Dear Comrades,

Till we prepare this Circular, we have received reports on observance of Day Long Dharna on 11^th February, 2016 from Delhi, Cochin, Chennai and Hyderabad and demonstration from Kolkata. We hope programme has been observed by many other stations too and reports are on the way. We congratulate all for observing the programme.

RESORT TO SIGNATURE CAMPAIGN

The programme of Signature Campaign may now be started immediately. The draft of the representation on which signatures are to be collected is annexed to this circular. The collection of signatures may be completed within 28^th February, 2016 and forwarded immediately to the Central Headquarters of respective constituents of apex level JAC under intimation to apex JAC headquarters.

Through the process of signature collection we shall be able to reach each and every member and make them aware of the demands.

All constituent of apex level JAC are therefore, requested to direct their Branches/Circles/Units to ensure collection of signatures of cent percent membership within the targeted date.

All local level JACs are requested to hold meetings of local constituents and move unitedly so that signatures are collected by all constituents from their membership without any difficulty. Leaders of local JACs are also requested to organize floor meetings/group meetings in all offices and explain the demands to the rank and file membership.

Subject:-Memorandum on the recommendations of the 7^th CPC in respect of IA&AD and Organized Accounts Departments – Request to grant higher replacement pay levels –Regarding

Sir,

            We would like to invite your kind attention to the apex level Joint Action Committee (JAC) of Accounts and Audit Employees and Officers Organizations letter No:- JAC/2016/3 dated 16.02.2016 and request you to kindly be consider sympathetically following submissions of the apex level JAC leading to rectification of the injustice done to the audit and accounts cadres through the Empowered Committee that will look into the recommendations of 7 CPC –

4.	Senior Accountant /Auditor (SA)/DA:	Streamlining the contradictory views and recommendations of 7th CPC	Grant of replacement pay scale of PB 2 GP 4600 -- i.e. level 7 pay scale of Table 5.Pay Matrix to the Senior Accountant/ Auditor/Accounts Assistants (in Railways), Divisional Accountants.
5.	Assistant Accounts Officer/ Assistant Audit Officer/DAO II	Acceptance of Para No. 11.12.140 of the recommendations of 7th CPC	Grant of replacement pay of GP 5400(PB-2) to AAOs on completion of four years’ service -- i.e. Pay level 9, in the pay matrix.
6	Audit/Accounts Officer/DAO Gr. I Sr. Audit/ Accounts Officer/ Sr. DAO (15%)		GP 6600 PB-3 -- i.e.level11 pay scale of Table 5.Pay Matrix GP 7600 PB 3  -- i.e. level-12 pay scale of Table 5.Pay               Matrix
7	Secretarial Staff		Pay scale of secretarial staff working in Account and Audit Organizations may be granted at par with Secretarial staff working in the Ministry.
8.	Electronic Data processing  staff	Realigning them with accounts and audit cadres at different levels	Grant of pay scales at the levels of realignments

9.          Qualification Pay

Granting qualification Pay to all Organized Accounts and IA&AD uniformly in terms of the recommendations of 7 CPC in Para’s 8.9.43, 44 and 45 respectively.
