CONGRATULATIONS
DHARNA ON 9TH AUGUST, 2017 WAS A GRAND SUCCESS
The call of Day Long Dharna on 9th August, 2017 given by the Co-ordination Committee of Civil Accounts Employees and officers Associations was implemented by different State/Regional/Branch Level COCs. Reports on the observance of the programme were received from Shillong, Guwahati, Kolkata, Hyderabad, Chennai, Bangalore, Cochin, Mumbai, Nagpur, Lucknow and Delhi. Large numbers of members from All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category– II and All India Association of Pay and Accounts Officers (Civil) have participated in almost all the stations. 
In Delhi the programme was held in front of the office of Controller General of Accounts. Large numbers of Employees and Officers of Delhi participated in the Dharna which had started at 11 AM.  It has been reported by the participants of Dharna in Delhi that, when Controller General of Accounts had came out to proceed somewhere, they had registered their protest in the strongest from but in a democratic manner by shouting of slogans. Such a situation had led Controller General of Accounts to return and go away from the spot. After some time when CGA returned, the participants of Dharna raised protest slogans once again demanding settlement of the demands of the employees and officers of Civil Accounts organization. The action being a militant one by our members of Delhi we congratulate them.
In Bangalore, the Dharna was held in front of C.R. Building, Queens Road and it was organized by the AICAEA, Karnataka and Goa Branch, Bangalore. Large numbers of members of Branches of Karnataka and Goa including lady members participated in the programme. Com. G.K. Nair, President, and Com. V. Bhattacharjee, Secretary General, NFCAA were at Bangalore on that day as they were to attend the National Secretariat meeting of the Confederation of Central Government Employees’& Workers which was taking place at Bangalore on 9th August, 2017 itself. Both of them participated in the Dharna at Bangalore. Com. Prakash, President, Com. T. Nagrajan, Branch Secretary, Com. J.Naveen, Addl. Branch Secretary, Com. Lokesh, Joint Secretary, Com. Prasanna Kumar and many others from AICAEA, Karnataka and Goa Branch addressed the gathering.
Immediately after lunch hour, all National Secretariat members of Confederation had visited the Dharna spot and greeted the participants. The prominent leaders among the Comrades visited were Com. K.K.N. Kutty, President, Com. M. Krishnan, Secretary General, Com. Usha Benopally, Chairperson, Women Sub-Committee, Com. Smt. R. Sheethalaxmi, Convener, Women Sub-Committee, Confederation of Central Government Employees and workers and Com. Piyush Roy, General of Secretary, COC of CGEs & Ws Unions and Associations, West Bengal and Organizing Secretary, Confederation. They addressed the Dharna.
Com. Giriraj Singh, President, Com. R.N. Parasar, Secretary General, Com. Smti. Gita Bhattacharjee, Chairperson, Women Committee, NFPE also addressed gathering at the Dharna spot. Com. Arup Chatterjee, Secretary General, BSIEA, Com. K.V. Jairaj, Secretary General, NFAEE, Com. Santosh Kumar, President, AIPAEA and Com. Tapas Bose, President, AIA&A were some among the prominent leaders of Confederation who had visited and greeted the participants in the Dharna.
The participations in rest of the stations indicated in the first para of this circular were also encouraging.
Therefore, the Dharna was a grand success and we congratulate the rank and file membership of the Co-ordination Committee of Civil Accounts Employees and Officers Associations for marking the programme a grand success.

NEXT COURSE OF ACTION
The apex level Co-ordination Committee has once again requested CGA vide its letter No.COC/CA/2017/Corr- 27 dated: 05.08.201 to hold a meeting the representatives of the Co-ordination Committee on the Charter of Demands on the ground that the CGA being the head of the organization may kindly listen to the representatives and sort out the grievances of the officers and employees. But CGA preferred to ignore the letter.
Therefore, in pursuance of the decisions of its meeting held at Nagpur on 13th July, 2017 the apex COC has decided to execute following decisions urgently :-
·              APPROACH TO THE MEMBERS OF PARLIAMENT BY THE REGIONAL/ STATE/STATION LEVEL COCs.
Although the apex level Co-ordination Committee vide its resolution dated 13th July 2017 had approached the Prime Minister, the Finance Minister, the Minister of State For Finance, the Cabinet Secretary and the Secretary to the Department Expenditure and the PMO has kindly directed the CGA to reply to the authorized representatives of the Co-ordination Committee, but the CGA authorities instead of becoming taking  rational and amenable in their approach are trying to deal the whole matter with a vengeant attitude.
It has therefore,  been decided  as per our decision that all Regional/ State/Station Level COCs shall immediately take steps to meet the Members of Parliament of their  respective stations/states and request them to take up the problems facing by the Officers and employees of Civil Accounts organization with the appropriate authorities of the Government of India.  It has also been decided that, it would be the direct responsibility of the chief executives of the Regional/State/Station Level Co-ordination Committees vis-à-vis the Presidents and Branch Secretaries of AICAEA, AICAEACATII and AIAPAO (Civil) to take required initiative in this regard.
The task should be completed within 31st August 2017.
Documents with which the MPs are to be approached are being sent separately to all Regional/ State/Station Level COCs and the Branch Secretaries of AICAEA, AICAEACATII and AIAPAO (Civil).
·              HALF DAY WALK OUT ON 13TH SEPTEMBER, 2017
There is no escape route from the decision of walk out on 13th September, 2017. All Regional/ State/Station level COCs and the Branch Secretaries of AICAEA, AICAEACATII and AIAPAO (Civil) are requested to prepare for the walk out programme. They are requested to hold their local level committee meetings and work out the mobilization plan. Each and every Units should be visited jointly by the COC leadership and members should be explained the situation in details. Wide publicity through handbills/ leaflets and posters should be given. All fraternal organization leaders should be requested to extend the support.
Further, Members should also be brought out of the fear of threat. The authorities of Civil Accounts who are adamant and anti-employee would definitely issue circular threatening the members that their participation in the half day walkout shall cost them no work no pay etc.  But the members may be explained that, already Officers and Employees of Civil Accounts organization are getting much less pay then the pay they deserve and their counterpart working in other departments are drawing.  Therefore, losing one more days pay for the own cause should be accepted by the members sportingly. Members may also be explained that struggle is the right path. Without struggle nothing could be achieved. They may be explained that the Co-ordination Committee of Civil Accounts Employees and officer Associations are fighting for their legitimate demands and these demands would see the light of the day if solid support is extended by the members.
The updated Charter of Demands is attached herewith. Wide publicity of the Charter of Demands may be given among the members.

FRATERNAL ORGANIZATIONS APPROACHED FOR SUPPORT.
In the National Secretariat meeting of the Confederation of Central Government Employees & Workers’ held at Bangalore on 9th August, 2017, Com. G.K. Nair, President, and Com. V. Bhattacharjee, Secretary General, NFCAA being the members of National Secretariat of Confederation have requested Confederation to kindly take up the problems of the Civil Accounts Employees and Officers with the Government of India and direct the affiliates of Confederation to extend solidarity support to the struggling members of the Co-ordination Committee of Civil Accounts Employees and Officers.
The Co-ordination Committee shall also make formal request to the Confederation of Central Government Employees and Workers’ popularly known as CCGE&Ws and the Confederation of Central Government Gazetted Officers organization popularly known as CCGGOO to extend their solidarity and support.

3.     A)   CONDUCT THE AAO (CIVIL) AND OTHER DEPARTMENTAL EXAMINATIONS IMMEDIATELY AND GRANT AGE RELAXATION AS NO EXAMINATION WAS CONDUCTED SINCE 2012 AND 2015 FOR MTS AND OTHER GROUP- C EMPLOYEES RESPECTIVELY.
B)     ALLOW MULTI TASKING STAFF TO APPEAR AAO (CIVIL) EXAMINATION BEING GROUP -C.
C)     CONDUCT OF SPECIAL EXAMINATION FOR GRADUATE MULTI TASKING STAFF FOR THE POST OF ACCOUNTANT AS HAS BEEN DONE BY C&AG.
4.     HONOUR CCS (RSA) RULES, 1993 AND GRANT RE-RECOGNITION TO A.I.A.P.A.O. (CIVIL) HAVING REQUISITE MEMBERSHIP AS PER THE RE-VERIFICATION REPORT.
5.     STOP ATTEMPTS OF VITIATING MEMBERSHIP VERIFICATION PROCESS AND GRANT RECOGNITION TO A.I.C.A.E.A. CAT II ON THE BASIS OF EXISTING VERIFICATION REPORT IN TERMS OF CCS (RSA) RULES, 1993 BEING THE 2ND MAJOR ASSOCIATION IN THE CATEGORY.
6.     IMPLEMENT 7CPC RECOMMENDATIONS: GRANT-
(A) CORRESPONDING GP OF RS. 5400 TO AAOS AFTER 4 YEARS,
(B) CORRESPONDING GP OF RS. 4600 TO SENIOR ACCOUNTANTS.
7.      FOLLOW GOVERNMENT RULES AND J.C.M. NORMS:
a)  ALLOW UN-INTERRUPTED FOREIGN SERVICE FACILITY TO A.I.C.A.E.A. LIKE ALL OTHER CENTRAL GOVERNMENT DEPARTMENTS.
b)  STOP VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS. 
8.     GRANT PROMOTIONS TO THE ELIGIBLE SENIOR ACCOUNTANTS AS ASSISTANT ACCOUNTS OFFICERS AGAINST 10% PROMOTIONAL QUOTA AND ADHOC PROMOTION IN TERMS OF THE C.G.A. ORDERS DATED 30TH DECEMBER 2016.
9.     HONOUR DEPARTMENTALISATION SCHEME:  GRANT OF BENEFITS TO GR.B OFFICERS ALREADY GRANTED BY C&AG: TREAT JOINING TO THE POST OF JAO/AAO AFTER PASSING THE EXAMINATION AS FRESH APPOINTMENT ON THE BASIS OF DATE OF EXAMINATION/W.E.F DATE OF EXAMINATION.
10.    CONDUCT REGULAR D.P.C. MEETINGS FOR TIMELY PROMOTION OF PAOS/SR. AOS TO THE HIGHER POSTS.
11.     SETTLE  FOLLOWING PENDING ISSUES DISCUSSED IN THE FORMAL MEETING HELD WITH AICAEA ON 6TH NOVEMBER 2015 AND 9TH JUNE 2017: -
        (i)   Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees and officers Associations and implementation of the existing policy transparently without any discrimination.
(ii)     Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
            (a) From the date passing departmental competitive examination conducted by SSC
            (b) From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)    Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)    Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)       (a)  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
          (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)    Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii)    Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
12.  SETTLE THE ISSUE OF THE BENEFIT OF BUNCHING TO ASSISTANT ACCOUNTS OFFICERS AS PER THE 7CPC RECOMMENDATIONS AND IN TERMS OF THE ORDERS OF IMPLEMENTATION CELL.
13.  PROVIDE OF ALTERNATIVE ACCOMMODATION AND AMENITIES TO THE CENTRAL OFFICE OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AS THE PRESENT ACCOMMODATION HAS BEEN DECIDED TO BE DEMOLISHED.

14.  PROVIDE SUITABLE OFFICE ACCOMMODATION WITH AMENITIES TO CHQ OF AIAPAO (CIVIL) AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.
