below the NFCAA circular dated 18-06-2016 containing the decisions of the
extended federal council meeting held on 10th and 11th June 2016
in Delhi.
This meeting
endorsed the call of Indefinite Strike from 11th July 2016.
Strike notice has
been served to CGA on 9th June 2016 jointly by AICAEA, AICAEACAT II and
AIAPAO (Civil). All branches are to submit joint resolute decision to local authorities
on 23rd June. Text of the same is available in the COC of Civil
Accounts Employees and Officers Association’s Circular no. 2 dated 15-06- 2016.
Publicity material has also been circulated though the said circular.
Please take all
preparations for strike and ensure its total success.
A massive rally of the Central Government Employees under the auspices of NJCA shall be held on 24th June 2016 in Parliament Street, New Delhi at 11am.
Similar rallies are likely to be organised by the Local NJCAs in State Capitals.
We appeal upon all Civil Accounts Employees to participate in the Rallies in their respective stations.
Anti-employee rumor
mongers are spreading disinformation to confuse the employees and disrupt the
movement. Please do not give cognizance to the rumors.

The Extended Federal Executive
meeting of the National Federation of Civil Accounts Associations was held on 10th
&11th June, 2016 in Chug Dharamsala, New Delhi. Federal Executive
members and Com. (Ms.) Priyanka Ghosh, Jt. Convener, Women Sub-Committee (on
behalf of Convener) from Delhi, Kolkata, Mumbai, Hyderabad, Chennai, Cochin,
Trivandrum, Nagpur and Pune attended the meeting. Among the Branch Secretaries,
Com. Harbans Lal, Delhi Branch, Com. C. Sen, West Delhi Branch (on 10-06.2016),
Com. A. Azeez, AP & Telengana Branch and Com. R. D. Fanibhare, Nagpur
Branch responded to the invitation and attended the meeting. Com. M. S. Bharne
(Nagpur) and Com. M. Elumalai (Chennai) permanent invitees also attended the

DECISIONS OF THE
EXTENDED FEDERAL EXECUTIVE MEETING
Agenda No1. Review
of the decisions of Joint Central Working Committee Meeting held at Hyderabad
on 9th January 2016.
At the
very outset, the meeting reviewed the status of the decisions taken in the
Joint Central Working Committee Meeting of the AICAEA and AICAEA CAT II held at
Hyderabad on 9th January 2016. It was observed by the meeting that as
per the decision of the meeting -
·
The NFCAA
implemented the directives of the NJCA and Confederation of Central Government
Employees and workers on the 7CPC related issues. The NFCAA and its affiliates
implemented all other directives of Confederation of Central Government
Employees & Workers. Moreover, a good number of delegates had participated
in the Trade Union workshop organized by the Confederation at Dehradun on 24th
and 25th May 2016.
·
The NFCAA
had effectively participated in the National Convention of Accounts and Audit
employees and Officers held at Hyderabad on 10th January 2016 and implemented
the decisions of the Convention. Majority of the stations observed the
programmes decided by JAC and implemented the call of signature campaign.
·
NFCAA and
its affiliates took various efforts for improvements in the functioning of the
organization such as increasing membership strength, visiting of different
stations and forming the Units and Branches. Secretary General visited different
stations during the intervening period in addition to innumerable numbers of
Units of Delhi. However, functioning of
AICAEA CATII was in low eve.
·
Tie of
understanding between the NFCAA and the AIAPAO (Civil) have improved and the
Co-ordination Committee of Civil Accounts Employees and Officers Associations
has been strengthened.
Agenda No.2. Implementation of decisions of
Confederation and NJCA – Indefinite Strike on 7CPC related issues.
NJCA CALL: Indefinite Strike from 11th
July 2016 on 7CPC Related Issues and Departmental Demands: Notice Served On 9th
June 2016
The meeting
noted that, as per the decision of NJCA and endorsement by the Confederation of
Central Government Employees and Workers and Confederation of Central
Government Gazetted officers organizations respectively the All India Civil
Accounts Employees Association, All India Civil Accounts Employees Association
Category II and All India Association of Pay and Accounts Officers (Civil) have
jointly served the Strike Notice on 9th June 2016 to CGA for the
Indefinite strike to commence from 11th July 2016. The copy of the
Strike Notice alongwith the Charter of Demands (Part A and Part B) has been
emailed to all and placed in the website:
nfcaahqnd.blogspot.com. The meeting unanimously endorsed the call of
indefinite strike.
Preparation and
Mobilization for Indefinite Strike
The
meeting appealed upon all National/Federal Executive members, Branch and Unit
Secretaries to mobilize the members unitedly and take all steps necessary to
make the strike in the Civil Accounts organization a grand success. The meeting
also called upon totality of the Civil Accounts Employee and Officers of the
country to prepare for taking part in the Indefinite Strike ignoring the
stereotype threatening circulars being issued by CGA office in a routine manner
against any call given for agitations. Meeting clarified the member that in a democratic
country like ours everyone has the right to protest against the injustice done
to them and therefore, members should make use of their right by participating
in the strike.
The
meeting decided that Branches shall take care of mobilizing the Units of their
own jurisdiction. They shall visit all stations/ Units along with the available
Federal Executive Members. Secretary General shall visit Rajasthan, Madhya
Pradesh, Uttar Pradesh and Uttarakhand etc. Office Bearers of Delhi shall visit
Meerut and Faridabad in addition to visiting of Delhi Units.
23RD JUNE 16: Serving
Resolute Decision to Local Authorities by Branches
It has
been decided that Branches shall hold a joint extended executive committee
meeting on 23rd June 2016 and forward a resolute decision to head of
offices about the participation of the members in the Strike. The Branches of Delhi shall forward the resolute
decision to heads of the departments instead of Heads of office.
The Co-ordination Committee of the Civil Accounts Employees
and Officers Associations has in the mean time has decided to observe this
programme jointly and the circular No. 2 dated 15th June 2016 of
the Co-ordination Committee has been circulated through email and hard copy.
The circular has also been placed in the website of the NFCAA. A draft Resolution
and a Joint appeal in the form of publicity material is attached to this
Circular. Branches are requested take actions accordingly.
Massive
united demonstration on 24th June 2016
On 24th June 2016, a massive united demonstration under the
auspices of NJCA will be held before the Parliament. Similar programs are
contemplated at various state capitals. The meeting of the Federal Executives requested
the Branches to mobilize maximum members for this programme.
Diamond Jubilee Year National
Conference of Confederation
25th National
Conference of the Confederation of Central Government Employees and Workers at
Chennai on 16th, 17th & 18th August 2016. National Conference shall consist of (a) members of the National
Secretariat i.e. the office bearers; (b) National Executive Committee members
(C) National Council members (d) delegates selected by the respective affiliate
on the basis of their paid up membership. The Delete fee for the Delegates
Shall be Rs. 1000/- per Delegate.
It

National Women’s Convention of
Confederation:
The National Women’s
Convention of the Confederation will also be held in Chennai on 17th August at
10 AM onwards (second day of the Conference) alongwith the National Conference.
All Affiliated organizations and state/ District C-O-Cs have been requested to
ensure maximum participation of women delegates in the Women’s Convention. All
Women Sub Committee office Bearers and members should also attend the

Departmental demands –
(a)
Demand of Meeting with the CGA authorities on the pending demands
of and the Charter of Demands submitted.
The AICAEA had demanded before
CGA to convene a meeting with its National Executive Members on 10th
June 2016. Responding to this, the Civil Accounts Authorities had arranged an
informal meeting between the Official side and the National Executive members
of AICAEA and AICAEACATII on 10TH June 2016 at 5 pm under the
Chairpersonship of Smt. Tripti Patra Ghosh, Dy CGA. It was decided by the
meeting that a fifteen member team of available National Executive Members of
AICAEA, AICAEACATII and Com. Ravinder Kumar, President of AICAEA, Delhi Branch shall
attend the meeting. Official side was represented by Smt. Tripti
Patra Ghosh, Dy. CGA and Shri. D.D.K.T.
Dason, Asstt. CGA.
Brief resume of
the discussion held on 10th June 2016
The Delegation discussed the following
issues -
·
Cadre
Review of Gr.B & C employees,
·
Recognition
of AICAEA Category II,
·
Adoption
of mutually agreed transfer policy for AAOs,
·
Posting
of Candidates qualified AAO (Civil) Examination 2014,
·
Holding
AAO (Civil) and other departmental examinations,
·
Grant of
ACPs and MACPs benefits to MTS as per the benefits granted in C&AG,
·
Grant of
higher pay scales of Rs. 1350-2200 to DEO-A w.e.f 1.1.1986 in terms of the
directives of the CAT and various higher courts,
·
Promotions to the Senior Accountants as AAOs under
10% promotion quota,
·
Counting
of service for grant of benefit of II ACP to Sr. Accountant
appointed as Accountant from
the date passing departmental competitive examination conducted by SSC and from the 1st July of the
next year of passing open examination conducted by SSC as per orders of DoPT
respectively,
·
Removal
of injustice to newly recruited Accountant in the matter of granting 1st
increment,
·
Grant
of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA and
improvements in their improvements
in promotional avenues,
·
Removal
of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in
Civil Accounts Organization,
·
Relaxation
for revision of option for fixation of pay in the revised pay structure for
persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006 and
·
Providing amenities to the Central
office of the AICAEA etc.
The Delegation also reported about the
incidents of PAO, CBEC, Madurai and PAO, CBEC, Jaipur in which the local
authorities have totally destroyed the working atmosphere in the offices and
victimizing the employees.
Instances of implementing CVC directives for rotation of employees
working in sensitive seats in a distorted manner and using it as a tool to
victimize and harass the employees by the Civil Accounts authorities like, CCA,
Agriculture, CCA, Commerce and Textiles and some more authorities had been
brought to the notice of official side by the delegation.
Entire discussion was held in a very
congenial atmosphere and the Official side assured that necessary action shall
be taken by them to resolve the issues raised by the staff side. Responding to the assurance, staff side
offered their thanks to the Official Side for the positive gesture shown by
them.
(b) Cadre review and
revival of movement under the banner of the COC of Civil Accounts Employees and
Officers Associations and functioning of COC at different levels.
It was
noted by the meeting that, the Co-ordination Committee of Civil Accounts Employees and
Officers Associations had met in Mumbai on 1st June 2016 and decided to resort
to organizational actions like Branch wise Dharna and centralized Dharna in front of CGA office some times in June and
July 2016 respectively on following
demands-
1.
Cadre review
of Group B and C cadres
2.
Continuation
of recognized status of AIAPAO(Civil)
3.
Grant
of Recognition to AICAEACAT II.
These decisions were circulated by the
Co-ordination Committee vide its Circular No.2 dated 03-06-2016.
The meeting of the extended federal
executives endorsed the decisions of the Co-ordination Committee. However, due
to serving strike notice of indefinite strike from 11th July 2016
jointly by all Associations even for these three demands too, the meeting proposed that situation
may be reviewed by the Co-ordination Committee after the Indefinite Strike and thereafter
decide about the next course of action.
(c)
Attack on members of PAO, CBEC, Jaipur - regarding
The meeting noted that, in addition Jaipur,
members of many other offices are under attack and severe attacks have been
launched in PAO, CBEC, Madurai. The meeting therefore, considered the
situations prevailing in all those offices one by one and took decisions
accordingly.
Jaipur: For
the last six months the employees working in the PAO have been facing various
atrocities of the local administration. The Unit Association when
requested the PAO to resolve the matter, he refused. The matter was then brought to the knowledge
of the higher authorities. But they took an aggressive attitude towards the
employees and the CCA, CBEC himself alongwith his team of officers from the administration
of Pr. Accounts office visited the PAO, CBEC, Jaipur with the intention to
identify the protesters and transfer them to other stations. But the members of the
Unit stood unitedly; they revealed more fact of harassing the women employees. The
Unit Association and the
AICAEA, Rajasthan
Branch took united stand and wrote to PCCA, CBEC, CGA and Central Headquarters
of AICAEA formally narrating the situation. Accordingly, the Central headquarters of AICAEA furnished
full facts with evidences to the Principal CCA, CBEC and the Controller General
of Accounts. However, reluctance on the part of PCCA, CBEC to
negotiate had compelled the NFCAA headquarters to mobilize the leaders of the Branches
of Delhi and hold a forced negotiation.
After
this meeting, the women employees of the office have submitted individual
representations to the Pr. CCA, CBEC explaining the incidents of misbehavior
they have been facing. But the administration Pr. CBEC did not taken any
tangible action. However, due to unity
of the members of the Association and intervention of CGA, the PCCA, CBEC has finally
setup an inquiry committee.
The meeting of the extended federal
executives while hailing the members of Rajasthan Brach as a whole and PAO,
CBEC, Jaipur in particular for
exhibition of exemplary unity decided that,
struggle should continue and NFCAA shall
exert with full capacity to provide justice to
the members of PAO, CBEC, Jaipur.
Madurai: the
local administration of PAO, CBEC, Madurai had conspired to remove some of the
members from the office to curb the strength of the Unit Association. As such
it had recommended for transfer of two members in violation of the policies of
Department of Personnel and Training and the directives of Central Vigilance
Commission circulated by the CGA through OM dated 15-12-2015. Learning this fact, the Unit Association had
approached the Dy. CA, Chennai and the PCCA, CBEC, New Delhi under intimation
to Tamilnadu and Pondicherry Branch and Central Headquarters of NFCAA. Committee
members of AICAEA and AICAEACAT II, Tamilnadu and Pondicherry Branch had met
the Dy. CA, CBEC, Chennai and requested him vide letter dated 20-05-2016 that
the transfer of persons being totally against the interest of the office and
employees as there are vacancies in the PAO, Central Excise, Madurai itself,
the move to transfer the officials from the office may be avoided by filling up
of posts in the other stations through direct recruitments etc. But the Dy.CA recommended
for transfer of two members and the Pr. CCA CCA, CBEC vide an order dated 1st
June 2016 had ordered for transferred of two employees vindictively to PAO,
Central Excise Tiunelveli form Madurai. Among the persons transferred, one had gone to
Madurai by seeking transfer on personal request from Chennai and the other
person is a physically handicapped one.
In
protest against this, Unit has resorted to pen down strike instantly and it has
been continuing. The Branches of Tamilnadu and Pondicherry have
also been demonstrating in front of the office of the Dy. CA.CBEC, Chennai.
Midst
all these, when Secretary General met CCA, CBEC and pointed out the lapses in the orders, he accepted the mistakes and revoked
the orders partially through withdrawal of orders of only one of the employees
who is physically handicapped. But no action to put the entire situation in
order has been taken by the administration.
The
meeting of the Federal executives hailed the members of PAO, CBEC, Maduari and
considering the gravity of the situation adopted a Resolution protesting the
actions of the authorities and forwarded to all concerned. The meeting also directed
all Branches to resort to immediate protest demonstrations in front of CBEC
units of all stations/ Branch headquarters. The meeting further directed the
federation headquarters to take required decisions according to the
developments of the situations.
Till this circular is prepared,
demonstrations had started in Chennai, Kolkata, Hyderabad and Cochin. Observing
that the protest is becoming more militant and spreading throughout the
country, the PAO, CBEC, Madurai and Dy.CA, CBEC, Chennai negotiated with the
Unit and Branch respectively on 14th June 2016 and assured that
recommendations for reversal of transfer orders of the member concerned and no
disciplinary action against agitation shall be made to the higher authority. After
this development, Secretary General discussed with the CCA, CBEC who expressed
that the action shall rely on the recommendations of lower authorities. In view
of this the Unit took the decision of suspending the pen down strike
temporarily and resume normal functioning of the office.
Hyderabad: The
PAO, Ministry of HRD Unit, Hyderabad has been protesting for the quite some
time past against the harassment to the members by the local administration. The working atmosphere of the office has been
totally vitiated due to undisciplined functioning of the local administration
itself. Responding to the agitation by the Unit Association and Andhra Pradesh
Branch, though the higher authorities have intervened but they have not taken
any tangible action so far. The Federation Headquarters has also discussed the
matter with the authorities.
In view of this situation, the meeting
of the Federal Executives decided that, if no action is taken by the
authorities immediately, federation headquarters should take decisions
according to the need of the situation.
Delhi: In Pr. Accounts office, Ministry
of Agriculture, New Delhi a vindictive transfer order was issued in the last
week of May 2016 to one of the members who stood witness to the abusive
language used by one of PAOs towards the employees. The Unit and Branch
Associations reacted sharply and decided to resist the attack. The higher
authorities however, acted rationally and after holding dialogue the
representatives of the Branches and Headquarters of NFCAA withdrew the transfer
order.
The meeting of the federal executives congratulated
the Unit concerned and the Delhi Branch for their united and timely action.
Agenda No.4. Organizational review
a)
Holding of 7th Federal Council meeting of NFCAA
It has
been decided unanimously that the 7th Federal Council meeting of
NFCAA along with the Central Working Committee Meetings of AICAEA and AICAEA
CAT II shall be held in Jaipur in November 2016. The Branches of Rajasthan
shall therefore, conduct their Branch Conferences immediately by inviting the
Secretary Generals of both Associations and also start preparations for the 7th
Federal Council meeting.
All other Branches have been directed by the meeting
to extend financial and organizational co-operation to the
host Branches. It has been assured by Federal Executive members and Branch Secretaries
from different Branches that all co-operations shall be extended by them for
making the 7th Federal Council Meeting at Jaipur a grand success.
Formation of NFCAA Branches
It
has also been decided that, as per the standing decision of the NFCAA, the
Branches NFCAA should be revived /formed immediately. The decisions taken in
the earlier meetings of NFCAA may be circulated once again by the federation
headquarters.
b)
Recognition to AICAEA Cat-II & NFCAA.
It was once again observed by the
meeting that the authorities are not inclined to accord recognition to the
AICAEA CAT II and hence, the question of recognition to NFCAA is still far
away. The attention of the meeting was
also invited regarding promotion of parallelism by the authorities in contravention
of the provisions of the rules.
The meeting therefore, emphasized that
AICAEACAT II is essential to be recognized and all efforts in this direction
shall have to be taken.
The meeting appealed upon the members to
defeat the attempt of destroying the unity of the employees and strengthen the
AICAEACAT II by continuing their membership in the Association which is a 12
years old organization of AAOs and fighting for the causes of the cadre along
with the rest of Service Associations of Civil Accounts organization shoulder
to shoulder without even having the recognized status.
It was further decided by the meeting
that the AICAEA CAT II may meet in its National Executives Meeting immediately
and decide the step to be taken by it for uniting the AAOs.
c)
Enhancement of membership and continuation of Foreign Service of
Secretary General.
It was
observed by the meeting that there were improvements in membership strength and
majority of the members of AICAEA are subscribing under the
revised rate of subscription. But
the membership subscription is not regular except a few Branches of AICAEA.
Units of Punjab, Haryana, Bihar, Jharkhand, Madhya Pradesh and Chattisgarh are
not paying any subscription for years together. Much improvement is required in Delhi, Uttar
Pradesh, North East, Gujrat etc.
Above situation has been considered as very
serious as the functioning of the Association and Foreign Service of the
Secretary General is dependent on the regularity and quantum of membership
subscriptions. The
meeting therefore, requested the members to appreciate the fact that without
finance organization can never provide better service to the members and appealed
upon them to ensure deduction of their subscription and remittance of the
amount to the organization.
As regards Delhi, the meeting directed the
Delhi branches to units regularly and ensure visit of atleast one unit every
day.
d)
Unit and Branch Conferences and Branch level women convention.
While
deliberating on this issue, the meeting observed that, much effort to visit
stations and reactivating the Branches were taken during the period. Secretary
General and Finance Secretary of AICAEA had visited Bhopal units in April 2016 and
one of the Comrades from Indore had lended his best co-operation of the success
of the visit. All units of Bhopal held their elections but the Branch
Conference has to take place.
A team of
the available leaders of the NFCAA, Delhi visited Southend Branch Delhi in May

Secretary
General and Com. Ravishankar Tank, Asstt. Secretary General, AICAEA visited the
Units of Dehradun in May 2016. Since many new Units have now come to existence
in Uttarakhand, the Units have assured that they shall form the Branch at the
earliest.
A
composite team of office bearers of AICAEA, AICAEA CATII and AIAPAO (Civil)
from Mumbai had visited Pune and Nashik in May 2016. Branches of all three
Associations have been formed in these stations during the visit of the team.
The
meeting requested all Branches/ Stations/ states yet to hold their Branch Conferences
to complete the same within 31st August 2016 so that they are able
to depute Delegates in the 7th Federal Council meeting of NFCAA
scheduled to be held at Jaipur tentatively in November 2016.

In view of the long pendency of issues
concerning with the members working under Ministry of Home Affairs, the
extended federal executives meeting decided that, Pr. CCA, MHA should be once
again approached for conducting the meeting. All Branches may send the pending
items from their Units urgently. In case
no meeting takes place, organizational actions should be adopted.
The
AICAEA, Delhi Branch reported that the Pr. CCA, CBEC unit, Delhi vide a resolution
dated 8th June 2016 has decided to refer 14 demands of the Unit
pending for discussion with the
Principal CCA, CBEC Branch requested to
take up
the items with the Principal CCA,
CBEC alongwith the issues of other units and Branches of the country and
accommodate the executive committee members of the unit Association in the team
of representatives who shall negotiate the items with authorities of Pr. CCA,
CBEC, Delhi. The meeting of the Federal Executives has accordingly decided to
take up all issues of CBEC Unit, Delhi together with the issues of other Units with
the Pr. CCA, CBEC and directed all Branches to send the items immediately.

employees and officers and functioning of joint Action Committee of Accounts
and Audit employees and Officers organizations.
The meeting while reviewing the
functioning of apex JAC and its local formations, observed that all tiers of
the JAC have become non-functional. Though the NFCAA had implemented all the
decisions including signature campaign taken in the National Convention of the
Accounts and Audit Employees and Officers held at Hyderabad on 10th
January 2016, but Signature campaign call was not implemented by other
constituents. The Meeting therefore, decided to approach the Chairman for
discussing about the continuation of JAC and restoration of the functioning of
the JAC.

Distress of Com Jitendra Prasad, AAO,
posted in PAO, Patent and Trade Marks, Mumbai for last one year on the
allegation of his involvement in
financial irregularities occurred
in the PAO was deliberated in the meeting. He is under the inquiry process of
CBI. Since individual is a victim of the circumstance, the matter was discussed
by Com. Ajay K Patole and V. Bhattacharjee with CGA also during all India
Conference in Chennai. As he is having liability and facing lots of financial
difficulties in maintaining the family and dealing the legal matters, the
Mumbai Branch had extended him financial support. Now, the Mumbai Branches have requested all to extend their supporting
hand to Com. Jitender Prasad so that he and his family can be supported
financially. In view of this, the meeting decided to appeal upon all Civil
Account employees of the country to contribute generously and urgently. All
contributions should be accumulated at the Branches and forwarded directly to
Mumbai Branch under intimation to federation headquarters. For remitting the money Com. Ajay K. Patole
(Mob. No.09820107720) or Com. Rajesh Singh (Mob. No.07738568753) may be
contacted.
It was also discussed and decided that
the issues of proportionate expansions of the PAO/ Civil Accounts setup
due to further expansion of the
Commissionerate of Central Excise and enhancement powers of PAOs of CBEC
regarding reimbursement of medical claims shall be taken up with the
authorities.
The
meeting was thereafter declared as over by the President.

Resolution
Adopted By the Extended Federal Executive Meeting
This
extended Federal Executive meeting of the National Federation of Civil Accounts
Associations (NFCAA) represented by All India Civil Accounts Employees
Association (AICAEA) and All India Civil Accounts Employees Association
Category-II held today the 10th June 2016 deliberated on the
incident of vindictive transfers of the employees working in PAO, central
Excise, Madurai to out of station and the incidents of harassments to the
employees of PAO, Central Excise, Jaipur.
1.
It
has been noted by the meeting that the Pr. CCA and the CCA, CBEC vide an order
dated 1st June 2016 had ordered for transfer of two employees
vindictively to out of station form PAO, Central Excise, Madurai on the basis
of the malicious reporting made by the local PAO and the Dy. CA, CBEC, Chennai.
Among the persons transferred, one had gone to Madurai by seeking transfer on
personal request from Chennai and the other person is physically handicapped
one.
The
representatives of All India Civil Accounts Employees Association and All India
Civil Accounts Employees Association Category II, Tamilnadu and Pondicherry
Branch had met the Dy. CA, CBEC, Chennai and requested him through their letter
dated 20-05-2016 that the transfer of persons being totally against the
interest of the office and employees as there are vacancies in the PAO, central
Excise, Madurai itself, the move to transfer the officials from the office may
be avoided by filling up of posts in the other stations through direct
recruitment from staff selection commission etc.
But the
transfer orders had been issued by the administration of Pr. CCA, CBEC in
violation of the policies of Department of Personnel and Training, Government
of India instructions and also the directives of Central Vigilance Commission
circulated by the CGA through OM dated 15-12-2015.
When
the Secretary General of AICAEA had pointed out these lapses in the said orders
to the CCA, CBEC, New Delhi he accepted the mistakes and thereby the
administration of Pr. CCA, CBEC has revoked the orders partially through
withdrawal of orders of only one of the employees who is physically
handicapped. But no action to put the entire situation in order has been taken
by the administration so far.
2.
For
the last six months the employees working in the PAO, Central Excise, Jaipur
have been facing various atrocities of the local administration. Since there is
no working environment in the office due to the misbehavior of the officers
operating the administration, the employees, the AICAEA, Rajasthan Branch and
finally the All India Associations furnished the full facts with evidences to
the authorities of Principal CCA, CBEC and the Controller General of
Accounts. These apart, the women
employees of the office also submitted individual representations to the Pr.
CCA, CBEC authorities explaining the incidents of misbehavior they have been
facing. But the administration Pr. CBEC has not taken any tangible action to
resolve such a serious and sensitive matter at the required pace.
This
meeting therefore, urges upon the higher authorities to resolve above issues
through mutual dialogue with the representatives of the Associations so that
protest actions of the employees do not spread intensively throughout the
country.
