Subject: Transfer Policy of AAO and AO of Civil Accounts Organization.

Sir,

            I have been directed to draw your kind attention to the Resolution adopted in the joint general body meeting of our Branches of West Bengal held on 5th February 2014 and forwarded to you by the Branch Secretary, AICAEA, Cat-II, West Bengal Branch vide letter No:- AICAEA-Cat-II/WBB/2013-14/3 dated 05.02.2014.

            In this regard, I would like to request you to kindly refer the discussion held in the formal meeting held between the official side and the staff side on 30th May 2013 under your Chairpersonship wherein the official side had assured the following:-

1.      As far as possible transfers will be done within the state. However, if there is no vacancy in the state, incumbent shall be given posting within 500 (five) hundred kilometers from the original station of posting.

2.      Order of seniority shall be maintained in regulating the transfer policy. Moreover, if a senior person is promoted outside the station of his choice, he/she shall be posted back to his station of choice at the time of promoting his junior in the said station.

3.      The local rotational transfer policy of AAOs and AOs shall be strictly implemented in all stations.

            I shall therefore, request you to kindly direct your office to implement above assurances.


            I would also like to draw your attention to the letter No:- AICAEA/Cat-II/HQ/2013-14/181 dated 12.12.2013 issued by the Secretary General, AICAEA Cat-II  on the same subject matter and request you to kindly treat the request made through the letter as our request too.

            We appreciate the administrative difficulties that are likely to arise while implementing the transfer policy. In this respect we would like to assure that, we shall extend our full co-operation in resolving all administrative impediments through mutual dialogue.
