CONGRATULATIONS
Wearing of Black Badges and Holding of Joint Meetings on 18th
August 2015 in Support of the Demand of Cadre Review were very successful
Overwhelming
response to the call of wearing of black badges and holding of joint meetings
on 18th August 2015 in support of the demand of cadre review was
received from entire country. We have received reports on observance of programme from North east,
West Bengal, Andhra, Odisha, Tamilnadu, Kerala, Mumbai, Nagpur, Gujrat and
Delhi. We congratulate the members of all Associations for making the programme
a grand success.
It could be
learnt that the authorities, though reluctantly, had referred the Cadre review
proposal to the Government of India i.e. Ministry of Finance and the Ministry
of Finance has as part of its usual habit has returned the proposal with
quarries. The proposal is therefore, lying pending in CGA’s office now.
From
the above facts it is clear that, only an united and sustained struggle of
the Employees and Officers of Civil
Accounts Organization under the banner
of Co-Ordination Committee Of
Civil Accounts Employees And Officers Associations would push the demand of
cadre of review to its destiny.
FORM CO-ORDINATION COMMITTEES IMMEDIATELY
According to our information, branch
level Co-ordination
committees have been formed in West Bengal, Mumbai and some more stations/states/regions.
All of them are requested to send the details of their Co-ordination Committees
to headquarters of NFCAA and AIAPAO© at the earliest.
In some stations
Co-ordination Committees are yet to be formed. All such stations and Branches are once again requested to expedite the
process of formation of Branch/State/Regional level COCs and inform the names
of Joint Chairpersons and Joint Convener along with email id mobile numbers to
the Central Headquarters of AIAPAO(C) and NFCAA respectively.
The
Co-ordination Committees must be formed otherwise our movement shall not gain
the required momentum.
DHARNA ON 10TH SEPTEMBER 2015 AND HALF DAY WALK OUT ON 14TH
OCTOBER 2015
As has been
decided, joint Dharna is to be organized by the Branch Level Co-ordination
Committees on 10th September 2015 and totality of the employees and
officers are to stage half day walk out on 14th October 2015 in
support of our demand of immediate cadre review of all Gr-B & C Cadres.
Co-ordination
Committees are therefore, requested to prepare for the ensuing programmes and
start joint campaign immediately. The publicity material for circulation among
the members is annexed to this Circular. It may used as a leaflet or a poster.
The Dharna
should be organized in front of the office of the senior most Officer of the
station. Branch Committee members of all
constituents of Co-ordination Committees shall sit for the Dharna by applying
leave. Under any circumstance the Dharna should start before 11am on 10th
September 2015 and it should not be closed before 4 pm so that seriousness of
the leadership could be noted by the members.
Leaders of fraternal organizations and preferably
the leaders of Joint Action Committee of Accounts and Audit Employees and
Officers organizations should be invited to attend and address the gathering at
the Dharna spot.
Further, the
annexed Resolution may be forwarded to the Controller General of Accounts and
Central Headquarters of AIAPAO© and NFCAA after its adoption during lunch hour
meeting at the Dharna spot on 10th September 2015.

RESOLUTION
This joint
lunch hour meeting of the members of
AIAPAO© and NFCAA (represented by AICAEA & AICAEA Cat-II) being held today i.e. 10th
September 2015 expresses its strong resentment against the non settlement of
the demand of cadre review of Group-B officers and Group–C Employees of the
Civil Accounts Organization.
The
meeting noted that, the employees and officers of Civil Accounts organization
from entire country have requested the Controller General of Accounts on 18th
of August 2015 to kindly under take cadre review of Group-B offices and Group–C
Employees of the Civil Accounts Organization in consultation with the
representatives of AICAEA, AICAEACATII and AIAPAO (Civil) and implement the
same at the earliest.
But the
meeting was extremely disappointed to observe that, the civil Accounts
authorities have not responded to the request of the employees and officers so
far.
The
meeting therefore, resolves that, if no progress on the request is observed
within next one month, the officers and employees shall be left with no
alternative but to resort to serious organizational actions.
The
meeting resolves to forward this Resolution to the Controller General of
Accounts, Secretary General, NFCAA, New Delhi & Secretary General, AIAPAO©,
Mumbai.
