Subject: Request for a meeting with the representatives of the Association.

Sir,

            I would like to bring it to your kind notice that, various issues concerning with the employees of various offices of your department are pending for more than a year. Such a situation has put the employees into serious inconveniences and there are instances of facing recurring financial loss by the employees even.

            Therefore, I request you to kindly convene a meeting with us at your earliest convenient date. It will be appreciable, if our unit representatives of PAO, Supply units from different stations are allow to attend the said meeting.

            The agenda items we propose to discuss are annexed to this letter.

AGENDA ITEMS WITH BACKGROUND NOTES

1.        Filling up of vacant posts:-
Large number of posts are vacant in almost all PAOs of Supply. Existing employees are overburdened with the work load. The vacancy position especially in the posts of Accountants and MTS has reached to an alarming situation. All the Sr. Accountants/Accountants are forced to pull up the work of two or more seats.
In PAO, Supply, Kolkata 24 out of 40 sanctioned posts  of Accountant/Sr. Accountant, 11 out of 15 sanctioned posts of MTS and 4 (2 +2 are on the verge of transfer) out of 6 posts of AAOs  are vacant.  One more MTS shall retire in April 2014. The posts of Steno and the Dy.CA are also vacant. Due to acute shortage of MTS, the office is facing security hazard in addition functional impediments
The position of other offices including the office of CCA, Supply are also equally bad. As this type of position cannot continue for an indefinite period, necessary action to fill up the vacant posts may be taken.
2.           Settlement of Compassionate appointment cases:
9 cases of compassionate appointments are pending in Kolkata office alone.  Particular of the cases are as below.

It is therefore requested that early necessary action may be taken to offer employment on compassionate ground to above applicants.

3.           Repair/Maintenance of official Accommodation of the Association:_
The official Accommodation of the All India Civil Accounts Employees Association is located in 16-A, Akbar Road Hutments Complex. CGA vide letters No: A-11019/25/2011/MF.CGA (A)/NGE/AICAEA-HQ/424 dated September 20, 2012 and No: 11019/25/2011/MF.CGA (A)/NGE/AICAEA-HQ/583 dated December 6, 2012 has already requested CCA, Supply to repair the accommodation at the earliest.
We therefore, request that the accommodation may please be repaired early so that we could formally invite CGA to inaugurate the accommodation.
4.           Grant of Financial upgradation under MACP Scheme:-
The benefit of upgradation under MACP Scheme in respect of the employees of Mumbai is pending for a long time.
We request to clear all pending MACP cases at the earliest.
5.           Request for transfer on humanitarian ground:-
The local administration of Chennai has been repeatedly requesting the office of CCA (S) to consider the request for transfer of Smti. R. Mathivathara, Sr. Accountant to ZAO, CBDT/PAO, CBEC, Madurai on humanitarian ground.
But the same is yet to be considered favorably. 
6.           Repair/ Maintenance of Departmental Canteens :-
Regarding this item we would like to draw the kind attention of the official side on the following matters-
a)      The condition of canteen in the premises of CCA, Supply, Delhi in a very bad shape. The posts are lying vacant. The Structure was not even white washed within last decade. The Canteen premises are totally unhygienic. The utensils and furniture need immediate replacement.
b)     In  PAO, Supply Kolkata are also in a similar condition like Delhi. Only one employee is working at present.
c)      the employees working in the canteens are suffering from various problems in the form of non- receipt the benefits of Promotions and MACP etc.  majority of them being ignorant of the rules and orders of the Govt.  are unable to represent properly. The problems need to be sorted out through mutual dialogue and settled.
d)     Both the canteens  of Delhi and Kolkata are not only serving the employees and officers of PAO, Supply but the employees of other offices of Civil Accounts organization of the area and Building respectively.
e)       Govt. of India has been promoting the Departmental Canteen facilities to the Central Government Employees and Officers throughout the country.  To ensure that the Departmental Canteens function properly and they provide quality and hygienic food, government has been regularly issuing instructions and providing adequate manpower to the Departmental Canteens.
We request you to  take appropriate measures for maintaince and repairing of Departmental Canteens in Kolkata and Delhi.
