Subject:- Official meeting with the National
Executives and representatives of specified units of All India Civil Accounts
Employees Association.
Reference:- Our letters No: AICAEA/HQ/A-3/2016/887 dated:
26.08.2016, No: AICAEA/HQ/A-3/CBEC/2016/924-927 dated: 28.09.2016 and No:-
AICAEA/HQ/A-3/CBEC/2016/998 dated 24.11.2016.
Madam,
I
would like to refer to the above and state that, as
desired by you in the discussion held between us in your chamber on 9th
August 2016, this Association vide its letter No:- AICAEA/HQ/A-3/CBEC/2016/998
dated: 24.11.2016 had submitted the list of the items for discussion in the
formal meeting you had assured to
convene.
But it is nearly five months, we
have not received any favourable response from your office.
It may not be out of place to record
here that, the representatives of this Association when tried to ascertain the
status of the letters it had sent requesting you to convene the meeting, the
representatives of your administration had categorically stated to our
representative that, no meeting shall be fixed with the Association and the
administration shall ensure it.
Not only this, it has been reported
by some of our members through their respective Branches and units that, when
they personally met the officers of your administration they told that, if they
find after verification that, they (employees) had requested to Association for
persuing their cases, then administration shall not settle their grievances at
any cost. We have subsequently noted from the orders issued by your
administration that the reporting made by our member are true.
Further, it has also been observed
that, your administration does not appreciate that the authors of the letters
of the Association are not an individual but an authorized signatory of the
Association. They are passing loose and derogatory remarks on the signatory of
the letter in public and creating obstructions into the process of settlement
of his personal issues concerning with your office.
We hope, you will definitely agree
that, the activities of the persons running your administration are not only of
doubtful integrity but they are also deliberately attempting to tarnish the
image of head of the department.
We therefore, request you to kindly
inquire into the facts discussed in this letter and take appropriate action to
set your administration in order.
This Association is however, keeps
its total confidence on your esteemed self and in pursuance of the same, requests
you to kindly convene a meeting with the National Executive members of this
Association at your earliest convenience. Since the situation has changed during
the last few months, we are submitting a slightly amended agenda items for
discussion in the proposed meeting.
We also hope, you will not kindly
ignore this request letter so that the resentment among the employees do not precipitate
further and employees at different stations do not move towards holding of protest
demonstrations which has been proposed to be held on 9th February,
2017.

FRONT OF THE
PAOS OF CBEC ON 9TH
FEBRUARY, 2017
The employees working in the Civil
Accounts setup of CBEC are suffering extremely. The administration of Pr. CCA,
CBEC has been maintaining a harassing and vindictive attitude towards the
employees. They are threatening and harassing those employees who are raising
their voice of protests and on the other hand extending undue favour to their Hench
men.
While discussing the Madurai and the Jaipur episodes with the
Principal CCA, CBEC on 9th August 2016, she had asked the representatives
of the Association to submit the items agenda for a formal meeting.
Accordingly, the Central Headquarters of All India Civil Accounts Employees
Association vide its letter dated 28.08.2016 had submitted 20 (twenty) items
seeking a formal meeting. These issues were relating to filling up of vacant
posts, provision of LDC and MTS, vacation of vindictive actions, Grant of
better Pay Scales to DEOs, promotion of better employer employee relations,
consideration of transfer requests, clearance of long pending compassionate
appointment cases, clearance of MACP cases, ensuring proper drinking water
supply and grant of annual honorarium to all etc.
Following the letter dated 28.08.2016; the Central Headquarters
of All India Civil Accounts Employees Association issued reminders on
28.09.2016 and 24.11.2016 for convening the meeting. But no meeting was fixed. In
pursuance of these letters, when the representatives of the Association called
on the Administration of Pr. CCA, CBEC, the administration conveyed that, it
would ensure that no meeting is fixed between the Central Headquarters of the
Association and the Principal Chief Controller of Accounts, Central Board
Excise and Customs. However, Unit Association is welcome for meeting on any day.
In order to maintain a congenial atmosphere and to maintain the cordial
relation between the National Federation of Civil Accounts Associations and the
All India Association of Pay and Accounts Officers (Civil), the NFCAA
repeatedly discussed the problem created by administration of Pr. CCA, CBEC with
the President and Secretary General of All India Association of Pay and
Accounts Officers (Civil). Responding to the request of National Federation of
Civil Accounts Associations, President of All India Association of Pay and
Accounts Officers (Civil) had also requested the administration of Pr. CCA,
CBEC in the first week of December, 2016 to arrange the meeting. But, the administration
of Pr. CCA, CBEC had given false assurance to him too as no meeting was
arranged. The administration of Pr. CCA, CBEC has taken this position because of
two reasons No. 1 if a meeting is held between the all India representatives
and the Pr. CCA, CBEC misheves of administration shall get exposed and No. 2 if
the meeting takes place between the unit representatives and Pr. CCA, CBEC sufficient
pressure of administration could be exerted on the representatives of the unit Association
in isolation and there would be no necessity of offering any commitment on any
of the issues to the employees representatives and at the same time administration
shall be able to claim that the meeting was convened with the Association.
Further, administration of Pr. CCA, CBEC has also conveyed to
the members who had requested directly to the officers of administration for
conceding their requests that, their reqeusts shall not be considered because
they had approached the Association.
During last year, apart from vindictive transfer order of
Madurai, all other transfer orders were issued in a selective manner without
observing any norm or guidelines prescribed by DOPT & CVC. Even after
holding DPC, the orders of Compassionate appointments have not been issued and
reasons behind this are not obviously beyond doubt. Further, to harras,
Secretary General, personally, the administration of CBEC is not reimbursing
his sixth months old indoor medical reimbursing claim and not responding to the
request of the Association to fix the Pay of the Secretary General after
implementation of 7CPC recommendations.
In view of the above discussed anti-employee and negative
attitudes of the CBEC authorities it has been decided that, all Branches shall
hold lunch hour protest demonstration in front of the PAOs of CBEC Units on 9th
February, 2017. The meeting shall adopt following Resolution and hand over one
copy to the local head of office of CBEC and endorse its copies to the Pr. CCA,
CBEC, New Delhi and the CGA under intimation to Federation Headquarters.
Dear Comrades, please implement the programme. If you do not
implement the programme unitedly, your problems would not move towards the direction
of settlement. It has been repeatedly established that, struggle leads to
success. In CBEC setup itself the path has been shown in the recent past by
Jaipur and Madurai Units.

RESOLUTION
This meeting
of members of All India Civil Accounts Employees Association and All India
Civil Accounts Employees Association Category-II being held under the banner of
National Federation of Civil Accounts Associations _____________________ (Name
of Station) ______________________ Branch today the 9th February,
2017 noted that, in pursuance of the discussion held been the Pr. CCA, CBEC and
the representatives of All India Civil Accounts Employees Association on 9th
August, 2016, the Central Headquarters of All India Civil Employees Association
had submitted the list of items on 28.08.2016 for discussion in a formal
meeting between the representatives of Association and official side of Pr.
CCA, CBEC.
But it is nearly
six months, the Principal Chief Controller Accounts, Central Board of Excise
and Customs did not fix any meeting. The Central Headquarters of All India
Civil Accounts Employees Association issued repeated request letters for
convening the meeting. But no response was received. When personally inquired,
the administration of Principal Chief Controller of Accounts, Central Board of
Excise and Customs refused to arrange any meeting between the Pr. Chief
Controller of Accounts, Central Board of Excise and Customs and representatives
of the Association.
The meeting
therefore, once again urges upon the Pr. CCA, CBEC to kindly convene the
meeting early so that the congenial atmosphere in the organization continue to
prevail.
Resolved that the Resolution shall be handed over to the Head of
office of PAO, CBEC (Name of Station) forward its copies to:-
