Dear Comrades,
NEW CONTROLLER GENERAL OF
ACCOUNTS TAKEN CHARGE
You are
aware, Shri Anthony Lianzuala has taken over the charge of Controller General
of Accounts on 1st May, 2017. He had been working as Additional
Controller General of Accounts before taking the charge of Controller General
of Accounts.
On 1st
May, 2017 itself, the Co-ordination Committee of Civil Accounts Employees &
Officers Associations vide its letter dated 01.05.2017 has congratulated and
requested Shri Anthony Lianzuala, CGA to
convene a courtesy meeting with the Delhi based representatives of the
Co-ordination Committee so that a Memorandum on the pending demands could be
submitted to him. (Copy of the letter has
already been circulated through circular of COC of Civil Accounts Employees
& Officers Associations).
In
pursuance of the above, Secretary General had also met the new Joint Controller
General of Accounts, Dr. (Smt.) Shakuntala on 4th April, 2017 and
requested her to arrange the proposed courtesy meeting. She had assured to do
the needful.
Apart
from discussing on the request of courtesy meeting, Secretary General had also
brought it to the notice of the Joint Controller General of Accounts that, with
a vindictive and vengeant attitude, the authorities of Principal Chief
Controller of Accounts, Central Board of Excise and Customs, in violation of
Department of Personnel Training norms have been insisting on All India Civil
Accounts Employees Associations through their repeated letters to relive
Secretary General from the Central Headquarters of AII India Civil Accounts
Employees Association where he is at present working for the whole time on
foreign service terms and direct him to report
for duty in Pay and Accounts Office, Central Excise, New Delhi. As the
authorities of Principal Chief Controller of Accounts, Central Board of Excise
and Customs has been doing so with the intention of disrupting the functioning
of the Association and taking vindictive action against the individual
concerned, these have also been explained to the Joint Controller General of
Accounts by the Secretary General and he handed over the copies of the letters
written to Controller General of Accounts by the President of All India Civil
Accounts Employees Association in this regard.
It has
been brought to our knowledge that, the adversaries to National Federation of
Civil Accounts Associations and Co-ordination Committee of Civil Accounts
Employees & Officers Associations being unable to break the rock like unity
of All India Civil Accounts Employees Association, All India Civil Accounts
Employees Association Category II and All India Association Pay and Accounts
Officers (Civil) are playing mischief from behind the screen. Therefore, we
should keep vigil and act in such a manner that these forces are isolated by
our members and they perish.
Our
objective of achieving our eleven point demands including the demand of Cadre
Review is moving in proper direction and if we continue our struggle unitedly,
we shall definitely be able to achieve our goal. No disruptive force shall be
able to deviate us from our objective.
STRENGTHENING OF ORGANIZATION
To achieve
our demands and to struggle unitedly for the achievement of our demands we
shall have to strengthen our organization up to the grass root level through
democratic process. As per our decisions in different meetings and 7th
Federal Council meeting at Jaipur on 17TH and 18th December
2016 in particular, Unit/Branch/All India Conferences and Women Conventions etc.
therefore, shall have to be completed within the due dates discussed below.
UNIT
CONFERENCE
Units are the
base of All India Civil Accounts Employees Association. Democratic functioning
of the Unit Association strengthens the foundation of unity. Therefore, unit
Conferences are to be held in terms of the Part-IV of the Constitution of the
Association irrespective of their size and it has been decided that the Unit Conferences should be completed before
31st May, 2017.
The
Basic responsibility of ensuring completion of Unit Conferences within the due date
rest with Branches. Hence the Branches are requested to take necessary
initiative so that conferences of the Units functioning under their respective
Branches are completed as per schedule and definitely before the Branch
Conference. As per the provisions of Constitution of the All India Civil
Accounts Employees Association, the Units which shall not conduct unit
Conference before Branch Conference shall not have the voting right in Branch
Conferences. Further, no defaulting member shall be eligible to become the unit
committee members.
To make the unit Conferences most
democratic, the Units are requested to invite the Branches and Branch
Secretaries should ensure presence of at least one representative from the
Branch in the Unit Conference even if the Unit is located at a different
station.
BRANCH CONFERENCE
As per
the provisions laid down in Part-III of
the Constitution of All India Civil Accounts Employees Association, the
Branch Conferences are to be held after the Unit Conferences
are
over but definitely before the All India Conferences. It has been decided that Branch Conferences of both All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II should
be completed within 30th June, 2017.
For
holding the Branch Conferences, Branches
should issue notification as per the provisions laid down in Part-III of
constitution. In the notification the
Branches of All India Civil Accounts Employees Association should indicate the
number of delegates from the units shall be eligible to attend the conference in
terms of the Part-III of the constitution of Association.
As per the
provisions of the Constitution, the Branches that shall not hold Branch
Conference before All India Conference shall not have voting right in All India
Conference.
Branches
should intimate the date of Conferences in advance and ensure presence of at
least one all India representative in their Conferences. However, no all India office bearer of the Branch
which is holding the conference shall be a representative of All India
Association if not authorized by Secretary General.
WOMEN CONVENTION
As per
the Part-III of the Constitution of All India Civil Accounts Employees Association,
the Branch Level Women Convention is to
be held along with the Branch Conferences and a Women Sub-Committee is to be
elected.
Therefore,
all Branches are requested to organize Joint Women Convention of Women
Members of both All India Civil Accounts Employees Association and All India
Civil Accounts Employees Association Category-II along with the Branch
Conferences. Conveners of Branch level
Women Committee being primarily responsible for conducting the Branch level
Women Convention, they are requested to take proper initiative in this regard.
The Sub-Committee members elected in the
Branch level Women Convections shall be the delegates for National Convention
of Women.
FORMATION OF
NFCAA BRANCHES
National
Federation of Civil Accounts Associations (NFCAA) is the main plank for policy
making and functioning of All India Civil Accounts Employees Association and
All India Civil Accounts Employees Association Category-II jointly. It has been
decided time and again that, while the two apex organizations shall
conventionally hold Joint All India Conferences and Women Conventions, the
Branches of All India Civil Accounts Employees Association and All India Civil
Accounts Employees Association Category-II shall also hold Joint Branch
Conferences and Women Conventions.
Further,
for the functional purpose, two Branches
shall form the Branch Level National Federation of Civil Accounts Associations
(NFCAA) in the line of apex level National Federation of Civil Accounts
Associations (NFCAA). A fifteen member
Committee with Branch Secretary, All India Civil Accounts Employees
Association Category-II as President and Branch Secretary, All India Civil
Accounts Employees Association as Secretary, National Federation of Civil Accounts Associations, Branch should be Formed.
Therefore,
the National Federation of Civil
Accounts Associations Branch should also form within 30th June, 2017.
In
order to make the Branches and units aware about the provisions of the
constitutions, it has been decided that,
Secretary Generals of All India Civil Accounts Employees Association and All
India Civil Accounts Employees Association Category-II shall email the copies
of the up to date copies of the constitutions to their respective Branch
Secretaries.
ALL INDIA CONFERENCES
The 15th
and 7th All India Conferences of All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II are due
in July, 2017. The Joint All India Conferences of both Associations shall be
hosted by of All India Civil Accounts Employees Association and All India Civil
Accounts Employees Association Category-II Branches of Kerala. Detailed
information in this regard shall be circulated in due time.
As per
the provision of Constitution of All India Civil Accounts Employees
Association and orders of Controller General of Accounts all units of the
country are entitled to depute at least one delegate in the All India
Conference in addition to one delegate
for every 50 members or part thereof subject to a minimum of one from the
Branches. Therefore, all units are requested to prepare themselves
accordingly and ensure that their delegate(s) take part in the 15th All
India Conference of All India Civil Accounts Employees Association.
So far
as All India Civil Accounts Employees
Association Category-II is concerned, the Constitution provides that, Branches are to sponsor one delegate for
every 20 members or part thereof subject to a Minimum of one for every Branch as there
is no unit structure in the formation of the Association .Therefore, all Branches are requested to
prepare themselves accordingly and ensure that their delegate(s) take part in
the 7th All India Conference of All India Civil Accounts Employees
Association Category II.
