We are at the penultimate days of 2017.
The year had progressed marking our united struggle along with the All India
Association of Pay and Accounts Officers (Civil) under the banner of
Co-ordination Committee of Civil Accounts Employees & Officers Associations
for realization of our common Charter of Demands. Our first united action programme
in 2017 had started on 20th January, 2017 with lunch hour
demonstration. We went to the extent of sending resolution on 13th
July 2017 to the Prime Minister of India and staging half day walk out on 13th
September, 2017. Other than Delhi and some stations of Northern India, members
from rest of the country had participated in the half day walkout and made it a
grand success. Our last programme during
the year was the round the clock mass dharna from 7th to 8th
December, 2017 in front of Controller General of Account’s Office, New Delhi in
which hundreds of Officers and Employees of from entire length and breadth the
country had participated. As a result the authorities responded.
Through our struggle we could
successfully change the recourse of many issues. We could successfully stop the
authorities from filling up 643 vacant posts of AAOs by bringing persons on
deputation basis from other departments. We could compel the authorities to grant adhoc
promotions to eligible Senior Accountants as AAOs in terms of the orders issued
by Controller General of Accounts on 30th December 2016. We could be successful in getting the
Departmental Examination System restored for all Cadres. We could create the compulsion for the
authorities to complete the membership re-verification and verification
processes of All India
Association of Pay and Accounts Officers (Civil) and All India Civil Accounts
Employees Association Category II respectively. One of our major achievements
in 2017 is the formation of independent Departmental Council (JCM) under
Department of Expenditure, Ministry of Finance which is represented exclusively
by the Civil Accounts Employees. Despite all negative efforts by a section of
the officers of CGA office, we could create compulsion on the CGA authorities
to co-operate with the Department of Expenditure in their endeavor for forming
the Departmental Council.
Not only
departmental issues, we have also played a pivotal role in building up Central
Government Employees movement under the banner of Confederation of Central
Government Employees and Workers and could achieve a lot of common demands of
the Central Government Employees. All these could be possible because of the
co-operation, scarifies and support by our members. We offer our sincere thanks to all of them.
The New Year
2018 is now knocking at the door and we are yet to achieve many of our demands.
Therefore,
we shall
have to carry forward our struggles. We are sure, if we carry forward the
united struggle we shall definitely achieve our pending demands.
On behalf of
the National Federation of Civil Accounts Associations, we wish the readers of
this Circular a very a Happy and Prosperous New Year 2018 and aspire that, our
members shall continue to offer their support so that our unsolved issues are
settled.
Our next
course of action on the demand of settlement of Departmental demands is one day
token strike on 15th March2018. Therefore, please prepare for the
same.
OBSERVE
REMINDER DAY-1 ON 8TH JANUARY 2018
Apart from
resorting to Industrial action on 15th March, 2018 it was also decided
by the COC of Civil Accounts Employees and Officers Associations during the
ongoing round the clock mass dharna from 7th
to 8th December, 2017 that, Reminder
Day-1 on 8th January, 2018 (Monday) and Reminder Day-II on 8th
February, 2018 (Thursday) respectively shall be observed by all local
COCs/Branches at their respective stations. On these days the local
COCs/Branches shall hold a centralized meeting to inform the progress of the 15
Point Charter of Demands to the members and thereafter adopt a resolution and
forward it to the Controller General of Accounts.
The Branches
are therefore, requested to contact the Branches of AIAPAO (Civil) and observe
REMINDER DAY-I on 8th January, 2018 unitedly. The Resolution to be
adopted and forwarded to Controller General of Accounts is furnished in the COC
Circular No. 16 dated 29th December 2017.
CHARTER OF DEMANDS:
CORRESPONDENCE REGARDING
CGA office vide letter dated 20th
December 2017 has requested AICAEA to provide certain informations against
demands No. 3©, 11(ii) (a) and (b), 11(iv), 11(vii) and 13 respectively. Since
we need some feedback for giving reply against item No.11 (iv), you are
requested to furnish following informations by return of post/e-mail to the
Central Headquarter.
1.
Whether
any MTS is in receipt of two ACP benefits before 31.08.2008 and third MACP on
or after 01.09.2008.
2.
If
so, names of the MTS, Ministry/Department and PAO with Station with details.
3.
Grade
Pay after 2nd ACP and 3rd MACP respectively.
4.
Further
details if any.
Till we submit this information, Controller General
of Accounts Office shall not fix the meeting. Therefore, please respond early.
If no case is there in your Branch, please send a ‘NIL’ report without fail.
DRAFT RECRUITMENT RULES OF A.A.O.
CGA office has drafted
and circulated a Recruitment Rule for AAOs which is totally anti-employee. If
this recruitment rule is adopted, career prospects of Civil Accounts cadres
shall be ruined. We shall have to register our strong protest against the move
and also send our views to CGA.
Therefore, all of you
are requested to hold Branch meeting and send the views of your Branch
within 4th January 2018 by email only so that the all India headquarters
could submit the summed up view to CGA within 10th January 2018. No
individual opinion in the Whatsapp shall be taken into consideration. If any
individual member wishes to send their opinion, they shall have to route their
opinion through the unit and Branch only.

EFFECT OF RAISING DEMANDS BY COC
In our 15 point charter of demands, this time we had added
the demand of formation committee against sexual harassment to women in work
places and handed over the Demands to the Addl. CGA on 8th December 2017 in the
form of Resolution following the two days Maha Dharna held from 7th to 8th
December 2017.
As a result of this, the CGA office vide order dated 22.12.17
has formed a committee against sexual harassment against women for CGA
office. Since the composition of the committee doesn't confirm the DOPT
norms, we shall take up the matter. Moreover, our demand is formation of
committees against sexual harassment to women in all offices. Hence our demand
shall continue till it is settled up to the level of our expectations.
However, the above discussed action the authorities show that we
are moving towards right direction and the Associations functioning under the
banner of the COC of Civil Accounts Employees and Officers Associations are
matured, responsible and true friends of the Officers and Employees of Civil
Accounts organization. We are confident,
our united struggle shall definitely lead us to our goal and all demands of our
15 point charter of demands would also be settled.
PROGRESS OF OTHER DEMANDS
Till we prepare this Circular, we have been given to understand
that the staff side shall be invited soon for discussion and finalization of
Cadre Review proposal. Further, as per the assurance given by Addl. Controller
General of Accounts, the copies of the documents forwarded to the Ministry of
Finance for grant of corresponding Grade Pay of Rs:- 5400/- to AAOs on
completion of 4 years have been handed over to the Association. We have also
been informed that the re-verification and verification of membership of All
India Association of Pay and Accounts Officers (Civil) and All India Civil
Accounts Employees Association Category–II have been completed. Moreover, CGA
Office vide letter dated 20th December, 2017 has requested the All
India Civil Accounts Employees Association to provide certain informations on
some of the demands pertaining to MTS, Accountant/ Senior Accountant, and AAOs
for their examination before the meeting is fixed between the official side and
the representatives of Associations.

RESOLUTION
This meeting of the
Co-ordination Committee of Civil Accounts Employees and Officers Association
held today the 8th January, 2018 at …………………………………….. (Name of Place)
reviewed the status of the 15 Point Charter of Demands submitted to the
Controller General of Accounts by the apex level Co-ordiantion Committeeof
Civil Accounts Employees and Officers Associations.
It has been
observed by the meeting that, thankfully enough the authorities have restored
the departmental examination system though the candidates of AAO © Exam-2014
are yet to get justice. Further, as per the assurance given by the Addl.
Controller General of Accounts to the seven member delegation of the Apex Level
Co-ordiantion Committee of Civil Accounts Employees and Officers Associations on
8th December, 2017, the copies of the correspondances undertaken
with the Ministry of Finance on the matter of granting corresponding Grade of
Pay of Rs:- 5400/- to AAOs on completion of 4 years service have been handed
over to the Associations.
The meeting
however, observed that , there was no progress of any other demands within last
one month.
The meeting
therefore, urges upon the Controller General of Accounts to kindly hold
dialogue with the representatives of Co-ordiantion Committee so that all pending demands are settled mutually across
the table.
The meeting
resolves to forward the Resolution to the Controller General of Accounts,
Ministry of Finance, Department of Expenditure, 4th Floor, GPOA, Block-E, INA, New Delhi-110023 and endorse its copies to the Secretary
Generals of All India Civil Accounts Employees
Association, All India Civil Accounts Employees Association Category-II and All
India Association of Pay and Accounts Officers (Civil) respectively.

SYSTEM HAS BEEN RESTORED BY THE CIVIL ACCOUNTS AUTHORITIES.
THE EXAMINATIONS HAVE NOW BEEN TAKING PLACE IN SERIAL ORDER.
Record numbers of candidates are going to appear in the
ensuing AAO(C) examination 2017 which shall commence from 27th
December 2017.

DHARNA FROM 11AM
OF 7TH TO 4.30 PM
OF 8TH DECEMBER 2017 WAS A GRAND SUCCESS.
Two day's round the Clock
Dharna under the banner of Co-ordination Committee of Civil Accounts Employees
& Officers Associations held in front Controller General Accounts
Office, New Delhi from 7th to 8th December 2017 was a
grand success. The Dharna was started at 11 am on 7th December 2017 and
continued till 4.30 pm of 8th December 2017.
Apart from Delhi, more
than a hundred AO/Sr.AO, AAO, Acctt./Sr.Acctt, LDC, MTS and other category
employees including ladies from the stations like Shillong, Guwahati,
Farakka, Kolkata, Hyderabad, Chennai, Madurai, Bangalore, Cochin, Mumbai, Pune,
Nagpur and Jaipur etc took part in the Dharna representing All India
Association of Pay and Accounts Officers (Civil), All India Civil Accounts
Employees Association Category II and All India Civil Accounts Employees
Association.
A three member committee
comprising Com. S. S. Raghavan, Vice President, All India Association of Pay
and Accounts Officers (Civil), Com. Chinmay Mukhapadhyay, President, All India
Civil Accounts Employees Association Category II and Com. Ajit Huparikar,
President All India Civil Accounts Employees Association presided over the
ongoing meeting held at the Dharna spot for two days.
The Dharna was
inaugurated by Com. Giriraj Singh, President, ÑFPE as well as the
President of C.O.C. of Central Government Employees and Workers, Delhi State.
In spite of threatening circular of
CGA and creation of obstructions by the local administrations, hundreds of
employees from various offices of Delhi participated in the lunch hour demonstrations
on both the days and also visited the Dharna spot round the clock.
The ongoing meeting held at the

On 8th December, 2017, all
Branches held sessions of slogans on the demands in the regional languages and
state languages. It was a unique scenario. Com. Bivash Bhattacharjee from West
Bengal Branch sang a few songs which were applauded by the participants of the
Dharna.
The meeting held at the
Dharna spot adopted two resolutions. One of the Resolutions has been forwarded
to the Prime Minister, Finance Minister, Minister of State for Finance, Cabinet
Secretary, Secretary, Department of Expenditure and other authorities of the
Government of India with endorsement of the copies to the Secretary Staff side,
JCM, the Secretary General, Confederation of Central Government Employees and
Workers and the Secretary General, Central Government Gazetted Officers
organization. The other Resolution was handed over to Smt. Vibha Pandey,
Add.CGA, who received it on behalf of CGA as he is on tour to USA.
The dharna therefore, was
a grand success and we congratulate all who have made the programme a success
through their participation.
MEETING
WITH ADDITIONAL C.G.A.
At about 4 p.m. of 8TH
December 2017, a delegation consisting of Com. A.B
Sunilkumar, Secretary General, AIAPAO (Civil) & Joint Convener COC, Com. S.
S. Raghavan, Vice President, AIAPAO(CIVIL), Com.V Bhattacharjee, Secretary
General, AICAEA & Joint Convener COC, Com. Ajit Huparikar, President
AICAEA, Com.(Smt.) L. Swaminathan, Chairperson, National Women Committee,
AICAEA/NFCAA, Com. Amol V. Sule, Secretary General, AICAEA Cat-II and Com. Chinmay
Mukhapadhyay, President, AICAEA Cat-II went to CGA office to hand over the resolution
to the C.G.A. in person. However, CGA being on tour, Smt. Vibha Pandey, Addl.
CGA met the delegation and the delegation handed over the Resolution to her accordingly.
While receiving the Resolution, Addl. CGA and other officers of CGA office available
at that time in her chamber discussed the issues for half an hour with the
Delegation. Brief resume of the discussion is as below –
1. The proposal for cadre
review of Group B & C cadres shall be discussed shortly with the
representatives of COC before it is finalized and submitted to the Ministry of
Finance.
2. For finalization of issues
concerning with grant of recognitions to AICAEA CAT II and AIAPAO (Civil), CGA
office shall hold a meeting on 13th December with the representatives of Heads
of the Departments of Civil Accounts organization and re-recognition. AIAPAO(C)
has more than sufficient number of members and re-recognition is likely to be
granted soon. Recognition to AICAEA Cat-II is also at the final stage
and being finalized on the basis of actual membership with reference to the
working strength of AAOs.
3. The issue of grant of
corresponding grade pay of 5400 to AAOs has been forwarded to the government
and the copies of the related documents is being handed over to the COC so that
the staff side JCM member from AICAEA could peruse it with DOPT and Ministry of
Finance.
4. Other issues of the15
point charter of demands shall be discussed in the formal meeting. Since the
CGA office has issued some letters to AICAEA recently seeking certain
informations, meeting with staff side shall be fixed as soon as the
replies to those letters are received. In response to this, the Delegation
assured that, replies to the said letters shall be sent within a week.
Discussion
was ended thereafter.
NEXT
COURSE OF ACTION: INDUSTRIAL ACTION
In
pursuance of the decisions taken by the 15th/7th All
India conferences of All India Civil Accounts Employees Association and All
India Civil Accounts Employees Association Category II, the National Federation
of Civil Accounts Associations (NFCAA) has decided that, if the long pending
demands are not negotiated and settled by the Civil Accounts authorities, the
members of the Federation shall resort to one day token strike on 15th
March 2018. The NFCAA has also made an appeal to the AIAPAO (Civil) to consider
and decide about the united industrial action.
In
this respect, the AIAPAO (Civil) conveyed that, its ensuing All India
Conference slated to be held at Chennai on 15th and 16th
February 2018 would take the decision.
Therefore,
we request all local COCs and Branches to start preparations for next course of
united action discussed above.
