Implementation of 6CPC recommendations – Grant of Honorarium for checking of
pay fixation cases and revision of pension cases.
Sir,
With
reference to the discussion in the meeting held between the official side and
the staff side under your Chairpersonship on 6th November, 2015 it
may be brought to your kind notice that, after implementation of
recommendations of every central pay commissions, the Civil Accounts Employees
of different cadres were granted honorarium at fixed rates by your office for
checking of pay fixation and pension cases and such type of recognition to
their services had enthused them. But no such benefit was extended to the
employees and officers after the recommendations of 6CPC were implement and it
is inspite of the fact that the recommendations 6CPC were very complicated in
comparison to the recommendations of rest of the CPCs and the employees and
officers had to take exhaustive effort to dispose off the works within the time
frame fixed for the same by the authorities.
The Controller General of Defence Accounts
vide order No:- AT/11/0187/VICPS/HON dated 21.01.2009 granted honorarium for
different cadres. A copy of the order is enclosed herewith for your kind
reference.
We
therefore, request you to kindly issue orders granting honorarium to the
officials who had dealt with the revision of pay fixation cases and the pension
cases at the following rates:-

Filling up of vacant of posts of AAOs by granting promotion to the eligible
candidates declared as passed in the AAO (Civil) Examination 2014 and on
seniority basis.
Sir,
I have been directed to refer the
letter No:- AICAEA/HQ/A-2/2016/271 dated 10.03.2016 on the above mentioned
subject and state that is more than three weeks we have request your kind self
through the above letter to:-
1. Issue orders
for posting of all candidates qualified AAO (Civil) examination, 2014 before 31st
March 2016.
2. Grant
promotions to the Senior Accountants as AAOs who are eligible for promotion
under 10% promotion quota.
3. Issue orders
for transfer of the AAOs completed their tenure posting period and awaiting
posting to their choice stations.
4. Cancel the
decision of your office to bring persons from other departments/ organizations
as AAOs on deputation basis and grant adhoc promotions to the eligible persons
of Civil Accounts organization itself in case vacancies exist after issuing
orders for promotion to the persons discussed in Sl. No. 1 and 2 above.
But we have neither received any
communication nor learnt about any favourable decision taken on the above
matters.
We shall be thankful to you, if
kindly take early favourable decisions on above requests.

Request for conducting the AAO (Civil) Examination.
Sir,
I
have been directed to invite your kind attention to my letter No:-
AICAEA/HQ/A-2/2016/229-59 dated 09.03.2016 on the above mentioned subject and
state that, it is more than three weeks we have not received any favourable
response from your end on the matter of conducting AAO (Civil) Examination even
for the year 2016.
Apart
from the AAO (Civil) Examination, schedule of other departmental examinations
have also not been learnt to be published/issued by your office so far.
Since
the resentment among the employees are saturating, we shall be thankful if you
kindly inform us your favourable decision of conducting the departmental
promotion examinations at an early date.
