10TH
SEPTEMBER 2015
In support
of the demands of 1. Cadre Review of
Group B officers and Group C employees 2.
Filling up of vacant posts and 3. Adoption of a mutually agreed transfer policy,
there was wide spread response. Till we prepare this circular, we have received
reports of successful implementation of the programme of Day Long Joint Dharna
on 10th September 2015 from the Branch level COCs of Delhi, Mumbai,
Kolkata, Chennai, Cochin, Hyderabad and Shillong.
In Delhi the members of All India Civil
Accounts Employees Association and All India Civil Accounts Employees
Association Cat-II participated in the Dharna. The representatives of AIAPAO©
attended during lunch hour meeting. The lunch hour meeting was presided over by
Com. V.C. Sharma, Working President, AICAEA, Delhi Branch. In addition to other
speakers Com. Harbans Lal, Branch Secretary, AICAEA, Delhi Branch, Com. V.
Bhattacharjee, Secretary General, NFCAA and Com. S.S. Chauhan, President,
AIAPAO© addressed the lunch hour meeting. Com. S.C. Bamrara moved the
resolution for adoption by the gathering. As per the report received large
number AO/Sr.AOs in Mumbai, Chennai, Cochin and Kolkata took part in the Dharna
along with the representatives of All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Cat-II. Detailed
reports from the COCs of different stations are yet to arrive.
AUTHORITY RESPONDS
The CGA office vide
its letter dated 9th September, 2015 requested Secretary General,
AICAEA to forward a justification note against the cadre review urgently. The
CGA office has also asked the Association to provide detailed justification for
the demands of higher pay band and grade pay for each grade it has made.
The CGA offices
vide its letter dated 11.09.2015 provided following informations to All India
Civil Accounts Employees Association:-
1. A proposal for
cadre review interalia recommending higher pay in each grade was sent to
Department of Expenditure. The Department of Expenditure has drawn our
attention to instructions contained in their OM No. 5(3)/E.III/97 dated
7.1.1999 on lifting on temporary ban on cadre review/cadre restructuring and
No. 7(1)/E.Coord/2014 dated 29.10.2014 on expenditure management-economy
measures and rationalization of expenditure and directed this office to
re-examine our proposals. We are also informed that the revision of pay in
respect of Civil Accounts Employees will not be done in isolation and the same
may be viewed and examined in the larger context of organized accounts services
as a whole. Therefore the matter will be examined by Department of Expenditure,
Ministry of Finance, in a holistic manner keeping in view the recommendations
of 7th Pay Commission as well.
2. As regards filling
up of vacant posts is concerned nearly, 800 dossiers have been obtained from
SSC and sent to field offices for filling up of vacant posts in the grade of
Accountant and another 800 dossiers are likely to be received and distributed
very soon.
3. This office has
drafted a transparent transfer policy in line with Supreme Court directions and
DoP&T guidelines and the draft will be soon placed in the website of this
office. You are requested to look into the same and offer your comments, in
case you wish to offer your comments within the time frame stated therein.
INTENSIFY UNITED ACTION
Form Coordination Committees in Every Station and Prepare For
Walk Out On 14th October, 2015
In consideration of
above developments it has been decided that, in reply to the letters received,
the Co-ordination Committee shall provide all informations to the office of the
Controller General of Accounts at the earliest.
It has also been
decided that the apex level Co-ordination Committee shall meet on 23rd
September 2015 in Delhi and decide about the next course of action. However,
Branches and Units of all constituents of Co-ordination Committee are requested
to take following urgent steps:-
1. Form Co-ordination
Committee immediately and send list of the committee members and other reports
to Central Headquarters of NFCAA & AIAPAO© before 23rd
September, 2015.
2. Initiate joint
campaign among the members to prepare them for the half day walk out on 14th
October 2015.

Accounts Employees and officers Associations shall be held on 23rd
September, 2015 in Delhi at 12 noon to discuss the following items of agenda:-

Review
of the decisions of last meeting of COC.
2.
Next
course of action to be taken.
3.
Misc
if any.
All National Executive members of
All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Cat-II, All India Association of Pay and Accounts
Officers (Civil) and Office Bearers of NFCAA are requested to attend the
meeting.
