Dear Comrades,
Till we prepare this circular, we
have received informations about holding of Lunch Hour Demonstration on 20th
January 2017 by the local COCs of Delhi, Kolkata, Hyderabad, Mumbai, Pune,
Nagpur, Ahmedabad and Jaipur. We congratulate all the members of All India
Civil Accounts Employees Association, All India Civil Accounts Employees
Association Category-II and All India Association of Pay and Accounts Officers
(Civil). Our unity has now consolidated and we would definitely achieve our
demands.
The new Controller General of
Accounts and her office are busy with their office arrangements so far. For the
first time in the history of Civil Accounts Organization, the Controller
General of Accounts who is holding the highest position of the Organization has
decided also to continue with the previous charge of Pr. CCA, CBEC. Not only this,
most unprecedentedly, two CCAs of the CBEC have been assigned the additional charges
of Joint Controller Generals. Therefore, the status and dignity of the office
of Controller General of Accounts stand degraded and it is definitely a matter
of disgrace for all the officers and employees of Civil Accounts Organization.
We the Group-B and C officers and
Employees are running the Civil Accounts Organization. But even after three
weeks of assuming the office, CGA did not arrange even three minutes time to have
a courtesy meeting with the employees’ representatives.
It is very clear that the Civil
Accounts Authorities are not ready to do anything in favour of Group-B and C
employees. The cadre review of the ICAS Cadres had been done five times after
the formation of Civil Accounts Organization. But, no cadre review of Group-B
and C Officers and employees was ever done. The 5th Cadre Review of
the ICAS Cadres was done by the Civil Accounts authorities violating the
Government of India norms and instruction.
If the Cadre Review is not done,
there would not be any future prospect for the Group-B and C Officers and
employees of Civil Accounts Organization. Though the Government has given clear
instructions in this regard, but, the adamant authorities of Civil Accounts are
not ready to do anything. Despite fulfilling all conditions of CCA (RSA), Rules
1993, Civil Accounts authorities are not granting re-recognition to All India
Association of Pay and Accounts Officers (Civil) and recognition to All India
Civil Accounts Employees Association Category-II. Civil Accounts authorities
have totally closed down the promotional prospects of all Group-B and C Cadres.
The system of departmental examination has been stalled. Even the departmental and
particularly AAO (Civil) examination qualified persons have not been given the
benefit of promotion from 2013 onwards. The benefits extended to the AAO and
MTS working in other organized Accounts and IA & AD are not being extended
to the same categories of employees of Civil Accounts Organization. Despite
specific recommendations of 7CPC to grant higher pay to AAOs and Sr.
Accountants the Civil Accounts authorities has not taken any action. Instead while
doing the Cadre Review of ICAS officers, the Civil Accounts authorities have spoiled
the promotion prospects of AO/Sr.AO.
Therefore, the Co-ordination
Committee has decided that, the Group-B offices and C Employees should be
united further and resort to following organizational actions:-

BLACK BADGE WEARING:-
All members of the Co-ordination Committee shall wear Black Badge
for the whole day on 23rd February, 2017. The Text of the Badge is as
below.

All Coordination Committees shall
print the Badges locally and distribute among all members.
2. 23RD MARCH 2017:- DAY LONG MASS
DHARNA AT ALL STATIONS:-
All local Co-ordination Committees shall
organize Day Long Mass Dharna in front of the Senior Most officers of the
station on 23rd March, 2017. All
National/Federal/Branch/Unit/Executive/Women sub-committee members shall sit
for Dharna. The Co-ordination Committee, Delhi shall sit for Dharna in front of
the office of CGA.
3. 6TH
APRIL 2017:- HALF DAY WALKOUT FROM WORK SPOT:-
All
Members of Co-ordination Committee shall stage walk out from office on 6th
April 2017 and they shall leave the office for the rest of the day.
We request all national level
office Bearers, Branch and unit Secretaries to build up rock like unity and
implement the programs. The stations which have not yet formed Coordination
Committees are once against requested to from the same immediately.
Please publish educative leaflets/hand
bills and distribute among the members.
NAGPUR
COORDINATION COMMITTEE FORMED
During the visit of Com. Ajay
Patole, Vice President, AICAEA, Com. V.Bhattacharjee, Secretary General, NFCAA,
Com. Amol Sule, Asstt. Secretary General, AICAEA Category-II on 13th
January, 2017, the Nagpur Co-ordination Committee has been formed. Com. A.B. Sunilkumar,
Secretary General, AIAPAO (Civil) could attend the meeting as the train in
which he was suppose to travel had left before he could reach the station due
to traffic jam. The meeting was held under the chairmanship of Com. M.P.
Despandey, President, AIAPAO (Civil), Nagpur Branch. Branch Presidents and
Branch Secretaries of all three Branch Associations have been elected as Chairpersons
and Conveners respectively by the meeting. All other committee members of the
Branches have been elected as members of the Co-ordination Committee.
