THE DECISION OF FILLING UP 643 VACANT POSTS OF AAOS AT 111 STATIONS BY CALLING PERSONS FROM OTHER DEPARTMENTS ON DEPUTATION BASIS IGNORING THE RECRUITMENT RULES,
REFUSAL TO HONOUR THE DOPT ORDERS AND IMPLEMENT CADRE REVIEW OF GR. B &C CADRES
AND
DENIAL OF RE-RECOGNITION /RECOGNITION TO ELIGIBLE SERVICE ASSOCIATIONS IGNORING THE GOVERNMENT RULES 
BY THE CGA
 IS ONE OF THE EXTREME FORMS OF ATTACK ON THE OFFICERS AND EMPLOYEES
UNITE AND RESIST THE ATTACK WITH FULL MIGHT

CO-ORDINATION COMMITTEE DECIDES TO MEET CGA ON 17TH FEBRUARY
ORGANISE MILITANT DEMONSTRATION IN FRONT OF SENIOR MOST OFFICER OF THE STATION ON 17-02-2017
The office of the CGA vide Circular No. A.32016/1/2015/MFCGA/AAO/Deputation/217 dated 27.01.2017  (published in the Employment News -February 11th to 19th 2017)  has conveyed its decision to fill up 643 vacant posts of AAOs at 111 (one hundred  and eleven) stations of the country on deputation basis for next three years from among the staff working in organized Accounts Services of Central/State Government/PSUs ignoring the fact that, more than a hundred AAO (Civil) Examination qualified candidates  and hundreds of Accountants/Sr. Accounts eligible for promotion as AAOs in terms of the existing Recruitment Rules have been awaiting for their promotion since 2013. This action of CGA is a gross violation of the provisions of Recruitment Rules. It is also clear that, the Civil Accounts authorities shall not conduct any AAO(Civil) examination within next three years and hence the promotion prospects of totality of the Group C employees shall be totally shut down for the future.  Moreover, while more than one third strength of the cadre of AAO will be occupied by non-departmental persons, the future of entire cadre shall be destroyed.  
Violating the DOPT guidelines, cadre review of the ICAS Cadres had been done five times after the formation of Civil Accounts Organization. But, no cadre review of Group-B and C Officers and employees was ever done despite continuous persuasion and agitations by the Co-ordination Committee. The DOPT vide its D.O.  letter No. 1.11019/16/2016-CRD dated 20th December, 2016 has directed all cadre controlling authorities to undertake the cadre Review of Group-B/C/erstwhile “D” services immediately in consultation with Department of Expenditure (as per guidelines contained in DOPTs OM No. 2/1/1987 dated 23.11.1987) and send the status report to DOPT within 31st March, 2017.  But the office of the CGA has not initiated any action in this regard.
Not to speak of ten other demands of the Coordination Committee, the office of CGA is not extending re-recognized status to All India Association of Pay Accounts Office (Civil) and recognition to All India Civil Accounts Employees Association Cat-II despite fulfilling all conditions of CCS (RSA), Rules 1993 by these two Associations.
Therefore, the Co-ordination Committee has decided that-
1.    A Delegation of the co-ordination Committee shall meet CGA on 17th February, 2017 at about 12 noon.
2.   All State/ Station level Co-ordination Committees shall organize massive demonstration in front of the senior most officer of the station on 17th February 2017 hand him/her over a memorandum.
3.   As per the decision taken earlier, all members of CO-ordination Committee i.e. Sr. AO to MTS shall wear Black Badge for the whole day on 23rd February 2017.
4.   If no positive response is received from the authorities next course of action shall be decided.

Further, apart from not settling the other ten demands of the Coordination Committee, the office of CGA has not extended re-recognized status to All India Association of Pay Accounts Office (Civil) and granted recognition to All India Civil Accounts Employees Association Cat-II despite fulfilling all conditions of CCS (RSA), Rules 1993 by these two Associations.
Since the decision of filling up of vacant posts of AAOs on deputation basis, non-implementation of Cadre Review for Gr. B&C Cadres for last forty years is causing serious damage to the officers and employees and not according  re-recognition and recognition to the eligible officers and employees Associations are detrimental to the interests of totality of the Civil Accounts Employees and Officers and going to cause serious harm to all officers and employees, we demand settlement of the issues raised by us through dialogue with our apex forum.

       Since the decision of filling up of vacant posts of AAOs on deputation basis is detrimental to the interests of totality of the Civil Accounts Employees and Officers; non-implementation of Cadre Review for Gr. B&C Cadres for last forty years is causing serious damage to the officers and employees and not according  re-recognition and recognition to the eligible officers and employees Associations has been creating serious impediments in processing the grievances of the members of the concerned Associations, we have been directed to meet you immediately and place the grievances of the members of this Co-ordination Committee for your perusal.
       Therefore, the Co-ordination Committee has decided that the representatives of the co-ordination Committee shall meet you personally on 17th February, 2017 at about 12 noon. We request you to kindly make it convenient to meet our representatives on the proposed date and time.
