Dear
Comrades/ Friends,
CONGRATULATIONS
In response to the call given by the COC of Civil
Accounts Employees & Officers Associations, the members of All India Civil
Accounts Employees Association, All India Civil Accounts Employees Association
Category-II and All India Association of Pay and Accounts Office (Civil) held
lunch hour demonstration in protest against the indifferent attitude of
Controller General of Accounts and non-settlement of 14 Point Charter of
Demands at Shillong, Guwahati, Kolkata, Hyderabad, Chennai, Bangalore, Cochin,
Mumbai and Nagpur on 25th October, 2017 under the Banner of COCs of
State Level.
We
congratulate all those members all the above mentioned Associations and local/
state/ station level COCs for making the programme a grand success.
While
demonstrating, the members also recorded their protest against the decision of
the Government of India to shut down the DGS&D and PAOs of Department of
Commerce (Supply Division) located at Delhi, Mumbai, Chennai and Kolkata. The
lunch hour meetings, in addition to sending resolution to Expenditure Secretary
and Controller General of Accounts on the demand of settlement of the 14 Point
Charter of Demands have also sent resolution against the move of closing down
the PAOs of Supply and demanding adjustment of all officers and Employees in
their respective stations.
As
the COC of Delhi is defunct, the All India Civil Accounts Employees
Association, Delhi Branch has decided to hold the programme on 27th
October, 2017 on account of various technical difficulties.
TWO DAYS
CONTINUOUS DHARNA
IN FRONT OF THE
OFFICE OF
CONTROLLER
GENERAL OF ACCOUNTS
NEW DELHI FROM
7TH TO 8TH DECEMBER 2017
Since there is no
response from the authorities, it has been decided by the Co-ordination
Committee to go ahead with its decision of holding two day’s continuous Dharna
from 11 A.M. of 7th to 4 P.M. of 8th December, 2017.
·
The Dharna shall be held in front of the office of Controller
General of Accounts, New Delhi.
·
It shall commence at 11 A.M. of 7th December, 2017
and continue round the clock till 4 P.M. of 8th December, 2017.
·
All National Executive Members of affiliates of COC, Federal
Executive Members of National Federation of Civil Accounts Association, office
bearers of state/station/local COCs, Branch Committee members and Unit
Committee Members (of All India Civil Accounts Employees Association) are to
participate in the Dharna.
·
All participants for Dharna shall ensure their arrival at the
Dharna spot before the commencement for the Dharna.
·
Boarding and lodging of all outstation participants shall be
borne by the apex level Co-ordination Committee.
·

All affiliates of COC at the apex level
shall take required initiative to fulfill the quota allotted them.
All local/state COCs are requested to
start mobilization immediately after the receipt of this circular. They shall
send their progress report to their respective headquarters Associations
regularly and as instructed by their respective Central Headquarters.

All chairperson/convener of local COCs
and Branch Secretaries are request to email their Postal Address, Email Address

that all communications from apex COC could be received by them directly.
APPEAL TO
NON-PARTICIPATING MEMBERS AND
STATIONS
We request to all
those members and stations/ COCs who do not participate or implement the calls
on one excuse or other but constantly criticize the Associations to stop
causing self inflicting damage to the demands. It is their negative approach
and actions in support of the authorities which are the major impediments in
the path of achieving the demands.
