In protest against
·
decision of CGA to fill up 643 vacancies of
AAO by calling deputationists ignoring the recruitment rules and denying the
AAO(civil) examination passed candidates.
·
refusal of CGA to undertake cadre review of
gr B&C defying DOPT instructions.
·
denial to grant re-recognition to
AIAPAO(civil) and recognition to AICAEACATII flouting the CCS(RSA) Rules, 1993.
You are aware that, soon after the present CGA took over the
charge, this co-ordination Committee vide its letter dated 2nd
January 2017 had congratulated and requested her a to convene a courtesy
meeting. But she ignored the request.
After waiting for a month, the Coordination Committee while
submitting the long pending 11-point Charter of demands including cadre review
on 1st February2017, had conveyed that if no discussion is fixed by
CGA within three weeks, the co-ordination committee shall be forced to resort to
organizational actions beginning with Black Badge Wearing on 23rd
February 2017. But CGA, instead of being sympathetic towards the plight of the
employees and officers threatened them by issuing circular that, if they stand
in support of their demands with organizational outlook, they would be
victimized and punished.
Now, in protest of the circular No:-
A.32016/1/2015/MF.CGA/AAO/Deputation/217 dated 27.01.2017 of CGA office
regarding the decision of CGA to fill up
of 643 vacant posts of AAOs by calling persons of other departments on
deputation basis ignoring the Recruit Rules and interests of persons already
qualified AAO(Civil) Examination 2013-14 and who are to appear the future
examinations, we had requested CGA vide our letter No:- COC/CA/2017/Corr-2
dated 11.02.2017 to kindly meet us on 17th February 2017 to discuss
this issue and two other most urgent issues of a)conducting
Cadre Review of Gr. B&C officers and employees within 31st March
2017 in terms of D.O. No. 1.11019/16/2016-CRD dated 20th December
2016 issued by the Director(CRD), Department of Personnel and Training,
Government of India. and b) granting
re-recognition to AIAPAO(Civil) and Recognition to AICAEA Cat-II as these
Associations have fulfilled all conditions for recognition under CCS (RSA)
Rules, 1993. But CGA neither made her available in the office till the time we
had been waiting for nor informed us
anything till today.
Due to the adamant, biased, undemocratic and
anti-employee attitude of the authorities, resentment among all of you had
forced you to hold protest demonstrations all over the country and all
available Delhi based leaders to go for a sit-in in front of CGA office on 20th
and 21st February, 2017.
During these two days, some of the irresponsible officers
of CGA Office had indulged in provoking
the representatives (who were sitting in front of the CGA office) by
using unofficial and derogatory languages either over phone or by becoming present
physically at the spot. But, absolute patience was exhibited by our leaders by
responding reasonably and we congratulate our all leaders for this.
The apex level Co-ordination Committee therefore,
after a thorough review of the entire situation on 21st February,
2017 and after discussion with all state/ regional level Co-ordination
Committees and leaders of Branches of all constituents of co-ordination committee,
unanimously decided to resort to following action programmes and conveyed its
decisions to CGA vide its letter dated 22-07-2017-

We appeal upon all members of Co-ordination
Committee (Sr. AO to Gr. D) to participate and make the programmes stupendous
success.
WE FURTHER TAKE THE OPPORTUNITY OF APPEALING THE
MEMBERS OF DELHI TO REACH THE FASTING SPOT IN FRONT OF CGA OFFICE ON 27TH
AND 28TH FEBRUARY 2017 AND BOOST UP THE MORALE OF THE FASTING
MEMBERS.

- Non-settlement of Demands.
Madam,
We, on behalf of this Co-ordination
committee, which represents the majority of the officers and employees of Civil
Accounts organization, would like to invite your kind attention to our request
letters and state the following: -
1. Immediately
after you had assumed the office of Controller General of Accounts we
congratulated you vide our letter No:- COC/CA/2016/Corr-8 dated 02.01.2017 and at
the same time, reposing the confidence of our members on your esteemed self as
the head of Civil Accounts family, requested you to kindly convene an
introductory meeting with our Delhi based representatives at your earliest
convenience. But most disappointingly, you have ignored our request.
2. After waiting
for a month for your response to our request for the courtesy meeting, we have
submitted our pending demands vide our letter No:- COC/CA/2017/Corr-1 dated
01.02.2017 with the request for a discussion and settlement of the demands so
that our members being aggrieved for quite a long time due to non-settlement of
their years old issues do not resort to protest actions from 23rd of
February, 2017(i.e. after waiting three
more weeks of submission of our second request). But, it is very unfortunate to
record here that, instead of being sympathetic towards the plight and
deprivation of the officers and employees of your own organization, you have
issued a circular threatening them that, if they stand behind their demands
with organizational approach, they would be penalized and victimized.
3. Being surprised
with circular No:- A.32016/1/2015/MF.CGA/AAO/Deputation/217 dated 27.01.2017 of
your office which has been conveying your decision to fill up of 643 vacant posts of AAOs by
calling persons of other departments on deputation basis ignoring the
Recruitment Rules and interests of
persons already qualified AAO(Civil) Examinations in 2013 and 2014 and who are to appear the
future examinations, we had requested you vide our letter No:-
COC/CA/2017/Corr-2 dated 11.02.2017 to kindly meet us on 17th
February 2017 to discuss this issue and two other most urgent issues of -
a) conducting Cadre
Review of Gr. B&C officers and employees within 31st March 2017
in terms of the D.O. No. 1.11019/16/2016-CRD dated 20th December
2016 issued by the Director(CRD), Department of Personnel and Training,
Government of India
and
b) granting
re-recognition to AIAPAO(Civil) and recognition to AICAEA Cat-II as these

But, you
have neither met us nor informed us anything till today.
Since the above discussed situations
have totally disappointed our members, the representatives of this
Co-ordination committee shall resort to two days continuous fast from 27th
February 2017 in front of your office and in support of this, the state and
regional level committees of this Co-ordination committee shall stage
continuous relay fast and demonstrations etc. from 27th February
2017 onwards at different cities for two days as a symbolic protest against
indifferent and biased attitude of the Civil Accounts authorities.
