25TH TO 27TH SEPTEMBER, 2013 A STUPENDOUS SUCCESS

          We congratulate all those members who staged 2 hours walkout on 29th August 2013 in protest of the out station transfer of 5 senior Accountants from PAO (Ptg.), Delhi to Mumbai, Nashik, Kolkata and Chennai. The walkout was held at Delhi, Mumbai, Tamilnadu, Kerala, Andhra Pradesh, West Bengal, North East and many other stations.
          We also congratulate all those members who staged 2 hours walkout on 3rd / 4th September 2013 in protest against introduction of PFRDA Bill. According to the reports received, protest walkout was held at Delhi, Mumbai, West Bengal, Tamilnadu and Kerala. We are expecting reports from other states and Branches too.
          The situation is becoming adverse day by day and the attack on employees and workers are precipitating. It is the need of the hour to build up unity and prepare for a sustained struggle.
          As per the call of Confederation, we request the leadership of NFCAA to prepare the members for the indefinite strike in support of the 15 Points Charter of Demands. A sustained campaign is required for mobilizing the members.
          Confederation has directed to collect strike ballot from 25th to 27th September 2013.
          A copy of the Appeal for Strike Ballot and model ballot is enclosed herewith. These may be translated in local languages. Each employee should be given an appeal well in advance so that they can take an independent decision before polling dates. 15 Points Charter of Demands may be attached with the appeal.
          On the polling day (25th, 26th and 27th September 2013) ballot boxes should be placed at the premises of office or at a centralized place (Polling booths) as per convenience. Employees may be allowed to vote freely and frankly by ticking ‘Yes’ or ‘No’ in the ballot. It will be a process of secret ballot. After polling is over, leaders should count the ballot papers.
          The ballots in favour of in-define strike (Yes) and against indefinite strike (No) may be counted separately and total figure assigned at may be communicated by units or Branches as the case may be, to Central Headquarters of AICAEA, AICAEA Cat-II and Federation Headquarters by e-mail or SMS.
          Intensive campaizing should be done before the polling dates and each and every member should be handed over a copy of the ballot with request to caste his/her vote and put the ballot in the specified ballot box.

APPEAL
Dear Comrades,


          Under the banner of the Confederation, the Central Government Employees went on a day’s Strike on 12th December 2012, which elicited the widest participation. The “Charter of Demands” (printed overleaf), in pursuance of which the strike was organized  included inter alia, setting up of the 7th CPC, merger of DA with pay, regularization of casual/ contingent workers, regularization of GDS as full time postal employees  and above all the withdrawal of new contributory pension scheme and the PFRDA  Bill. The bill has been passed by the Loksabha and Rajya Sabha on 3rd and 4TH September 2013 respectively. Once the legislation is enacted, it will give legitimacy to the decision to stop the present statutory pension scheme of the government employees. The wage revision has become overdue due to the unprecedented erosion in real wages due to price rise and inflation. Even after the massive strike action, the government did not take any initiative even to cause a discussion in the matter to bring about settlement of the demands, leaving us with no alternative but to intensify the action programmes.

The AIRF and NFIR IN Railways and AIDEF in Defence have decided to organize strike action and are preparing their members for the eventual action. The meeting of the National Secretariat of the Confederation, held at New Delhi in July 2013 took the decision to approach each and every member  to elicit his/her view on the need of an indefinite strike action in the face of completely nugatory  and adamant attitude of the Government of India. We are certain that you are in agreement with the decision to go on indefinite strike action. We seek your earnest approval for the decision. Kindly mark in the ballot “Yes” if you are convinced of the need to go on strike or else you may mark “No”.

CONFEDERATION - 15 POINT CHARTER OF DEMANDS

1.       Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.
2.       Merge DA with pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sewaks.
3.       Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Govt. employees.
4.    (a) Departmentalise all Gramin Dak Sewaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-, withdraw open market recruitment in Postmen/MTS cadre; revise cash handling norms; grant full protection of TRCA. Grant full Time Bound Promotion and Medical Reimbursement facility etc.
        (b) Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro- rate salary at 6th CPC rate.
5.       (a)  Revive the functioning of the JCM.  Convene the meeting of the Departmental Councils in all Ministries/Departments.  Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.
6.       Fill up all vacant posts and creates posts n functional requirements.
7.       Stop downsizing outsourcing, contractorization, corporatization and privatisation of Governmental functions.
8.       (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c)  introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.
9.        Revise the OTA, Night duty allowance and clothing rates.
10.   Implement all arbitration awards;
11.   Grant 5 functional promotion to all employees as is provided for in the case of Group A services.
12.   (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector ;( c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.
13.   Stop price rise; strengthen the PDS.
14.   Vacate all Trade Union victimization. Ensure trade union democratic right.
15.   Ensure right to strike as legal right by enacting law.
