MEETING OF THE

The meeting of the Co-ordination Committee of Civil
Accounts Employees and Officers Associations was held at Jaipur on 17th
December 2016. More than 49
representatives of NFCAA (AICAEA and AICEA CAT II) and AIAPAO (Civil) from
Rajasthan, Gujrat, Mumbai, Pune, Nagpur, Tamilnadu, Kerala, Andhra Pradesh
& Telengana, West Bengal, North East and Delhi participated in the meeting.
The meeting was jointly presided over by Com.S.S.Chauhan, President, AIAPAO
(Civil) and Com. G. K. Nair, President, NFCAA as Joint Chairpersons of the
Co-Ordination Committee.
At the outset, the meeting hailed the leaders and members
of the Co-ordination Committee for making the calls of the action programmes
like signature campaign, country wide station wise Dharna on 26th
October 2016 and day long Dharna on 16th December 2016 in front of
the office of the Controller General of Accounts totally successful inspite of
issuing threatening and warning memos by the office of CGA. .
The meeting reviewed the status of the eleven point
demands which were discussed in the formal meeting held between the Joint
Controller General of Accounts and the representatives of the Co-ordination
Committee. It was observed that, though there were some progress on some of the
items discussed, but none of the issued had reached to finality. Further,
instead of concentrating their attention towards settling the issues or
perusing those with the appropriate higher authorities, the CGA office exerts
and wastes more time in threatening the employees about consequences of
participating in protest actions by quoting irrelevant provisions of conduct
rules and court pronouncements.
After
detailed deliberation the meeting concluded that, without united and sustained
struggle of serious nature, the demands would not move towards the direction of
settlement. The meeting unanimously adopted a Resolution and forwarded it the
Finance Minister of India, the Secretary Department of Expenditure and the
Controller General of accounts. The meeting also adopted following action
programmes and applied upon all to implement the programmes.
Three week long campaign from 2ND January
2017 and lunch hour demonstration on 20th January 2017
In
order to strengthen the unity among the AO/Sr. AO, AAO and rest of the
categories of employees of Civil Accounts organization further, it has been
deiced that, campaign to all Units by National and Branch office bearers of
co-ordinating organizations shall be initiated with effect from 2nd
January 2017 and this campaign shall culminate by holding A centralized Lunch
hour Demonstration on 20th January 2017 at all stations. During the
period of campaign, joint delegations of the Branch leaders shall visit all
offices/ units and explain the latest situations. A Resolution shall be adopted
by the meeting and forwarded to all authorities concerned. Draft of the resolution shall be circulated
by apex level Co-ordination Committee.
It
has also been decided that, in the places where the Co-ordination Committees have
not yet been formed or not functioning effectively would be identified and all
Branches of such stations shall be asked to take early steps to form the
Co-ordination Committees. The representatives of Rajasthan, AP& Telegana
assured that, the Co-ordination Committee shall be formed immediately. For
formation in Pune and Nagpur, representatives of three Associations undertake
visit together. In Gujrat, representatives of AIAPAO (Civil) shall visit. Similarly, Branches of all other left out stations
shall be directed to fix the dates for formation
of COCs and joint delegations of the apex level co-ordination committees shall
visit such stations.
Mass dharna at all state
capitals/important centres on 23rd February 2017
A
joint day long mass dharna shall be organized by the state/ regional level
Co-ordination Committees at all stations in centralized place on 23rd
February 2017. All National Branch and Unit level Office bearers of NFCAA
(AICAEA and AICAEACAT II) and AIAPAO(Civil) shall participate in the Dharna
which shall commence at 11 am sharp and continue upto 4 pm.
HALF DAY WALK OUT FROM WORK SPOT ON 9TH MARCH 2017
In
case no settlement is there, then entirety of the members of Co-ordination
Committee shall stage half day walkout form the work spot/ office after on 9th March 2017 i.e. all
shall leave the during lunch hour and shall not return to the office on that day.

Copy of the
Resolution adopted in the meeting of the Co-ordination Committee of Civil
Accounts Employees and Officers Associations held on 17th December
2016 at Jaipur
The meeting of the Co-ordination Committee of Civil
Accounts Employees and Officers Associations was held today the 17th December 2016 at the venue for 7th
Federal Council meeting of National
Federation of Civil accounts Associations,
Jaipur. Representatives of the
Co-ordination Committee from different stations/ cities of North Eastern
Region, West Bengal, Andhra Pradesh and Telengana, Tamilnadu & Pondicherry,
Kerala, Maharashtra, Gujarat, Delhi and Rajasthan attended the meeting.
The meeting noted with utter disappointment that,
the Controller General of Accounts has done 5th cadre review of the ICAS cadres
of the Civil Accounts organization in 2015 and upgraded several posts, but
inspite of repeated requests by the All India Civil Accounts Employees
Association, All India Civil Accounts Employees Association Category II and All
India Association of Pay and Accounts Officers (Civil), Controller General of
Accounts, has not taken any action to undertake cadre review of the Group
B&C cadres of the Civil Accounts organization within last four decades.
This action on the part of the office of the Controller General of Accounts is
a gross violation of the instructions issued by the Government of India
particularly after the implementation of the 6CPC recommendations.
This
apart, the facilities of All India Association of Pay and Accounts Officers
(Civil) which was a recognized Association has been discontinued by the
Controller General of Accounts without completing process of re-verification
membership in terms of the provisions of CCS (RSA) Rules, 1993. As per the
guidelines issued by the DOPT vide OM.NO.
4/1/2002-CS.IV dated 09-03-2007 in respect of various
departments, the facilities of recognition have to be continued till completion
of process of re-verification membership. But the Controller General of
Accounts is not agreeing to follow this guideline of DOPT.
Further, as per the membership verification report,
the All India Civil Accounts Employees Association Category II enjoys the
strength of 27(twenty seven) % membership of the cadre of AAOs. Therefore, the
Association is entitled for the status of 2nd recognized Association
in terms of the provisions of CCS (RSA) Rules, 1993. But the Controller General of Accounts is not
granting recognition to the said Association.
The system of departmental examinations have been totally
stalled by the Controller General of Accounts
for more than two years causing serious
obstacle to the career prospects
to totality of the lower grade officials of Civil Accounts organization.
Even the individuals qualified departmental examination for promotions as AAOs
held in 2013 and 2014 have not been allowed promotions thereby causing heavy
financial loss to them.
Inspite of the specific instructions of the
Government of India, the Controller General of Accounts has not implemented the
recommendations of 7CPC in respect of (a) granting higher pay scales
corresponding to Rs 5400/- to AAOs on completion of four years, (b) upgradation
of pay scale of Sr. Accountants at par with Assistants of Central Secretariat
and (c) parity between Stenographer cadres of Central Secretariat and Civil
Accounts organization.
Despite clear-cut instructions of the DOP&T to
hold timely and advance actions in
convening departmental promotion committee meetings in terms of model calendar, the Controller General of Accounts is not holding
DPCs for promotion of different cadres and particularly for AO/Sr. AO resulting
heavy financial loss to the individuals.
All sorts of promotional benefits that were
applicable to different lower grade employees like MTS, LDC and Acctt/ Sr.
Accountant etc. have been totally shut
down by the Controller General of Accounts for the last two years and on account of this the employees are retiring
in the same grade they had been initially recruited.
Though there are hundreds of vacancies at the level of AAOs and
there are eligible persons for manning those posts, but the Controller General
of Accounts, as per the instruction of the Government of India, is not even
granting adhoc promotions to any of the eligible persons while such persons are
already discharging the responsibilities of AAOs grades due to shortage of
AAOs.
The Controller General
of Accounts is not inclined to extend the benefits that have been given to
similarly placed employees and Group–B officers of various other departments of
Government of India. Not only this, the
Controller General of Accounts is not even extending the promotional and MACP
benefits granted to the MTS and AAOs by the authorities of IA&AD and other organized Accounts departments .
Despite repeated requests by the Associations, the Controller
General of Accounts is not taking any initiative to provide proper
accommodations for the purpose of functioning of their offices.
Being extremely disappointed, when the
representatives of this Co-ordination Committee had decided to go for a sit-in
in front of the office of the Controller General of Accounts on 16th
of November 2016, the Joint Controller General of Accounts under the aegis of
Controller General of Accounts had invited the representatives of the
Co-ordination Committee on 15th November 2016 and assured that the
finalized proposal for Cadre Review of
Gr.B and C cadres shall be forwarded to the Ministry of Finance and necessary favourable actions shall be taken on ten other issues
referred by the Co-ordination Committee within a month’s time.
Honoring the assurance given by the Joint Controller General of
Accounts the Co-ordination Committee had resolved to defer its proposed sit-in
programme in front of the Office of Controller General of Accounts.
Since no action was taken by the Controller General of Accounts
even after three weeks, the Coordination Committee, while forwarding the
representations submitted by more than three thousand employees and officers of
the organization on 7th December 2016 requested Controller General
of Accounts to kindly honor the commitment of one month’s time so that the
Co-ordination do not revive its decision of going for the sit in on 16th
December 2016 in front of his office.
But the Controller General of Accounts, instead of honoring his
assurances and appreciating the justified demands of the officers and
employees, issued an O.M. on 9th December 2016 threatening the
officers and employees that they would be liable for disciplinary action if
they become the part of the protest action in support of their genuine demands
which the meeting considers is nothing but the expression of apathetic attitude of Controller General of Accounts towards the
prayer of his employees and officers.
The meeting observed that, whenever the employees and officers
of the Civil Accounts organization try to raise their voice of protests in a
democratic manner against injustices on them or in support of their justified
demands, the Controller General of Accounts, instead of becoming sensible
towards their grievances, always issues threatening of initiating disciplinary
actions against the employees by quoting the irrelevant provisions of Conduct
Rules and court judgments etc. in the orders.
The meeting therefore, expresses its strongest protest
against these types of anti- employee attitude of the Controller General of
Accounts.
The meeting however, being rational in its approach,
resolves that, if the of Cadre Review and Ten other pending demands are not
settled by the Controller General of Accounts on priority basis, the State and
Regional level representatives of the Co-ordination Committee shall stage Day
long Dharna in front of the offices of Civil Accounts Organisation on 23rd
February 2017 at all stations and entirety of Officers and Employees shall
stage walk out from office for half day on 9th March 2017 to record
their protest.
The meeting further resolves that the Resolution
shall be forwarded to Hon’ble Finance Minister, Government of India, New Delhi,
the Secretary, Department of
Expenditure, Government of India, New Delhi, the Controller General of
Accounts, Ministry of Finance, New Delhi and it’s copies shall be endorsed to
the Secretary, Staff side National Council (JCM), New Delhi, the Secretary
General, Confederation of Central Government Employees and Workers’, New Delhi
and the Secretary General, Confederation of Central Government Gazetted
Officers Organization, Chennai.
