Madam,
Your
office vide above OM has conveyed that your office has observed there is a
substantial increase in number of VIP references regarding transfer and posting
from Gr-B/Gr-C Officers/officials in violation of Rule 20 of the CCS (conduct)
Rules, 1964 and any instance of violation of these rules/orders would be viewed
seriously and the employees(s) responsible for such violation would be dealt
with under the rules.
We
appreciate the decision taken by your office and request you to undo all the
transfers effected through VIP references and do justice to those employees and
officer who have been denied their legitimately due transfers due to the
transfers done by your office on the basis of VIP references.
Further,
due to non-implementation of transfer
policy of AAO/PAO in a transparent manner by the Civil Accounts authorities,
many innocent officials are facing deprivation and their families are suffering.
In
this respect, we would like to invite your kind attention to the Resolution
dated 19th January 2017 adopted by the Co-ordination Committee of
Civil Accounts Employees and Officers Associations, Tamilnadu and Pondicherry
Branch, Chennai and forwarded to your good-self vide forwarding No.
COC/T&P/2017 dated 20.01.2017(copy enclosed). Through the said resolution,
the Co-ordination Committee has brought it to your kind information that, one Shri
B. Somasundaram, AAO working in CBEC, Chennai was promoted as Accounts Officer
and posted to PFMS, Trivandrum. But the authorities of the Principal CCA, CBEC
did not relieve him for months together and now his transfer order has been
cancelled by your office and he has been promoted and posted as Accounts
Officer in CBEC, Chennai itself against the leave vacancy of Shri. M.
Boopalachandran, Sr. AO. There are several AAOs who are senior to Shri B.
Somasundaram had moved out of station by honoring the Transfer Policy and
obeying the orders of CGA. But they are waiting for their turn to be posted
back to their choice station i.e. Chennai. Moreover, as a standing policy in
the Civil Accounts Organisation no person is given promotion in the same
office. But this criterion has not also been followed in the instant case.
Since
the above situation is a gross violation of the provisions of the transfer
policy framed by your office itself and a case of favoritism, the Co-ordination
committee of Tamilnadu has endeavored its best to invite your kind attention by
forwarding resolutions and holding protest actions like wearing of Black Badges,
lunch hour meetings and signature campaign etc. during the past few days.
This
Association endorses the approach and request of the Co-ordination Committee of
Tamilnadu and Pondicherry Branch and requests you to kindly intervene
personally into the matter and ensure implementation of the transfer policy in
a transparent manner so that the employees and officers of the Civil Accounts
Organisation could feel that they are working under a fair and judicious authority.
