BREADTH OF THE COUNTRY HAS BEEN SUBMITTED TO THE CONTROLLER GENERAL OF ACCOUNTS
ON 9TH OCTOBER 2013. THE SIGNATORIES CONDEMNED THE UNPROVOKED
VINDICTIVE TRANSFER OF 5 ELDERLY SENIOR ACCOUNTANTS TO DIFFERENT PARTS OF THE
COUNTRY BY THE CHIEF CONTROLLER OF ACCOUNTS, MINISTRY OF URBAN DEVELOPMENT AND
URGED UPON CGA TO INTERVENE AND TAKE APPROPRIATE ACTION TO RETRANSFER THEM TO
THEIR ORIGINAL STATION OF POSTING.

Subject:- Revoking the outstation transfers of Senior Accountants –
request regarding.
Sir,
The administration of
Chief Controller Accounts (CCA), Ministry of Urban Development (UD) vide an
order dated 1ST July 2013 transferred 5(five) elderly Senior Accountants of the age profile of
more than 50 years in average of PAO (Ptg), Delhi to Chennai, Kolkata, Mumbai
and Nashik. All the persons transferred are either suffering from various age
related ailments or facing various types of family problems. Wife of one of them is critically ill and
struggling for her life. Hence the said person was not in a condition to move
out of Delhi and he was forced to exhaust his leave at credit just on the eve
of his retirement. Narrating their circumstances, all the persons transferred
had represented and tried to meet the CCA, UD with the request of reconsidering
their transfer orders to out of station on humanitarian ground.
The representatives of the Associations
also, in addition to the request letters, met the CCA, UD for more than one
occasion and requested him to reconsider the appeals of the persons transferred
out of station. The representatives of the Association, responding to the
verbal charges leveled by the CCA, UD against the persons concerned,
categorically requested him to initiate disciplinary action against these
Senior Accountants if they have violated the rules. The representatives of the
Association also requested the CCA, UD that, till the persons are proved
guilty, they may not kindly be imposed punishment in the form of transfers to
out of station through wastage of public money.
Conceding the request
of the Association, you had kindly intervened in to the matter and discussed
with the CCA, UD and Secretary General of All India Civil Accounts Employees
Association and advised both to resolve it through mutual discussion.
Though this Association left no stone
unturned to have dialogue with the CCA, UD and settle the matter peacefully but
CCA, UD did not even honour your advice while at the same time he
re-transferred 9(nine) other Senior Accountants who were transferred to
different PAOs within the city of Delhi
during the same period under the same /parallel orders.
The
Civil Accounts Employees of entire country being eager to see a favorable
decision in this regard have now represented to your kind self and requested
you to kindly take favourable action of retransferring the persons to their
original stations of posting. We are enclosing herewith the representations
signed by thousands of employees of different offices of various stations for
your kind perusal.
We request you to kindly
ask CCA, UD to issue orders for immediate re-transfer of the persons
transferred to different stations from Delhi.
Your favorable
response to our request shall definitely restore confidence in the minds of
Civil Accounts Employees. They shall
have the satisfaction that justice has been provided to the employees concerned
and the Civil Accounts Employees are working under a judicious Controller
General of Accounts.
