Subject:- Allowing the bunching benefit to Assistant Accounts Officers as per the recommendations of 7th
Central Pay commission- Regarding.
Sir,
With
reference to the association’s letter number No.AICAEA CAT II/CHQ/2017/27 dated
27.04.2017, I am directed to issue a corrigendum regarding para 2 of the letter
under reference. The para may be read as:
It is found that the AAOs with Grade Pay of 4800/- and drawing
pre revised pay ranging from Rs.14900/- to 17,910/- had been fixed at the
minimum pay of Rs. 47600/- as per 7th CPC. But as per order, the
AAOs pre revised pay having pay range between Rs. 15350 to Rs. 18360 are also
eligible for bunching of pay w.r.t. their juniors at the initial stages . Similarly
Assistant Accounts Officers drawing beyond the initial are also eligible for
bunching. A comparative statement w.r.t.
Shri Babu Balram Jee is enclosed for ready reference.

- Issuing Photo (open) pass to Civil Accounts Employees – request regarding.
Sir,
I have been
directed to draw your kind attention to the fact that majority of the offices of
Civil Accounts Organization functioning under the overall control and supervision
of Controller General of Accounts and attached to different
Ministries/Departments of Government of India in the form of the Offices of
Principal Chief Controller/Chief Controller/Controller of Accounts (PCCAs/CCAs/CAs)
along with their Pay and Accounts Offices/Zonal Accounts offices (PAOs/ZAOs) are
housed in those buildings of Delhi which are covered under the security zone. The PAOs/ZAOs are the field formations of the
offices PCCAs/CCAs/CAs. Every Ministry/ Department is having multiple numbers
of small PAOs/ZAOs in addition to Offices of Principal Chief Controller/Chief Controller/Controller
of Accounts (PCCA/CCA/CA) and these are spread over different buildings. In the
enclosed ANNEXURE we have tried to indicate the approximate number offices of
various Ministries/ Departments stationed and located in different buildings of
Delhi.
Right from MTS
to Group-A Officers of Civil Accounts Organization are required to visit
different PAOs/ZAOs of various Ministries/ Departments on official purposes
several times on a day as the major portion of the Accounting works are
interlinked in all Ministries/ Departments. This apart, the Principal Accounts
i.e. offices of Pr.CCA/CCA/CA being the administrative offices, different
categories of employees from PAOs/ZAOs working in different buildings are
required to visit the Pr. Accounts Offices frequently in connection with their
individual cases or on various administrative matters. Moreover, some of the PAOs/ZAOs
not being located in security zones, employees working in those offices are not
issued any pass by Ministry of Home Affairs.
We have
received innumerable requests from our members working in different buildings
(both Security and Non-Security Zones) of Delhi to bring it to your kind
information that, due to not having photo (open) pass with them, most of the
time they are not even allowed to enter the building premises by the Security Personnel
and it becomes a very serious impediment for them even to reach to the security
counter of the building to procure a gate pass. Further, the entry pass for
entering in the buildings is generally issued by the security authorities in
case there is an appointment with a Group- A Officer only. There are buildings where no Group A officer
of Civil Accounts organization is posted at all. Hence, the Non-Gazetted Civil
Accounts Employees are confronting serious difficulties in attending their
routine duties every day.
We have however,
been informed by our members that, in order to eradicate the similar problem of
the Non-Gazetted Employees of Central Secretariat, they have been extended the
facility of photo (open) pass altogether by the Government of India.
So far as Civil
Accounts Employees are concerned, we would like to inform your kind self that,
in pursuance of the decision of Government of India, the Controller General of
Accounts, vide OM No:- A-11020/2/2012/MF.CGA/RR/35 dated 28.04.2013(copy
enclosed) has classified Senior Accountants as Group-B Non-Gazetted who
constitute nearly 80% of the total strength of the Non-Gazetted employees of
Civil Accounts Organization.
Therefore, we
humbly request you that the Civil Accounts Employees working in Delhi may
kindly be extended the facility of having Photo (Open) Pass like the Non-Gazetted
Central Secretariat Employees as both sets of Employees are working in the same
buildings and under similar circumstances.
