PREPARE FOR ONE DAY
STRIKE ON 16TH MARCH 2017
As Assembly elections to five States
are scheduled to be held from February 4th to March 11th (including declaration of results) and February 15th is also a poll date in two
states, the National Secretariat of Confederation of Central Government
Employees & Workers has decided to postpone the proposed ONE DAY
STRIKE on February 15th to MARCH 16th 2017 THURSDAY.
As 13th March is holiday for Holi in
North India and the celebrations are to continue on 14th also, the strike date
is fixed as 16th March.
The Strike notice for strike on 15th
February 2017 was served to CGA by the NFCAA on 28th December 2016
as per the direction of the Confederation (see website). Now, we have given a
letter to CGA today intimating the postponement of the strike to March 16th
2017.
All Branches shall serve the intimation on Strike
to all head of Offices on 15th February 2017. A separate circular shall be issued by the
federation headquarters in this respect.
Regarding already announced campaign
programme the National Secretariat members and concerned C-O-Cs may be
contacted by our Branches. The tour programme/ campaign programme issued by the
Federation headquarters stands. Intensive campaign should be conducted by all
Branches in co-ordination with C-O-Cs in all States, especially in those states
where elections are declared, so that employees and general public will become
aware of the totally negative attitude of the Central Government towards the
legitimate demands of the Central Government Employees and Pensioners.
The betrayal of the Group of Cabinet
Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders
on 30th June 2016 should be exposed.

The Civil Accounts Authorities are not
ready to do anything in favour of Group-B and C employees. The cadre review of
the ICAS Cadres had been done five times after the formation of Civil Accounts
Organization. But, no cadre review of Group-B and C Officers and employees was
ever done. The 5th Cadre Review of the ICAS Cadres was done by the
Civil Accounts authorities violating the DOPT Orders and instructions.
If the Cadre Review is not done, there
would not be any future prospect for the Group-B and C Officers and employees
of Civil Accounts Organization. Though the Government has given clear
instructions in this regard, but the adamant authorities of Civil Accounts are
not ready to do anything.
Further, despite fulfilling all
conditions of CCA (RSA), Rules 1993, Civil Accounts authorities are not
granting re-recognition to All India Association of Pay and Accounts Officers
(Civil) and recognition to All India Civil Accounts Employees Association
Category-II. Civil Accounts authorities have totally closed down the
promotional prospects of all Group-B and C Cadres. The system of departmental
examination has been stalled. Even the departmental and particularly AAO
(Civil) examination qualified persons have not been given the benefit of
promotion from 2013 onwards. The benefits extended to the AAO and MTS working
in other organized Accounts and IA & AD are not being extended to the AAO
and MTS of Civil Accounts Organization. Despite specific recommendations of
7CPC to grant higher pay to AAOs and Sr. Accountants the Civil Accounts
authorities has not taken any action. Instead while doing the Cadre Review of
ICAS officers, the Civil Accounts authorities have spoiled the promotion
prospects of AO/Sr.AO.
Therefore, the Co-ordination Committee
has decided that, the Group-B offices and C Employees would be unitedly resort
to following organizational actions:-

2. 23RD MARCH 2017: DAY LONG
MASS DHARNA:- All
National/Federal/Branch/ Unit/Executive/Women sub-committee members shall sit
for Dharna in front of the office of CGA. You are requested to participate in
the lunch hour meeting.
3. 6TH APRIL 2017: HALF DAY WALKOUT FROM WORK SPOT:-Please leave the
office after lunch hour for the rest of the day.
The Circular No.2 dated 23.01.2017 of the Co-ordination
Committee of Civil Accounts Employees and Officers Associations issued asking
the members to implement above agitational programmes in support of the demand
of Cadre Review and ten other demands has already been forwarded to all Federal
Executive Members, Women sub-committee members, Branches and Units and all
Branches are requested to hold the local COC meetings immediately and prepare
for implementing the programmes unitedly.
Door to Door campaign should be done.
Local COCs should print and distribute hand bills and also provide Black Bad ges
to the members. For the purposed of publicity, centralized posters are being
sent to all Branches and Units.

2011 -625 newly created posts of PPS have been allocated against Joint
Secretaries and equivalent level officers in different Ministries Departments
participating in CSSS on functional jurisdiction
12. Merger
of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f.
1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in
Level 12.
13. De-link
CCAS from ICAS Cadre for the purpose of promotion.
2. Continuation
of recognition status/ facilities to AIAPAO (Civil) till re-verification of
membership is completed
3.
Grant of recognition to AICAEA CAT II
having requisite number paid members for the purpose of recognition.
4. Implement CPC recommendations: Grant (a)
Corresponding GP of Rs. 5400 to AAOs after 4 years, (b) Corresponding GP of Rs.
4600 to Senior Accountants.
5.
Conduct the AAO (Civil) Examination
immediately and issue orders for posting of all candidates qualified AAO
(Civil) examination, 2013 and 2014.
6.
Grant adhoc promotions to the eligible
Senior Accountants and persons indicated in Sl. No. (5) against the existing
vacancies
7. Treat joining to
the post of JAO/AAO after passing the examination as fresh appointment on the
basis of date of examination/w.e.f date of examination
8.
Conduct regular DPC meetings for timely
promotion of PAOs/Sr.AOs to the higher posts
9.
Settle following pending issues
discussed in the formal meeting held with AICAEA on 6th November
2015:-
(i) Adoption
of mutually agreed transfer policy for AAOs and implementation of the existing policy
transparently without any discrimination.
(ii) Counting
of service for grant of benefit of II ACP to Sr. Accountant appointed as
Accountant–
(a) From the date passing
departmental competitive examination conducted by SSC
(b) From the 1st July
of the next year of passing open examination conducted by SSC as per orders of
DoPT and MHA.
(iii) Removal
of injustice to newly recruited Accountant in the matter of granting 1st increment
through rectification of the procedure of Departmental Confirmatory test.
(iv) Grant of two financial up gradation
to MTS under ACP scheme who had completed 24 years of service before
implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and
Director, Economic and service Ministries, Delhi vide order dated
24.06.2014.
(v) (a)
Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
(b)
Improvements in promotional avenues of secretarial assistance through creation
of posts and promotion of eligible persons working in Civil Accounts
organization.
(vi) Removal
of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in
Civil Accounts Organization.
(vii) Relaxation for revision of option for
fixation of pay in the revised pay structure for persons promoted to the grade
of Asstt. Accounts Officer (AAO) after 01.01.2006.
10. Suitable
office accommodation with amenities to CHQ of AIAPAO (Civil).
11. Provision of alternative accommodation and amenities to the Central
Office of AICAEA.
