Dear Comrades/Friends,

IT IS MORE THAN TWO YEARS CGA HAS NOT HONOURED HIS ASSURANCES ON

CADRE REVIEW OF GROUP-B &C OFFICERS AND EMPLOYEES

AND FOLLOWING ISSUES

·           CGA HAS NOT IMPLEMENTED THE 7CPC RECOMMENDATIONS FOR - grant of upgraded pay scales to AAOs (GP 5400 after 4 years) and Senior Accountants (at par with Assistants of Central Secretariat i.e.GP 4600).

·           CGA HAS NOT TAKEN ANY ACTION TO- extend Gr-A Status and higher pay scales to AO/Sr. AO (PB3 GP Rs. 6600 and GP Rs. 7600 after two year): grant parity to secretarial (Stenographers) cadres with Central secretariat secretarial cadres: upgrade LDCs (as Accounts Assistant GP 2400) and Accountant( GP 4200):  merge DEO with Accountant/ Senior Accountant grant pay scale of Drivers in Loksabha Secretariat to Drivers of Civil Accounts: extend the benefit of treatment of  joining to the post of JAO/AAO after passing the examination as fresh appointment as has been done by CAG

·           CGA HAS NOT HONOURED THE ASSURANCES GIVEN TO THE AICAEA IN THE MEETING OF 6-11- 2015  ON THE ISSUES LIKE-  Adoption of mutually agreed transfer policy: Grant of benefit of II ACP to Sr. Accountant from the date passing competitive examination/ 1^st July of the next year of passing open examination conducted by SSC:  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in CGA office: Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization: Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006: Suitable office accommodation with amenities to CHQ of AIAPAO (Civil) and alternative accommodation and amenities to the Central Office of AICAEA.

·           CGA HAS REFUSED TO GRANT financial up gradations to MTS under ACP/MACPS at par with CAG’s organization.

INSTEAD, CGA HAS STALLED OPERATION OF ALL BENEFITS WE HAD ACHIEVED THROUGH OUR 40 YEARS LONG STRUGGLE

·           CGA HAS STOPPED conducting all departmental examinations: posting/promotion of AAO (Civil) qualified persons in 2013 and 2014: giving timely promotion to AOs/Sr.AOs to the higher posts and ACP/ MACP benefits to other cadres by conducting DPCs regularly.

·           CGA IS SNATCHING AWAY THE RECOGNITIONS OF THE ASSOCIATIONS BY NOT FOLLOWING THE PROVISIONS OF CCS (RSA), RULES, 1993: arbitrarily discontinued the recognition facilities of AIAPAO (Civil) and in order to refuse recognition or derecognize rest of the Associations, conducting membership verifications of Associations of Category II (AAOs) and Category III (all other categories employees) violating   the orders of DOPT and Govt. of India.

THE REPRESENTATIVES OF AIAPAO (Civil) AND NFCAA (AICAEA & AICAEA CAT II) FORM ENTIRE COUNTRY SHALL COME TO DELHI AND

 SIT FOR A DAY LONG DHARNA ON 16^TH NOVEMBER 2016

DEMAND OF CADRE REVIEW

1.   Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.  

2.    Accounts Assistant (by upgradation of post of LDCs) –          Grade Pay Rs. 2400/- PB 1

3.    Staff Car Driver Gr. II                                               Grade Pay Rs. 2400/- PB 1

4.     Stenographer Gr. III                                                 Grade Pay Rs. 2800/- PB 1

5.     Accountant -20%, DEO Grade A and Junior

        Hindi Translator (converting as Accountant) -                    Grade Pay Rs. 4200/- PB 2

6.     Sr. Accountant - 80%, Data Entry Operator Grade B/

        Hindi Translator /Stenographer Gr. I (Merged post of Gr.II& I) -  Grade Pay Rs. 4600/-PB 2

{Recruitment of Accountant:- 33.1/3 percent by direct recruitment, 33.1/3 percent by promotion of clerks on seniority basis on completion of 5 years, 33.1/3 percent by promotion from following officials:-

(i) Graduate Group –‘D’ Officials with three years continuous regular service in the grade on passing the departmental examination for Accountants.

(ii) Matriculate clerks with three years continuous regular service in the grade on passing the Departmental Examination for Accountants.

(iii) Clerks on passing Part-I of the   AAO (Civil) examination. 

7.     Sr. Accountant- on completion of 4 years/         

        Computer Operator -                                      Grade Pay Rs. 4800/-PB 2

8.     Private Secretary -                                           Grade Pay Rs. 4800/-PB 2           After 4 years of service-                                                 Grade Pay Rs. 5400/-PB 3

9.     Asstt. Accounts Officer –                                    Grade Pay Rs. 5400/-PB-2 

30% posts by promotion of Sr. Accountant on seniority with removal of condition of 53 years of age for eligibility and 70% by AAO(c) examination -                         

10.  Asstt. Accounts Officer Grade II on completion of 4 years-           Grade Pay Rs. 5400/-PB 3

11.  Sr.Private Secretary-                                                     Grade Pay Rs. 6600/-PB 3 

(Post should be re-designated as PPS and allocated to PCCA and CCA)

12.   Merger of the PAOs/AOs and Sr. AOs  with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately  and after two year  PB 3 with GP Rs. 7600 in Level 12.

13.   Delink CCAS from ICAS Cadre for the purpose of promotion.
