Subject: - Issuing of open pass to Delhi based Branch level and Delhi based National Executive members of All India Civil Accounts Employees Association.

Sir,

            I have been directed to state that, almost all offices of Civil Accounts Organization located in the city of Delhi are housed in the buildings in which security is maintained by the CISF personnel.

            As representatives of the All India Civil Accounts Employees Association, our office bearers of Delhi Branch and National Executive members often require to visit the Principal Accounts Offices and Pay and Accounts Offices for attending various staff grievances and problems. Though our Delhi Branch office bearers and Delhi based National Executive members are Civil Accounts Employees of Delhi itself and they hold photo pass issued by the Ministry of Home Affairs, but the CISF personnel do not recognize their passes at all. They not only don’t allow them of enter the premises of the buildings but behave very rudely too.

Hence, the above situation is nothing but obstruction to democratic functioning of the Association and stopping the representatives of Associations from performing their day to day normal welfare activities for their members.

We therefore, request you to kindly direct all heads of the departments of Civil Accounts Organization to provide “Open Pass” to all office Bearers of Delhi Branch and Delhi based National Executive members of the Association so that the office bearers of Association could discharge their routine nature organizational tasks without obstruction or hindrance of the CISF Personnel.

            It may be brought on record that, this request of the Association was considered earlier also and as per the directions of CGA, the heads of the Departments concerned had arranged for the open passes for the National Executive Members and Office Bearer of Delhi Branch.
