Resolutions adopted in the Extended Federal Executive Meeting held at Nagpur on 22nd March 2012

RESOLUTION - I

This extended Federal Executive meeting of National Federation of Civil Accounts Associations (NFCAA) represented by National Executive members of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II held on 22nd March 2012 at Nagpur deliberated on the outcome of the meeting held between the official side and the National Executive Members of All India Civil Accounts Employees Association under the Chairpersonship of Shri C. R. Sundaramurti, Controller General of Accounts on 12th December 2011. The meeting noted with deep anguish that:-

· It was categorically assured by the Chairperson of the meeting that the minutes shall be issued after discussion with the representatives of the staff side as per JCM norm. But the minute has been issued unilaterally without any consultation with the representatives of the Association and that too after a gap of nearly two month from the date on which the meeting was held. On the other hand, officers of CGA office had been giving false assurances of holding prior discussion with the representatives of the Association concerned till the minutes was issued.

· Although there was no decision of closing down of any of the items discussed, 12 out of the 20 items had been closed unilaterally by the office of CGA while issuing the minutes.

Since above actions of CGA office were untenable, All India Civil Accounts Employees Association vide its letter dated 17th March 2012 has requested CGA to treat the minutes issued as a Draft Minutes and issue a fresh minutes after discussion with available representatives of the Association.

This meeting therefore, urges upon the Controller General of Accounts to kindly respond to the request of the Association favorably at the earliest so that congenial atmosphere continue to prevail in the Civil Accounts Organization.

Resolved that the copies of the resolution adopted shall be forwarded to the Controller General of Accounts and all others concerned.

RESOLUTION - II

The extended Federal Executive Meeting of the National Federation of Civil Accounts Associations (NFCAA) represented by the National Executive members of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category –II held on 22nd March 2012 at Nagpur examined and discussed the contents of the letter No: A-60015/1/20011/MF.CGA (A)/NGE/AICAEA II/661 dated 2nd March 2012 issued by the office of CGA to the Secretary General, All India Civil Accounts Employees Association Category – II.

The meeting was surprised to find that in the meeting held between the official side and the National Executive members of All India Civil Accounts Employees Association on 12th December 2011, it was reported by the official side that as per the record available with the office of CGA, membership subscription of a little less than 35 percent AAOs are being deducted and remitted to the Association, but vide letter dated 2nd March 2012 of CGA office stated that only 24.06 percent AAOs are subscribing to the Association. While comparing the Ministry/Department wise figures shown by CGA office with actual number of persons from whom the subscription are being deducted, the meeting found that the figures do not tally and in most of the cases actual paid members are more than number shown by CGA and actual number of paid members would not be less than 35% of total number of AAOs.

The meeting also observed that, majority of the DDOs is not following / implementing provisions of CCS (RSA) Rules 1993 and Check-Off-System of deduction of membership subscription.

The meeting therefore urged upon the Civil Accounts authority to:-

1. Negotiate and settle the issue of Grant of Recognition to AICAEA Cat-II under CCS (RSA) Rules 1993.

2. Take effective steps for strict implementation of Check-off-system by the DDOs.

3. Call for the details of the enrolled members from the field level offices wherein the Association is ready to help in whatsoever manner in compiling data of membership.

The meeting resolved to forward the Resolution to Controller General of Accounts and all other concerned.

RESOLUTION -III

The extended Federal Executive Meeting of the National Federation of Civil Accounts Associations (NFCAA) represented by the National Executive members of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category –II held on 22nd March 2012 at Nagpur noted with serious concern that, despite several requests by the Employees Associations to transfer the Sr. AO of PAO, Central Excise, Madurai for his unlawful, anti- employee activities discrimination of caste, and misbehavior with staff members, Employees and Officers of Central Excise, no action has so far been taken by the Civil Accounts Authority.

In support of all the claims and charges against Sr. AO of PAO, Central Excise, Madurai, the Associations and the Unit concerned as well as individually affected persons have submitted several written evidences to the Civil Accounts authority.

In the meeting held between the official side and the National Executive of All India Civil Accounts Association on 12th December 2011, staff side had narrated the matter to the Official side and requested for the transfer of Sr.AO, PAO, Central Excise, Madurai.

It is due to the efforts of the Association only, the fraudulent practice of making false claims of CEA etc., of the Sr.AO has come to light and the authorities have finally recovered huge sum from the corrupt Sr.AO.

The representatives of the Associations had also requested the authorities of Pr.CCA, CBEC to kindly sort out the problem prevailing in the PAO, Central Excise, Madurai, by transferring him from that Office.

These apart, the local administration Central Excise department has also reported the unlawful activities and misbehavior of the Sr.AO, PAO, Central Excise, Madurai to the knowledge of the authorities of Civil Accounts Organisation, under various circumstances and sought for suitable remedial action.

So, based on the above facts, this Federal Executives meeting therefore, once again urges upon the Civil Accounts authorities to kindly take urgent steps to transfer the Sr. AO of PAO, Central Excise, Madurai to create congenial atmosphere in the office at the earliest.

The meeting resolved to forward the Resolution to Controller General of Accounts and all other concerned.
