COUNCIL MEETING OF NATIONAL FEDERATION
OF CIVIL ACCOUNTS ASSOCIATIONS HELD AT
JAIPUR ON 17TH &18TH DECEMBER 2016
RESOLUTION-
1
In
protest of non- settlement of the problems of the employees by the Pr. Chief
Controller of Accounts, Central Board of Excise and Customs
The 7th Federal Council meeting of
the National Federation of Civil Accounts Associations held at Jaipur on 17th
and 18th December 2016 expressed its strongest resentment against
the vindictive and adamant attitude of the administration of Pr. Chief
Controller of Accounts, Central Board of Excise and Customs towards the
problems of the employees.
The administration of Principal
Chief Controller of Accounts, Central Board of Excise & Customs always
maintains vindictive and punitive attitude towards the employees. There are numerous
examples of harassments to the employees and denial to resolve the grievances
of the employees by the administration of Principal Chief Controller of
Accounts, Central Board of Excise & Customs.
The administration of Principal
Chief Controller of Accounts, Central Board of Excise & Customs is not
settling long pending grievances of the employees relating to their promotions,
ACP/MACP benefits, Compassionate appointments, promotions, financial matters
etc. There is no working atmosphere in the
establishment of Principal Chief Controller of Accounts, Central Board of
Excise & Customs. A reign of terror has prevailing and in the event of
airing their grievances the employees
are being threatened and transferred
vindictively without following any norm and policy laid down by the Government
of India and the Controller General of Accounts.
Apart from other pending issues, several
representations of the employees for transfer to their home town are pending
with the administration of Principal Chief Controller of Accounts, Central
Board of Excise & Customs. But the administration of Principal Chief
Controller of Accounts, Central Board of Excise & Customs has been processing
the representations on pick and choose basis
selectively. Since the employees are
totally disgusted with the adamancy of the administration of Principal Chief
Controller of Accounts, Central Board of Excise & Custom, they approached
the Association and other higher authorities. In retaliation, they have been
conveyed that, their cases would not be considered. This fact clearly
establishes the discriminatory, prejudiced and vicious activities of the
administration of Principal Chief Controller of Accounts, Central Board of
Excise & Customs.
In an informal meeting on 9th
August 2016, the Pr. Chief Controller of Accounts, Central Board of Excise and
Customs had kindly asked the representatives of the central headquarters of All
India Civil Accounts Employees Association to submit the items of agenda for
discussion in the formal meeting which would be convened by her. Accordingly,
the central headquarters of All India Civil Accounts Employees Association vide
its letter dated 26th August 2016 had submitted 20(twenty) items connected
with the grievances of the employees. After submission of two subsequent reminders
requesting the Pr. Chief Controller of Accounts, Central Board of Excise and
Customs on 28th September 2016 and 24th November 2016 when
the Association had deputed its representative to the administration of Pr.
Chief Controller of Accounts, Central Board of Excise and Customs to inquire
about the status of the requests for the meeting, the said administration
informed that, inspite of the assurance of Pr. Chief Controller of Accounts, no
meeting between the Pr. Chief Controller of Accounts, Central Board of Excise
and Customs and the representative of the central headquarters of the Association
would be arranged and the local Unit of the Association may meet the
administration.
the 7th Federal Council meeting noted that, when
the administration of Pr. Chief Controller of Accounts, Central Board of Excise
and Customs had issued an illegal transfer order against an employee of Madurai
during June/ July 2016 and withheld his pay for two months, the Association had
sought personal intervention of Pr. Chief Controller of Accounts, Central Board
of Excise and Customs and she had undone the vindictive actions. Further, when with the objective of
victimizing a section of the employees and officers of Jaipur, the
administration of Pr. Chief Controller of Accounts, Central Board of Excise and
Customs had constituted an “sexual harassment committee” in violation of the
DOPT instructions, the authorities of Ministry of Finance and the Controller
General of Accounts had intervened at the request of Association to stall such
activities of administration of Pr. Chief Controller of Accounts, Central Board
of Excise and Customs. As such, the administration of Pr. Chief Controller of
Accounts, Central Board of Excise and Customs has been maintaining a revengeful
attitude towards the All India Civil Accounts Employees Association and not
allowing materialization of the meeting between the head of the department and the
representatives of recognized Employees Association out of the fear of getting
exposed further before the employees representatives of country.
The approach of the
administration of Pr. Chief Controller of Accounts, Central Board of Excise and
Customs therefore, being defamatory for authorities, anti-employee and a direct
interference into the internal functioning of the Association, this 7th
federal council meeting deplores the activities of the administration of Pr.
Chief Controller of Accounts, Central Board of Excise and Customs and urges
upon the Civil Accounts authorities to kindly intervene into the state of affairs and uphold
the sanctity and credibility of administration in the eyes of the employees.
The 7th federal
council meeting of National Federation of Civil Accounts Associations also
urges upon the authorities to kindly direct the Pr. Chief Controller of
Accounts, Central Board of Excise and Customs to convene the long due meeting
with the authorized representatives of the Associations on the issues
concerning with employees by observing the JCM norms so that standing policy of
the government to promote healthy employer-employee relations moves forward.
The Meeting resolves to forward
this resolution to the Secretary, Department of Expenditure, Ministry of
Finance, the Secretary, Department of Revenue, Ministry of Finance and the
Controller General of Accounts, Ministry of Finance, Department of Expenditure
and all others concerned.

On
the Demand of settlement of the problems
of the employees by the Pr. Chief Controller of Accounts, Central Board of
Direct Taxes
The 7th Federal Council meeting of
the National Federation of Civil Accounts Associations held at Jaipur on 17th
and 18th December 2016 expressed its strongest resentment against
the indifferent and adamant attitude of the Pr. Chief Controller of Accounts,
Central Board of Direct Taxes towards the problems of the employees.
The employees working in different Zonal
Accounts Offices of the Central Board of Direct Taxes have been facing various
problems in connection with their service conditions and working atmosphere in
the offices. There are several vacancies in the offices and no LDC and MTS is
there in majority of the offices which are very major impediments for smooth
functioning of the offices. But, instead of resolving this problem, the
authorities of Principal Chief Controller of Accounts, Central Board of Direct
Taxes, in violation of the orders of the Government of India and Supreme Court
directives, engaging outsourced employees against regular posts. Out sourced
employees have been engaged in the sensitive posts like Pre-check, fund and
Accounts etc. Numbers of compassionate appointment cases are pending with the
office of the Pr. Chief Controller of Accounts, Central Board of Direct Taxes
for years together and the administration is not taking any actions in this
regard.
Due to change in the functions of offices and
modernization of works, the employees are repeatedly requesting to conduct
refresher training for them. But the administration of Pr. Chief Controller of
Accounts, Central Board of Direct Taxes is not inclined to take any tangible
action on this matter.
Office accommodation and working atmosphere
are prime requisites for the efficient function of the department. But the
authorities of Pr. Chief Controller of Accounts, Central Board of Direct Taxes
are not appreciating these aspects. The Zonal Accounts Office housed in the
Building at Ahmedabad is in dilapidated condition and likely to collapse at any
point of time. Repeated request of the employees Association to make
alternative arrangement in this respect has been given a deaf ear.
These
apart, the administration of Pr. Chief Controller of Accounts, Central Board of
Direct Taxes is not considering any staff welfare measures. Inspite of huge
shortage of staff, the administration of Pr. Chief Controller of Accounts,
Central Board of Direct Taxes has discontinued the system of granting
honorarium to the employees which has totally demoralized the employees. Several employees are seeking transfer to
their home town/state. But the administration of Pr. Chief Controller of
Accounts, Central Board of Direct Taxes has been considering the requests of
employees for transfer selectively in a discriminatory manner.
For discussion and settlement of the above
matters across the table, the All India Civil Accounts Employees Association
vide its letter dated 3rd September 2016 requested the Pr. Chief
Controller of Accounts, Central Board of Direct Taxes to kindly convene a
meeting with representatives of the Association. This was followed by personal
requests and further request letters dated 28th September, 2016 and
23rd November2016 respectively. But the Pr. Chief Controller of
Accounts, Central Board of Direct Taxes and his administration has not
responded at all.
The 7th federal
council meeting of National Federation of Civil Accounts Associations
therefore, urges upon the higher authorities to kindly direct the Pr. Chief
Controller of Accounts, Central Board of Direct Taxes to convene the long due
meeting with the authorized representatives of the Associations on the issues
concerning with employees by observing the JCM norms and promote healthy employer-employee
relations.
The Meeting resolves to forward
this resolution to the Secretary, Department of Expenditure, Ministry of
Finance, the Secretary, Department of Revenue, Ministry of Finance and the
Controller General of Accounts, Ministry of Finance, Department of Expenditure
and all others concerned.
