Accountant in the matter of granting 1st increment through
rectification of the procedure of Departmental Confirmatory test and also
imparting training to the candidates – item No.12 of the meeting held on 6th
November 2015
Sir,
I am directed to draw your kind attention
to the item No.12 of the minutes of
the meeting held on 6th November, 2015 between the official side and
the National Executive members of All India Civil Accounts Employees
Association under your Chairpersonship (issued vide endorsement No:-
A-11019/25/2015/MF.CGA (A)/NGE/AICEA-HQ/454 dated 20.11.2015) and state that,

This Association, vide its letter No:
AICAEA/HQ/A-2/2015/1077-178 dated 06.08.2015 had pointed out that -
“earlier, the newly recruited Accountants were
allowed 1st increment of their service career on the 1st
day of subsequent month of completion of one year irrespective of the fact
whether such dates were before or after passing of departmental Confirmatory
Examination. But now, due to an unscientific amendment in the Recruitment Rules
in 2012, the newly recruited Accountants get their 1st increment
after 17/18 months of service though they may be otherwise eligible for such
increment on the 1st day of July of the previous year. “
Under this back ground, the Association had requested your office to issue orders to effect the increment
retrospectively i.e. from the 1st day of July that comes immediately
after joining of six months of a newly recruited Accountant who qualifies the
Department Confirmatory Examination even on a later date.
2. In
the meeting on 6th November 2015, official side had stated that,
“the
provision of RR that came into effect from 2012 has certainly got some
provisions and issues coupled with schedule of conduction DCE examination held
by the Examination branch of this office. After the completion of the upcoming
DCE examination in December 2015, a lasting solution to this issue will be
found.
As desired by the Association a
reference to Ministry of Finance will be made for one time relaxation in
respect of eligible candidates who could not take the exam due to certain unavoidable
administrative exigencies in the month of May 2015.”
But no action, in terms of the assurances
given in the meeting, has been learnt to be taken by your office so far.
Since the resentment among the
employees is mounting, this Association shall be thankful if favourable actions
on the requests made are taken at the earliest and this Association is
appraised about the same.

Some of our members had pointed
out that, since Graduate Group D Employees (MTS) with three year service are
eligible to appear departmental examination for Accountant in Indian Audit and
Accounts Department (IA & AD), similar demand should be made by the All India
Civil Accounts Employees Association before CGA.
On examining the Recruitment
Rules for Accountant in IA & AD, following differences in promotion
prospects between Civil Accounts and IA & AD has been observed.

Section Officers grade examination.

requested to examine the above discussed matters in your Branch and unit
urgently and send your opinion/suggestion about formulating the demand
discussed above. Your views should reach
federation headquarters within 25th April, 2016 so that the demand
could be placed before the authorities at the earliest.

Sir,
It has been
learnt from the letter endorsement No:- A.11019/47/2009/MF.CGA (A)/JCM/524
dated 28.01.2016 of the office of CGA that the Department of Expenditure, Ministry
of Finance vide its “Office Order” No:- B-12012/1/2015-Ad-II dated 16.12.2015 has
conveyed its decision of constituting the Departmental Council of Department of
Expenditure and also its Chairman/Chairperson and other official side members.
This
Association welcomes the decision of Department of Expenditure and conveys its
sincere thanks to the authority on account of the fact that a long standing
urge of the employees has been settled. This Association assures its fullest
Co-operation to the authority in all respect so that the Departmental Council functions
smoothly and effectively.
This Association
however, endorses the points referred by the office of the Controller General
of Accounts and likes to draw your kind attention to the following points for
your kind consideration:-
1.
As per the
prescribed Constitution for the formation of Departmental Council under JCM
Scheme, adequate seats are to be allocated to the staff side and such seats are
to be occupied only by the representatives of recognized Service Associations.
2.
At present All
India Civil Accounts Employees Association is having two seats in the Departmental
Council of the Ministry of Finance. Shri V. Bhattacharjee, Secretary General is
one of the members and Shri K. Venkatasubramanian, President had been nominated
as the second member by CGA. (Ref:- CGA letter dated 28.01.2016 and Department
of Expenditure, Ministry of Finance, OM No:- 10(6) E-III (A)/2005 dated
27.01.2016.)
3.
Among the
recognized Service Associations functioning under the Department of Expenditure,
the All India Civil Accounts Employees Association being the largest Association
may kindly be allotted atleast 20 (twenty) staff side seats in the newly
constituted Departmental Council.
An early
favourable response to the requests made through this letter shall be highly
appreciated.
