSONNEL,PENSION AND GRIEVANCES AND THE ANOMALY COMMISSION SHOULD URGENTLY LOOK INTO THE MATTER AND GIVE URGENT RELIEF TO THESE SUFFERES.
