Subject:- Assistant Accounts
Officer (Civil) Examination 2017 - regarding.
Sir,
I have been
directed to refer your office letter No:- A-34012/1/2017/MF.CGA (E)/355 dated
27.09.2017 on above mentioned subject addressed to all heads of the Civil
Accounts Organization and state that, your office vide letter No:-
A-11019/25/2017/MF.CGA (A)/NGE/AICAEA-HQ/357 dated 1st September
2017 had informed this Association that the request for discontinuation of
re-examination and immediate posting of
candidates qualified the AAO(Civil) Examination would not be considered at that
stage as the matter was sub-judice before the High Court of Delhi.
But, your office
vide above referred letter dated 27th September, 2017 had announced
that AAO (Civil) Examination is likely to be held in 1st week of
December 2017. Moreover, pending the decision of High Court, Delhi your office
had advised the candidates appeared and qualified the AAO (Civil) Examination
2014 and appeared in the re-examination in July 2017 to apply for appearing the
Examination of December 2017. The Association fails to understand the reason(s)
for taking such a decision by your office while a re-examination was conducted
in July 2017 and results had not been announced.
However, the
Hon’ble High Court of Delhi in an interim order on 16.10.2017 against the WP
(C) 5653/2017 permitted to declare the results of the re-examination conducted
by your office in July 2017 and conduct
another Examination in December, 2017 with certain conditions.
But, it is very
unfortunate to record here that, your office has neither declared the results
of the re-examination held in July 2017 nor announced the date(s) for the
Examination to be held in December, 2017 so far.
On account of
these, the candidates who are desirous of appearing the Examination to be held
in December 2017 are passing through a confused state and they are not able to
concentrate in the preparation for the Examination due to the situations
discussed above.
On the other
hand, nearly fifty percent posts of AAOs in the Civil Accounts Organization
have fallen vacant due to (1) not holding the Examination by your office for
the last four years and (2) not granting promotion to the eligible Senior
Accountants on seniority basis.
The net result of
above discussed situations have been severely affecting the efficiency of the
organization as a whole and the existing Group B and C officers and Employees are confronting serious problems in disposing
the excessive work thrusted upon them.
Therefore, we
request you to kindly resolve the stalemate at the earliest by
1.
Declaring
the results of re-examination conducted in July 2017,
2.
Announcing
the dates for examination to be held in December 2017
and
3.
Granting
promotions to the Senior Accountants on seniority basis under 10% promotional
quota.
It has also been
noted by us that, you have decided to revise the syllabus of the Assistant
Accounts Officer (Civil) Examination from 2018 onwards. In this respect, we would like to state that
the revision of syllabus is to be done in consultation with the Association. It
is on record that the syllabus for Assistant Accounts Officer (Civil)
Examination was amended by the CGA in 2006 after formal consultation with the
All India Civil Accounts Employees Association. We therefore, request you to
kindly convene a formal meeting with the National Executive of this Association
before finalizing the revised syllabus for the Assistant Accounts Officer
(Civil) Examination.

Closure of PAOs of Department of Commerce, Supply Division.
Madam,
At
the very outset we offer our sincere thanks to your kind self for giving us
audience in response to our request.
It
has been brought to our knowledge by our Units and our Branches functioning in
Delhi, Mumbai, Chennai and Kolkata that, consequent on the closure of
DGS&D, the Pay and Accounts Offices of Department of Commerce, Supply
Division located at Mumbai, Chennai Kolkata and Delhi shall be closed forthwith
and only 2 PAOs will function under the administrative control of CCA, Ministry
of Commerce. Further, these PAOs shall be housed in DGS&D premises.
In
this respect we would like to submit that, even after closure of DGS&D, the
residual works relating to payments, accounting and Pensionary matters etc.
would be required to be dealt by the Pay and Accounts Offices of those stations
in the interest of Government and the Employees of DGS&D. Centralization of
above discussed works in Delhi and getting those disposed with the support of a
drastically reduced strength of Employees and officers would create series of
problems and the employees of DGS&D shall be the sufferers.
Therefore,
it is requested that, the Pay and Accounts Offices in Mumbai, Chennai and
Kolkata may kindly be decided to function with reduced strength till the
residual works are completed.
Further,
when a delegation of this Association had met you on 6th April 2017,
it was assured by you that, the issue of providing accommodation to this
Association along with the office of Chief Controller of Accounts, Supply shall
be taken care of. Accordingly, you had
taken up the matter with the DGS&D demi officially vide your D.O. letter
dated 19th April 2017. The office of our Association was provided to
us by the Chief Controller of Accounts, Supply26.09.2006 in his premises. Huge amount of records, Furniture, Almirahs
and a good number of Air Conditioners are fitted in the office. Moreover, the
office of our Association is functioning on a day to day basis. If the office of CCA(S), New Delhi is locked
shifted to another location, the functioning of our Association shall come to a
halt and it would cause immense problems for the employees all together.
It
may also be brought to your kind information that, we had met Shri S.S. Sagar,
Chief Controller of Accounts, Department of Commerce, Supply Division on 25th
October, 2017 and requested him to kindly take favorable action so that we are
provided with the alternative accommodation for functioning of our office. Shri
S.S. Sagar has kindly issued a D.O. letter to DGS&D on 30.10.2017. We are
enclosing herewith a copy of it for your kind perusal.
We
shall be extremely grateful, if you kindly provide us the accommodation for the
purpose of functioning of our office.
