Vindictiveness and harassment to employees by the Administration of PAO, CBEC,
Jaipur - request for intervention regarding.
Madam,
I
have been directed to invite your kind attention to my letter endorsement No:-
AICAEA/HQ/C-7/2016/156-158 dated:
17.02.2016 on the above mentioned subject and state that, it is more than two
months your office has not taken any tangible action to restore the working atmosphere in the PAO,
Central Excise, Jaipur to enable the employees in the office to discharge their duties with dignity and
self-esteem.
On
1st April 2016, when I met the CCA, CBEC on this matter, I was asked
by him to specify the name of the complainants. But I explained him that the information
on the prevailing situation of the office has been brought to our knowledge by
the Rajasthan Branch of our Association and it was not the complaints of any
individual(s). I had also assured him that the Association shall extend its full
co-operation to the authorities if an independent inquiry is conducted to
assess the actual fact.
Subsequently,
we were informed by the Rajasthan Branch Committee our Association that the AAO
(Admn) of your Office and the CCA himself had visited the office on 7th
and 8th April 2016 and took reporting from some of the employees
selectively instead of interacting with the representatives of the Branch or
Central Headquarters Association. As such,
preferring to have assessment from a section of terrified employees by the
visiting officers ignoring the democratic forum is neither scientific nor acceptable
by us.
Therefore,
on behalf of the Association I request you to kindly intervene into the matter personally
and take necessary action for restoration of normalcy in the office without further
delay.

Subject: - Vindictiveness and harassment to
employees by the Administration of PAO, CBEC, Jaipur - request for intervention regarding.
Sir,
It
has been brought to our notice by the Rajasthan Branch of our Association that
the employees of PAO, CBEC, Jaipur are facing severe vindictiveness and complete
hostility from the local administration. Actions and attitude of AAO (Admn.) towards
all the staff members are totally vindictive and non-professional. He has been
treating his sub-ordinates in a very uncivilized and unacceptable way. By exploiting
his official position and under the patronage of the Sr. AO, he is not only
using vulgar languages and harassing the employees in different forms but
always threatening them that “Main Teri CR kharab kar dunga” and using many
other unpartliamentary languages which cannot be recorded in black and white.
Following
few incidents are the examples of intolerable behavior of the AAO (Admn) and
the Sr.AO which have totally vitiated the working atmosphere of the office.
1. The AAO (Admn) has been shifting the staff frequently
from one seat to another in less than two months as a result of which both official
work and staff are suffering. One of the staff members was shifted from Rev. Accounts
seat to Pension seat. AAO (Accounts) was forced to relieve the concerned
individual from Accounts section even before he could hand over the charge to
new incumbent. Though the said official was asked to attend the pension works
without any guidance/ training, he disposed the works efficiently within the
time frame set for him by the administration. But the administration continued
its harassment to him in different forms like serving memos on baseless
acquisitions and seeking explanations on non-issues. Under this situation he is
passing his days with extreme mental stress.
2. One of the staff members was compelled
to leave the Headquarter during holidays (Sat/Sunday) due to a family
circumstance beyond his control. As
there was no way to inform the
authorities on closed holiday, he
intimated the office telephonically on next working day i.e. on Monday that he
had to leave the station on an emergency
condition and he would be on leave for
some specific days. As soon as he resumed duty, he was served a memo by AAO
(Admn) and asked to explain “How and why he left the headquarters without
permission?”- This action is nothing but deliberate mental torture to an
employee.
3. Two MTS are working in the office. They are being served memos frequently on
frivolous grounds by the AAO (Admn).
4. AAO (Admn) purposely refuses CL and EL
to the employees with the motive of harassing them.
5. Behavior of Sr. Accounts Officer and
AAO (Admn) towards women employees is highly indecorous. They misbehave and
shout in an undignified manner on top of their voices towards the ladies which tantamount
to gender bias and sexual harassments.
After taking prior permission from Sr.AO, when the two women
employees of the office had been proceeding to participate in Central Revenue
Sub zonal sports meet held on 07.12.2015 and 08.12.2015, the AAO (Admn)
interfered into the affair. He shouted and misbehaved with them by using offensive
languages. He also threatened them that
he would treat their absence from office as unauthorized and being the DDO, he
would withhold their pay.
6. The AAO (Admn), taking the advantage
of being DDO, interferes in to the affairs of Accounts section. He purposely
finds ways and means to interfere into the day to day work of Accounts section
even during the presence of AAO (Accounts). His main motto is to humiliate the
staff and issue memos instead of doing official work. He repeatedly threatens
the staff by saying “Saare accountant
mere hisab se kaam karenge, ya fir main unke hisaab se kaam karunga” and
also “Main BSF se aaya hoon, mujhe
goliyan chalani aati hai”. These statements are totally abusive and
unbecoming of a government official.
7. The AAO (Admn) is also interfering
into the routine nature internal affairs of the recognized employees Association.
He is using derogatory languages against the Association, purposefully
harassing the Office bearers of the Association and threatening them in various
forms. Not to mention about Branch Office Bearers, he is even creating obstruction
to our Assistant Secretary General who is an all India Office Bearer and not
allowing him to discharge his assigned organizational duties permissible under
the Government of India Rules.
The
staff of PAO, CBEC, Jaipur is thus totally demoralized and feeling helpless due
to continuous degrading work environment created by certain officers. It may be
brought on record that due to increasing stress in office, one of the employees
had faced a paralysis attack recently due increased blood pressure which is
untenable.
When Unit
Association and the Rajasthan Branch of this Association took up these matters
with the Head of office and requested him to resolve the issues across the
table, the Sr. Accounts Officer concerned had refused to discuss with them
stating that all powers are vested with AAO (Admn) and the staff shall have to
deal with and satisfy him.
It is clearly evident from the above facts
that a total lawless condition is prevailing in the PAO, CBEC, Jaipur and the
administration is treating the employees as their domestic servants.
Therefore, on
behalf of this Association, I request you to kindly intervene and take
appropriate action to restore the congenial atmosphere in the office so that the
employees working in the office could discharge their duties with dignity and
self-esteem.
